Mobilizing state resources and people's strength
Quang Nam is a locality with a large mountainous area, a high difference in slope between the mountains and the plains, and the negative impacts of climate change, causing landslides in mountainous areas. The Resolution of the People's Council of Quang Nam province on regulations on the arrangement and stabilization of mountainous residents in 9 mountainous districts of the province, which has been implemented for nearly 10 years, is considered a correct policy of the Party and the State. In the period of 2017-2021, Quang Nam has arranged and stabilized more than 3,200 households. Through actual assessment, these arranged households have not been affected by major floods in the area. Based on that success, in this term, Quang Nam continues to arrange for more than 7,000 households along with developing livelihoods for the people.
As a mountainous area with a sparse population density, causing difficulties in poverty reduction, Nam Tra My district has been determined to plan and arrange 242 residential areas down to 115 areas to create a breakthrough in people's lives. From 2017 to now, the whole district has arranged 62 areas with 2,857 households of Ca Dong, Xe Dang, and Mo Nong ethnic groups with a total support budget of up to 166 billion VND.
Previously, ethnic minorities in the mountainous district of Nam Tra My lived a nomadic lifestyle, so stabilizing their lives faced many challenges. Subjective reasons such as lack of living conditions, the risk of landslides, epidemics, etc. forced many villages to relocate to find new places to live. Population growth led to frequent separation of old villages and establishment of new villages, making infrastructure investment to serve people's lives difficult. In 2017, Nam Tra My district had 43 villages (currently 35 villages have been rearranged), but there were 242 residential areas scattered on remote and isolated mountain slopes. This has made people's lives and production difficult, hindered their children's education, and is also the cause of high poverty rates.
Faced with this situation, Nam Tra My district decided to develop a project to rearrange and relocate residents in the form of the State and the People working together. In 2017, Nam Tra My district implemented the project to rearrange and relocate residents in 15 areas with 475 households in 10 communes. The total cost for this phase was more than 71 billion VND. Of which, the state invested about 49.2 billion VND to invest in infrastructure items for people such as roads, centralized water supply, schools, cultural houses, irrigation works, support for leveling the ground, building houses, building sanitation works, bringing electricity and building livestock barns...; the remaining cost of 21.8 billion VND was mobilized from the people in the form of labor contributions to participate in the implementation.
The newly planned residential area has enough space for living, raising livestock, and production for each household and is convenient for implementing investment in public works such as electricity, roads, schools, and stations. Nam Tra My district has mobilized the entire political system from the district to the grassroots level to explain and propagate to each household to understand the policy, so there have been positive developments so far. People have boldly registered to participate in the project and some households have also enthusiastically donated land to form densely populated residential areas.
As for the mountainous district of Tay Giang, after 18 years of implementing the Project, the district has arranged and set up 123 resettlement sites with a total area of 374 hectares, arranging over 5,530 households of ethnic minorities to resettle stably, associated with production development to sustainably reduce poverty.

New life thanks to population rearrangement
Por'ning village, Lang commune is the first concentrated residential area, also the most crowded residential area of Tay Giang district. This is the gathering place of 170 Co Tu households with about 600 people. On a flat land, in the middle is built a communal house for the residential area and for each clan (large Guol and small Guol), surrounded by households, children play on large plots of land. On holidays, New Year or every month, people gather at Guol to participate in activities together.
Mr. Bling Lam, 75 years old this year, cannot forget the image of Bơr'ning village in the early days of its establishment nearly 20 years ago. “In the past, this land was not flat like this, it was a hill over 50m high with a few roofs. The government leveled it to create a large area for people to build houses. Bơr'ning village used to consist of 3 scattered villages, now it is concentrated in one place. Currently, the whole Lang commune has 7 concentrated residential areas. Living like this, it is very convenient for children to go to school. People may have to go to work in the fields further than before, but we have overcome this.”
Mr. Bhling Mia, Secretary of Tay Giang District Party Committee, said that the planning and resettlement arrangement can be considered a new revolution for the government and people of Tay Giang district. At the same time, when organizing and arranging a concentrated population, the district will renovate, exploit to the maximum the potential and space for residential land, production land, convert previous residential land locations to exploit medicinal plants, fruit trees, and convert production forms for the people.
Previously, people lived scattered along rivers, streams, and low-lying areas, at risk of landslides, flash floods, and flash floods. Now, people have been relocated to resettlement areas in a fundamental way. In fact, through storms like previous years, the harsh climate change situation, although Tay Giang suffered infrastructure damage, there was no damage or human casualties.
According to Mr. Trinh Minh Hai, Head of the Department of Agriculture and Rural Development of Nam Tra My district, "through the implementation of population arrangement, it has created favorable conditions for investing in synchronous, effective and suitable infrastructure in accordance with local conditions; gradually completing the infrastructure network, accelerating the process of rapid and sustainable poverty reduction, improving the material and spiritual life of the people, especially ethnic minorities".
Emphasizing the effectiveness of the policy of rearranging mountainous residents, Mr. Ho Quang Buu, Vice Chairman of the People's Committee of Quang Nam province said: "From the success in the period of 2021-2025, Quang Nam continues to deploy the arrangement and stabilization for more than 7,820 households, with a total estimated implementation cost of about 968 billion VND. In parallel with the arrangement of residents to prevent and combat natural disasters, it will be associated with the development of livelihoods for people in mountainous areas".
The results of the population rearrangement policy have gradually changed the appearance of villages and hamlets in a more spacious direction, people have better lives in their new places, and have conditions to stabilize their livelihoods. Many planning points arrange and allocate residents in accordance with the planning of new rural communes and the socio-economic development orientation of the locality, contributing to sustainable poverty reduction and new rural construction, as well as preventing and combating natural disasters, improving the quality of life of people in mountainous districts, especially ethnic minorities.
On October 25, the People's Committee of Quang Nam province issued Decision 2289/QD-UBND implementing Resolution No. 13/2023/NQ-HDND dated September 22, 2023 of the Provincial People's Council stipulating the level of support for eliminating temporary and dilapidated houses in the province for the period 2023-2025. From now until 2025, the whole province plans to spend more than 407 billion VND from the provincial budget, social security fund and socialized contributions to support the elimination of 15,735 temporary and dilapidated houses, of which 8,675 new houses will be built and 7,060 houses will be repaired. Particularly in 6 poor districts including Phuoc Son, Tay Giang, Nam Giang, Dong Giang, Nam Tra My, Bac Tra My, 8,179 households will be supported to eliminate temporary and dilapidated houses, of which 7,606 are poor households and 573 are near-poor households. In addition to the support capital from the National Target Program, this group of subjects will receive an additional support of 14 million VND/1 newly built house and 7 million VND/1 repaired house. |
