President Trump says 'close to it', Washington proposes managing Kiev's revenue from resources

Reuters reported that US President Donald Trump announced on February 22 that Washington was close to reaching an agreement with Kiev on sharing revenue from Ukrainian minerals as part of efforts to end the conflict in the Eastern European country.

Speaking at a gathering of conservatives in National Harbor, Maryland, Mr. Trump shared: “I think we are close to reaching a deal.”

The White House chief said Washington wants to withdraw billions of dollars in military aid to Kiev in its conflict with Moscow. The US leader made it clear that the country is asking for rare earths, oil or “anything we can get.”

On the same day, February 22, three informed sources revealed that US negotiators - who are pressing Kiev to allow access to Ukraine's important mineral resources - raised the possibility of cutting off the Eastern European country's access to billionaire Elon Musk's Starlink satellite internet system.

Ukraine's continued access to Starlink, owned by US-based SpaceX, was discussed in discussions between officials of the two countries after Ukrainian President Volodymyr Zelensky rejected an initial proposal from US Treasury Secretary Scott Bessent, according to sources.

Starlink currently provides internet connectivity to Ukraine and its military. The issue was raised again on February 20 during a meeting between Keith Kellogg, the US President's special envoy for Ukraine, and President Zelensky.

In another related development, Poland's Deputy Prime Minister announced on February 22 that Warsaw has helped Kiev cover Starlink subscription fees and will continue to implement this policy.

The Ukrainian Embassy in Washington, the White House, the US Department of Defense and SpaceX have not yet responded to requests for comment on the above information.

Billionaire Musk rushed thousands of Starlink terminals to Ukraine to replace communications systems destroyed after Russia's special military operation in February 2022. However, the SpaceX founder and CEO restricted Kiev's access to Starlink at least once in the fall of 2022, when he became more critical of the Eastern European country's handling of the crisis.

Also on February 22, the Financial Times published an article by US Treasury Secretary Scott Bessent, in which he assessed that the economic partnership between Washington and Kiev would benefit and protect the people of both countries.

In the article, Mr. Bessent said that Washington proposed that the revenue Kiev receives from natural resources, infrastructure and other assets would be allocated to a fund focused on the long-term reconstruction and development of the Eastern European country, in which the United States would hold economic and administrative rights over future investments.
