After more than two months of implementation, on February 3, 2025, the Tay Giang District Party Committee held a conference to announce the merger, establishment, reorganization, and appointment of leadership personnel for specialized agencies under the District Party Committee and the District People's Committee. This is a significant effort, and also demonstrates exemplary, decisive, urgent, and serious efforts in streamlining the local organizational structure.
Accordingly, Tay Giang established the District Party Committee's Propaganda and Mass Mobilization Department by merging the existing District Party Committee's Propaganda Department and the District Party Committee's Mass Mobilization Department, effective from February 3, 2025. Simultaneously, the Decision appointing Mr. Cơlâu Nghi as Head of the District Party Committee's Propaganda and Mass Mobilization Department was announced.
Tay Giang also announced the merger, establishment, reorganization, and appointment of leadership personnel for specialized agencies under the District People's Committee.
Specifically, the District Department of Labor, War Invalids and Social Affairs and the District Department of Internal Affairs will be merged based on the functions and tasks of the Department of Internal Affairs, and will take over the functions and tasks related to labor, wages, employment, war invalids, occupational safety and health, social insurance, and gender equality from the District Department of Labor, War Invalids and Social Affairs.
The functions and responsibilities of advising on state management of beliefs and religions from the Department of Internal Affairs are transferred to the District Department of Ethnic Affairs. The merged name is the Department of Internal Affairs.
The Department of Agriculture and Environment was established by taking over the functions and tasks of the Department of Natural Resources and Environment; the functions and tasks of the District Department of Agriculture and Rural Development; and the poverty reduction task from the Department of Labor, War Invalids and Social Affairs.
The District Economic , Infrastructure and Urban Planning Department was established by taking over the functions and tasks of advising on state management of construction, transportation, and industry and trade from the District Economic and Infrastructure Department. The function of state management of urban development was added. The functions and tasks of advising on state management of science and technology were transferred to the District Culture and Sports Department.
The Department of Culture, Science and Information was established while retaining the functions and responsibilities of the District Department of Culture and Information. It also took over the functions and responsibilities related to science and technology from the Department of Economy and Infrastructure.
The District Department of Ethnic and Religious Affairs was established by retaining the functions and duties of the Department of Ethnic Affairs and taking over the task of advising on state management of beliefs and religions from the District Department of Internal Affairs.
Lean and efficient
To implement the restructuring and streamlining of the district's organizational apparatus, Tay Giang had previously issued a comprehensive plan for reforming and reorganizing the district-level organizational structure with the goal of ensuring a "Small - Compact - Strong - Efficient - Effective - Effective" system, linked to the structure and development of a team of officials, civil servants, and public employees with a reasonable number and structure, possessing the qualities, capabilities, and prestige to meet the demands of the new era.
Regarding specialized agencies under the District People's Committee, Mr. Nguyen Van Luom - Chairman of the Tay Giang District People's Committee - informed that the reorganization of district-level administrative agencies is one of the important factors in the State's administrative reform efforts. This helps to reduce the cumbersome bureaucracy, improve management efficiency, and enhance the quality of service to the people.
To ensure success, after the plan for reorganizing administrative agencies in Tay Giang district is approved, the implementation process requires decisive leadership, participation from all levels and sectors, and the consensus of the staff, civil servants, and public employees.
Heads of agencies subject to restructuring shall develop plans for rearranging and reassigning professional civil servants to ensure the fulfillment of functions, duties, and powers after the new agencies are established.
"We will proactively coordinate with the Department of Justice and relevant agencies to advise on amending, supplementing, and issuing new regulations on the functions, tasks, organizational structure, decentralization, delegation of authority, and staffing of agencies and units after restructuring and reorganization, when there are regulations and guidelines from higher levels," Mr. Luom said.
At the announcement conference, the Secretary of the Tay Giang District Party Committee, Bhling Mia, requested that the newly merged and established agencies promptly stabilize their internal organization, pay attention to clearly defining the functions and tasks of each agency, and quickly bring the agencies into stable operation, maximizing the capabilities and strengths of the assigned staff.
Officials and employees of the agency should maximize their sense of responsibility, strengthen unity and solidarity, and strive to successfully complete all assigned tasks.
After the merger, establishment, and reorganization, the specialized agencies under the People's Committee of Tay Giang District now consist of 10 agencies: the Department of Internal Affairs, the Department of Agriculture and Environment, the Department of Economy, Infrastructure and Urban Development, the Department of Culture, Science and Information, the Department of Ethnic Minorities and Religion, the Department of Justice, the Department of Finance and Planning, the Department of Education and Training, the Inspectorate, and the Office of the District People's Council and People's Committee.
