Proposal to support 2,534 billion VND to invest in the construction of Go Dau

The Go Dau - Xa Mat Expressway construction investment project, phase 1, from Go Dau to Tay Ninh City, is implemented under the PPP method, 28km long, with a scale of 4 standard lanes and a roadbed width of 25.25m.

The total investment of the project, including interest, is 7,500 billion VND. According to the financial plan proposed by the Investor, the State capital participating in the project is 49.8% of the total investment, equivalent to 3,734 billion VND; the investor capital participating in the project is 50.2% of the total investment, equivalent to 3,766 billion VND. Due to the limited resources of the province, Tay Ninh province can only balance about 1,200 billion VND to participate in the project.

To contribute to realizing the goal of "By 2030, striving for the whole country to have about 5,000km of expressway" according to the 10-year socio-economic development strategy, period 2021-2025, the Provincial People's Committee proposed the Ministry of Finance and the Ministry of Construction to consider supporting the allocation of capital from the central budget for the period 2026-2030, about 2,534 billion VND to invest in the Go Dau - Xa Mat Expressway Construction Investment Project (phase 1, implementing the section from Go Dau to Tay Ninh city in the period 2021-2030).

Tay Ninh Provincial People's Committee is committed to speeding up the implementation of legal procedures to implement the project, completing it before 2030, contributing to the sustainable and stable development of the province, improving the quality of life for people and continuing to contribute to the overall development of the country.

In recent years, with the attention and support of the Government and Central Ministries and branches, a number of projects in the province have been invested in and built from central capital, the transport infrastructure system has been gradually completed, contributing to socio-economic development and national security and defense, stabilizing people's lives and ensuring quality of life.

Through the development stages, although the province's budget capital has improved, however, due to the province's limited resources, investment in developing transport infrastructure is not commensurate with the province's location, potential and inherent advantages.

In particular, the Go Dau - Xa Mat Expressway Construction Investment Project (phase 1, implementing the section from Go Dau to Tay Ninh city in the period of 2021-2030), creates a premise for socio-economic development, ensuring national defense and security, contributing to completing the provincial traffic infrastructure, as well as in the region.

On April 15, 2022, the Prime Minister issued Document No. 346/TTg-CN assigning the People's Committee of Tay Ninh province to be the competent authority to implement the Go Dau - Xa Mat Expressway Construction Investment Project (phase 1, implementing the section from Go Dau to Tay Ninh city in the period 2021-2030). Implementing the Prime Minister's investment policy, Tay Ninh province has proactively called for investment. Up to now, two units have applied to participate in research and project proposals.

The road network planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister, includes the Go Dau - Xa Mat expressway (CT.32), approximately 65km long, with 4 lanes, and investment progress before 2030.

This is the main traffic axis running from North to South of Tay Ninh province, connecting with the Ho Chi Minh City - Moc Bai expressway (the route is being jointly implemented by Ho Chi Minh City and Tay Ninh province, expected to start construction in 2025, completed and put into operation in 2027), forming a traffic axis connecting Tay Ninh with the areas: Tay Ninh city, Hoa Thanh town, Trang Bang and Go Dau, Duong Minh Chau, Tan Chau, Tan Bien districts) and the northern border gates of Tay Ninh province (including: two international border gates (Xa Mat, Tan Nam), two main border gates (Chang Riec, Ka Tum) and many secondary border gates) with the Southern Key Economic Zone and the East - West economic corridor in the South of the Mekong sub-region countries.

Therefore, early investment in the Go Dau - Xa Mat expressway serves socio-economic development and ensures national defense and security of the whole country and the Economic Zone.

In particular, the starting point of the expressway from Go Dau (connecting to Ho Chi Minh City - Moc Bai expressway) to Tay Ninh city will connect directly to the provincial center and Ba Den Mountain National Tourist Area, whose planning has been approved by the Prime Minister in Decision No. 1099/QD-TTg dated September 5, 2018.

This is identified as the driving force to promote the development of other economic sectors such as trade, services, tourism, agriculture... and along both sides of the route there are Phuoc Dong - Boi Loi Urban Service Industrial Park, Cha La Industrial Park, Hiep Thanh Industrial Park, Thanh Duc Industrial Park...

On the other hand, Tay Ninh province is promoting investment attraction and has strategic investors investing in the fields of industry, urban areas, tourism, high-tech agriculture, infrastructure... in which, the Go Dau - Xa Mat expressway has attracted investors' interest and proposed research.
