The proposal was made by the Ministry of Construction in an official dispatch reporting to the Prime Minister on the railway connecting Tan Son Nhat and Long Thanh airports; assigning the competent authority to study and implement the Thu Thiem - Long Thanh railway project.
The Ministry of Construction said that implementing the Prime Minister's direction, the ministry has coordinated with the Ho Chi Minh City People's Committee to study two railway routes connecting Tan Son Nhat and Long Thanh airports in the dossier adjusting the general planning of Ho Chi Minh City until 2040, with a vision to 2060.
Accordingly, urban railway line No. 6 connects Tan Son Nhat airport with Thu Thiem - Long Thanh railway line (Phu Huu intersection); then shares the infrastructure of Thu Thiem - Long Thanh railway line connecting Long Thanh airport; investment roadmap before 2030.
Urban railway line No. 2 connects Tan Son Nhat airport to Thu Thiem station; then follows Thu Thiem - Long Thanh railway line to connect to Long Thanh airport; investment roadmap before 2030.
Currently, Ho Chi Minh City planning has identified urban railway line No. 6 and urban railway line No. 2 to be invested by Ho Chi Minh City People's Committee.
The Thu Thiem - Long Thanh railway line is an urban railway that is being invested by the Ministry of Construction.
To ensure connection between Tan Son Nhat airport and Long Thanh airport, both urban railway lines share the Thu Thiem - Long Thanh urban railway.
The Ministry of Construction stated that to ensure the organization of direct connection between Tan Son Nhat airport and Long Thanh airport, these projects require simultaneous investment and technology.
The organization of operation and exploitation must be assigned to a single entity to organize smooth and efficient train operation, centralized management, and unified synchronization.
Therefore, in order to soon deploy the railway connecting Tan Son Nhat airport with Long Thanh airport, ensuring consistency and synchronization in construction, operation and maximum exploitation of land funds surrounding the project area; increasing the initiative of localities in project implementation, the Ministry of Construction proposes to the Prime Minister:
Agree on the policy of assigning the Ho Chi Minh City People's Committee as the competent authority to invest in the Thu Thiem - Long Thanh urban railway project to soon complete the connection plan between the two airports.
Assign the Ho Chi Minh City People's Committee to work and agree with the Dong Nai Provincial People's Committee on assigning the Ho Chi Minh City People's Committee as the project management agency to report to the Prime Minister for decision according to the provisions of the Law on Public Investment.
In case of being assigned as the competent authority, the Ho Chi Minh City People's Committee will receive all existing research results of the Thu Thiem - Long Thanh railway project to continue to carry out investment preparation and implementation.
Allow the Ho Chi Minh City People's Committee to study and add the Thu Thiem - Long Thanh railway line to the Ho Chi Minh City urban railway planning; propose the Government to consider and approve adding the Thu Thiem - Long Thanh railway line to the list of projects attached to Resolution No. 188/2025/QH15 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
