Regarding the direction, route and investment scale, Vingroup Corporation proposed the project starting at Nguyen Van Linh Street in Tan Phu Ward, District 7. The end point is located on a 39-hectare land plot adjacent to the Can Gio coastal urban tourism project, Long Hoa Commune, Can Gio District.
According to the proposal, the project has a scale of double track, 1,435mm gauge/track, elevated with a length of 48.5km, designed infrastructure with a speed of 250km/h, axle load of 17 tons/axle. Two depots are expected to be located in District 7 on a 20ha plot of land and a 39ha plot of land, Long Hoa commune, Can Gio district.
In terms of passenger capacity, the ship can carry 30,000 - 40,000 people per hour.
The project is expected to be invested in the form of public-private partnership (PPP) - BOO (build - own - operate) contract. Vingroup Corporation will invest in construction with its own capital and capital mobilized according to the provisions of law, own and exploit, operate the project after completion.
Regarding progress, the project will start investment preparation work from 2025, including organizing the preparation and completion of the pre-feasibility study report, submitting it to competent authorities for inclusion in the urban railway development plan and approving the investment policy.
Next is to organize the preparation and appraisal of the feasibility study report, decide on project investment... The project will start construction in 2026, test run, and hand over the project in 2028.
In the proposal document, Vingroup Corporation requested the Ho Chi Minh City People's Committee to consider, approve and give instructions to relevant units to support and guide the implementation of related work so that the project investment and construction can be completed soon.
Can Gio District is located about 50km from the city center. Currently, the main route to Can Gio is by waterway, via Binh Khanh ferry. The city has also oriented that by 2030, this island district will basically become a high-quality resort and eco-tourism city, with the ability to compete at the regional level...
According to Tuoi Tre Online, preliminary calculations by consultants show that the urban railway project connecting Can Gio proposed by Vingroup Corporation has a capital of about 102,370 billion VND (4.09 billion USD). Of which, the cost of site clearance is about 8,664.7 billion VND, the construction cost is 37,537 billion VND, and the equipment cost is 25,777 billion VND. The remaining cost includes tax, 10% reserve, project management cost, consulting cost, etc.
Prime Minister assigns Ho Chi Minh City to urgently deploy railway to Long Thanh, Can Gio
According to the announcement of the conclusion at the 16th meeting of the State Steering Committee for important national projects and works, key to the transport sector on March 19, Prime Minister Pham Minh Chinh assigned Ho Chi Minh City to urgently organize research and implementation of urban railway projects connecting Can Gio, Ho Chi Minh City to Long Thanh airport, reporting the results in April 2025.
Previously, at the conference announcing the planning of Ho Chi Minh City for the period 2021 - 2030, with a vision to 2050 on January 4, Prime Minister Pham Minh Chinh highly appreciated Ho Chi Minh City's completion and putting into operation metro line 1.
"I discussed with Mr. Vuong Vingroup (billionaire Pham Nhat Vuong - PV) about building a subway system from the center of Ho Chi Minh City to Can Gio district. He agreed and was very enthusiastic," said the Prime Minister.
From this, the Prime Minister suggested: "We have to assign many tasks to large enterprises, I am also assigning some tasks to help people form their thinking. Resources come from thinking, motivation comes from innovation. We must thoroughly understand this spirit when implementing the planning".
