On July 30, the delegation of the National Assembly - Standing Committee of the People's Council - People's Committee - Vietnam Fatherland Front Committee of Hanoi City held a conference to unify the implementation plan of the Law on the Capital and the time and content of the thematic session of the 16th term People's Council, term 2021-2026.
Deputy Secretary of the City Party Committee, Chairman of the City People's Council, Deputy Head of the National Assembly Delegation of Hanoi Nguyen Ngoc Tuan chaired the conference.

Actively promote the Capital Law
At the conference, leaders of departments and branches informed about the tasks and progress of implementing the Capital Law 2024 of each unit. Director of the Department of Finance Nguyen Xuan Luu said that the Department of Finance was assigned to participate in coordinating 53 tasks. According to Director of the Department of Information and Communications Nguyen Viet Hung, the City People's Committee assigned the Department of Information and Communications to actively disseminate the Capital Law to all subjects, agencies, units, business communities, and people. This is a regular task of policy communication, and the Department will seriously implement it.

Quickly put the Capital Law 2024 into practice
After listening to the opinions of departments and branches on the tasks of implementing the Capital Law, speaking at the conference, Permanent Vice Chairman of the City People's Committee Le Hong Son said that the Capital Law was passed on June 28, 2024 at the 7th Session of the 15th National Assembly; and the Law has also been announced.
The Capital Law 2024 takes effect from January 1, 2025 (of which 5 contents take effect from July 1, 2025).
According to the Standing Vice Chairman of the City People's Committee Le Hong Son, regarding the implementation of the Capital Law, this is a law on decentralization and delegation of power, so most of the work and tasks are assigned to the City People's Council and People's Committee. From now until the end of 2024, there are 5 months left, and by July 2025, there are 11 months left, while the City has more than 100 tasks to implement the Capital Law - this is the task of the entire political system, under unified leadership and direction, therefore, there must be a common plan of the City Party Committee unified throughout the city.
Regarding coordination, with a massive system of documents, there needs to be close coordination between departments, districts, units, etc.
Proposing 5 groups of tasks to implement the Capital Law, Permanent Vice Chairman of the City People's Committee Le Hong Son said that the first group is to propagate and disseminate legal education throughout the city, with unified content. For specialized training, there must be handbooks and manuals for those who carry out the work every day.
The second group is to develop and issue enforcement documents, departments and branches must review how many tasks they have in their fields. At the same time, coordinate with ministries to develop 6 decrees to submit to the Government - this is also a group of tasks that Hanoi must closely work with ministries to implement.
The third group, to organize the implementation, proposes to assign the City People's Committee to establish a City working group, including departments, People's Council committees, Fatherland Front committees, Party committees, representatives of districts, and experts, in which the City has a mechanism to use domestic and foreign experts. The working group has full functions, tasks, responsibilities, powers, conditions...
Group 4 - conditions to ensure mechanisms and specific conditions on funding and human resources to develop legal documents related to the Capital Law 2024...
“Group 5 should launch a city-wide emulation movement to soon put the Capital Law into practice, ensuring quality and efficiency, serving the development of the Capital in the right direction of civilization and modernity. This is the work of the entire city, therefore, the Standing Committee of the City Party Committee has given instructions on this issue” - Standing Vice Chairman of the City People's Committee Le Hong Son emphasized.
The unified implementation of the plan to implement the Capital Law is a methodical, scientific, early, and remote preparation, concretizing the direction of the Standing Committee of the City Party Committee to the Party Delegation of the City People's Council and the Party Executive Committee of the City People's Committee to immediately implement the Capital Law.
Departments and branches proactively review tasks, propose tasks that need to be supplemented, edited, renewed, and contents that need to be changed... to send to the Office of the People's Committee, the Office of the National Assembly Delegation and the City People's Council for agreement to complete the plan and report to the Standing Committee of the City Party Committee.
The process of building the Capital Law is very meticulous and responsible, therefore, all levels and sectors of the city are making efforts with the highest sense of responsibility to implement the Capital Law in the highest quality and most effective way.
