Proposing many solutions to develop a sustainable, civilized and modern capital

According to experts and scientists, with the 2024 Capital Law, Hanoi will continue to perfect its effective and modern governance model; in particular, implementing planning to ensure the construction of a civilized, modern, and sustainable capital.


On November 14, the Hanoi Party Committee, People's Council, and People's Committee coordinated with the Editorial Board of the Communist Magazine to organize a scientific workshop "Implementing the Capital Law No. 39/2024/QH15: Some theoretical and practical issues".

Attending the workshop were Associate Professor, Dr. Le Hai Binh - Alternate member of the Party Central Committee, Editor-in-Chief of Communist Magazine; Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Vice Chairman of the Hanoi People's Council Pham Qui Tien; Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai.

Building and perfecting the capital government

Speaking at the workshop, Prof. Dr. Tran Ngoc Duong - former Deputy Head of the National Assembly Office mentioned regulations related to local authorities in the 2024 Capital Law.

According to Prof. Dr. Tran Ngoc Duong, local government in general and the Capital government in particular are a component part of the socialist rule-of-law State apparatus in our country. Therefore, building and perfecting the Capital government cannot be separated from the overall orientations for building a socialist rule-of-law State set forth by the 13th National Party Congress. Accordingly, the general goal of building the Capital government is to build a truly democratic, rule-of-law, professional, modern, streamlined, effective, efficient, capable of creating development, integrity, and serving the people.

With that goal, it is necessary to continue to carry out the following basic orientations: First, continue to build and perfect the institution on the organization and operation of the Capital Government according to the 2024 Capital Law. The 2024 Capital Law has identified Hanoi as a "special type of urban area", a "national political-administrative center" and a "major center of economy, culture, education, training, science and technology and international integration of the whole country" (Clause 2, Article 2). Quickly put new contents of the Capital Law into practice; strengthen policy response capacity, promptly handle new issues arising in the organization of implementation, especially linked to the process of institutionalizing new policies of the Law.

Second, continue to reform administrative procedures: strictly control the issuance of administrative procedure regulations related to people and businesses, ensuring simplicity, ease of understanding, and ease of implementation; focusing on procedures in the fields of land, construction, investment, etc. Innovate the implementation of the one-stop, one-stop mechanism in handling administrative procedures in a direction that is not dependent on administrative boundaries; integrate information technology and digital technology to improve productivity and service quality with the motto that people and businesses are first and foremost.

Third, continue to reform the organization of the capital's government apparatus according to the new regulations of the 2024 Capital Law, on the basis of more clearly defining the organization of each level of government. Encourage the merger and increase the size of administrative units at all levels of the capital's government where conditions permit to improve management and operation capacity and increase urban resources.

Develop mechanisms and policies to strictly control, ensure democracy, publicity, transparency and promote accountability in the organization and implementation of decentralized tasks of the capital's government at all levels. Innovate working methods based on the strong application of scientific and technological advances, especially information technology and digital technology; ensure publicity, transparency, and enhance people's participation...

Fourth, reforming the public service system: institutionalizing the management mechanism, new policies and regimes for the recruitment, management and use of cadres, civil servants and public employees as stipulated in the Capital Law. There are preferential policies and mechanisms to create strong changes in discovering, attracting and promoting talented people and developing high-quality human resources; especially in key areas serving the rapid and sustainable development of the Capital.

Fifth, perfect the model of effective and modern capital management. Urgently build and develop according to the plan, ensuring the construction of a civilized, modern, and sustainable capital, with the Red River as the green axis; central landscape; harmonious urban development on both sides of the city's river (according to Clause 1, Article 17 of the Capital Law)...

Strengthening the capacity and power of management agencies

Dr. Bui Viet Huong - Deputy Director of the Institute of International Relations (Ho Chi Minh National Academy of Politics) proposed a number of solutions to ensure the effectiveness and efficiency of the Capital Law 2024. Accordingly, it is necessary to have a plan to adjust the law over time to meet the reality and adapt to changes in the social and economic environment. It is necessary to refer to and apply international standards on sustainable urban management, and build a roadmap to adjust the law in a scientific and synchronous manner.

According to Dr. Bui Viet Huong, Hanoi is not only the political center but also the economic and cultural center of the whole country. Promoting economic development must go hand in hand with improving the quality of life, developing culture and ensuring social security for residents.

According to Dr. Bui Viet Huong, the Capital Law 2024 plays an important role in managing, developing and regulating specific issues of Hanoi - a large urban area, the political, economic and cultural center of the whole country. The adjustment of the Law has met the requirements of modern urban development, enhanced the autonomy and authority of the Capital government, improved the administrative and legal management capacity of the Capital, ensured sustainable and comprehensive development, preserved cultural and historical heritage, protected the rights of the people, and created a favorable environment for businesses and investors. Identifying the challenges that the implementation of the Capital Law may encounter will contribute to the preparation of appropriate solutions, better preparation for the implementation of the Law, and increased the flexibility of the Law.

“Accordingly, identifying and adjusting challenges in advance helps the Capital Law to exist and maintain its effectiveness for a longer period of time, without having to change too much due to arising issues, supporting long-term policy planning. Thereby, minimizing risks in the implementation process, enhancing creativity and innovation in policies, ensuring that the Capital Law can maximize its role and value in urban management and socio-economic development” - Dr. Bui Viet Huong emphasized.
