On the morning of November 13, continuing the program of the 8th Session of the 15th National Assembly, National Assembly deputies of the Hanoi National Assembly Delegation discussed in groups the investment policy for the high-speed railway project on the North-South axis.
Chairing the group discussion session at the Hanoi National Assembly Delegation were Politburo member, Secretary of the City Party Committee Bui Thi Minh Hoai - Head of the Hanoi National Assembly Delegation; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan - Deputy Head of the Hanoi National Assembly Delegation; Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai.
Must transport both passengers and goods to ensure efficiency
Participating in the discussion at the group, Chairman of the City People's Council Nguyen Ngoc Tuan said that the implementation of the high-speed railway project on the North-South axis is extremely important. In particular, it is necessary to focus on effectively implementing each segment, first from the Ngoc Hoi terminal station in Hanoi and in Ho Chi Minh City, then consider the plan to connect the stations. In addition, the project needs to focus on technology transfer during implementation to be proactive in future operations.
National Assembly delegate Hoang Van Cuong said that the implementation of high-speed railways nationwide will help promote economic growth nationwide, not focusing on any locality. In particular, it will promote the development of North-South cargo logistics, eliminating traffic congestion as it is now.
According to the project policy, only passengers will be transported and goods will only be transported when necessary. Therefore, delegate Hoang Van Cuong said that this high-speed rail project must transport both passengers and goods to ensure efficiency. In addition, attention should be paid to technology transfer to ensure the inauguration time as planned, to be proactive in operation as well as not to depend on foreign equipment.
Need to quickly deploy the project
Discussing in groups, National Assembly delegate Nguyen Anh Tri said that the investment policy for the North-South high-speed railway project is extremely necessary and is the aspiration of the majority of the people, to serve life and trade.
Saying that he was looking forward to the project, but when accessing the documents, delegate Nguyen Anh Tri expressed many concerns when implementing the project related to the volume of use, the time to transport agricultural and aquatic products to ensure quality.
Along with that, the delegate raised the issue of where to place the stations reasonably? “Passenger stations should be in the inner city, because if they are outside the inner city, it will take up a lot of connecting roads. With a large investment capital, after construction, how to exploit it effectively” - delegate Nguyen Anh Tri expressed his opinion.
Delegate Nguyen Anh Tri believes that with the need to develop urban railways in Hanoi and Ho Chi Minh City, the railway industry will develop, creating jobs for many workers. However, when mentioning the project start date in 2027 and completion date in 2035, Delegate Nguyen Anh Tri expressed his desire to implement it faster, although this is a challenge.
Given the importance of the project, National Assembly delegate Nguyen Phuong Thuy agreed with the opinions of the delegates that the project needs to be implemented in the fastest, most effective and most cost-saving manner for the country.
“The total length of the route is about 1,541km and the project passes through 20 provinces and cities. The draft project gives too much detail about the starting and ending points, the number of people to be resettled, etc. However, these figures are all stated as “approximately”, so when implemented, there will be many changes and the National Assembly must be reported for adjustment,” said delegate Nguyen Phuong Thuy.
According to delegate Nguyen Phuong Thuy, the contents of this major project still have to go through two terms of the Party Congress, so there are still many changes that need to be adjusted. Therefore, the project investment policy should not be too detailed in terms of technology because not all National Assembly delegates have enough experience to evaluate the speed and location.
Creating new momentum for economic development
Agreeing with the development of high-speed railway to balance and add passenger transport methods, not to compete with other means of transport, National Assembly delegate Nguyen Phi Thuong said that this is a large-scale project of national symbolic significance, a driving force for the country's development, so if implemented well, it will have a positive impact and vice versa if an unfortunate incident occurs.
Regarding the design speed of 350km/h, load capacity of 22.5 tons/axle; construction of 23 passenger stations, 5 freight stations, delegate Nguyen Phi Thuong said that this is a project connecting North - South and the East - West economic corridor. In particular, this high-speed railway is mainly used for passenger transport.
Regarding the project construction time, delegate Nguyen Phi Thuong said that the selection of the proposal to basically complete 1,545km within 10 years (from 2025-2035) is a fairly high progress milestone and also a common desire. However, to ensure feasibility, a series of policies and mechanisms are needed to accelerate the progress in order to achieve this result. In addition, it is necessary to pay attention to the construction time as well as the project's capital increase.
“Investing in the construction of a high-speed railway on the North-South axis is extremely necessary, in line with the Party's policy and has been carefully studied by agencies for a long time. With the national potential, the conditions for implementing the project at the present time are basically complete. I believe and expect that the project will create new momentum for the development of the economy, turning our country into an industrialized, modern country in accordance with the goals set by the 13th National Party Congress,” emphasized delegate Nguyen Phi Thuong.
