MEET GRADUATION AND ADMISSION REQUIREMENTS
To successfully organize the 2023 university and vocational education entrance exams and admissions, the Prime Minister's directive outlines key tasks for the Ministry of Education and Training and ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities. In particular, the Ministry of Education and Training is responsible for fully and promptly issuing directives, instructions, and plans for organizing the university and college entrance exams and admissions for preschool education. "Ensure that the exam questions are absolutely safe and accurate, meeting the requirements of the exam and admissions. Proactively coordinate with ministries, branches, and localities in organizing the exam and promptly handling any arising issues," the directive states.

The Ministry of Education and Training is also responsible for promoting the application of information technology to serve the organization of exams to ensure compliance with regulations, accuracy and safety; coordinating with the Ministry of Public Security and localities to effectively prevent and combat the use of high technology to cheat in exams; focusing on effectively implementing the work of inspection, examination and supervision of exams and university and college admissions in preschool education.
Provincial People's Committees are responsible for directing the implementation and taking full responsibility for the local examination; proactively developing plans and fully preparing human resources, material resources, and other necessary conditions to organize the examination, especially in harsh and unusual weather conditions; implementing disease prevention and control, environmental sanitation, food safety, and health care for candidates according to the instructions of health agencies; creating favorable conditions for travel, meals, and accommodation for candidates and their relatives at examination sites, especially candidates in difficult circumstances, remote areas, ethnic minority areas, mountainous and border areas, and islands.
The Ministry of Public Security directs professional units and police of provinces and centrally-run cities to closely coordinate with the education sector and relevant agencies and units to deploy measures to ensure security and safety for the exam; strengthen effective prevention and combat of the use of high technology to cheat in the exam.
FRAUD DEVICES ARE GETTING MORE SOPHISTICATED
At the training conference on professional inspection and examination of the 2023 high school graduation exam on May 29, Senior Lieutenant Colonel Nguyen Trong Thai (Department of Technical and Professional Affairs, Ministry of Public Security) said that cheating and negative use of technical equipment and technology not only occurs with candidates but also with teachers and parents. For candidates, the act of using devices to cheat in the exam room is carried out by sophisticated, super-small electronic devices; which can be linked to devices with phone SIM cards to support calling and listening to answers from outside.
In general, high-tech devices used for cheating on exams often have the same appearance as common objects, are compactly designed, and are attached to those common objects. In recent years, according to Lieutenant Colonel Thai, near-field communication has a new type of device called "smart glasses", which look like normal glasses from the outside, but in reverse, TS sees a virtual screen. From the frame of the glasses there are keys to adjust the data images back and forth. Review the exam software system
Regarding the preparation of exam questions, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that up to this point, the exam question bank is ready, the Ministry of Education and Training has coordinated with the Ministry of Public Security to review the software systems, ready for the beginning of June to start making exam questions, in time for the exam date on June 25-27.
To commit cheating, the device has two main components: the component in the exam room (attached to the examinee), the component outside the exam room (attached to any location with an outside subject). In the exam room, the device used to cheat with the examinee has two parts: the headset and the transceiver. Accordingly, the popular headset is super small, only the size of a corn kernel or bean, inserted into the ear, using a wireless connection to the transceiver. The examinee will insert the headset into the ear before entering the exam room, because it is so small that the invigilator will have difficulty detecting it.
The Prime Minister's directive requires that exam questions must be absolutely accurate, and that exam proctors must prevent cheating using high-tech equipment.
Lieutenant Colonel Nguyen Trong Thai also proposed 6 methods that can be applied depending on specific conditions to control and prevent, and said that exam supervisors in exam rooms play a very important role in detecting tricks and methods of using technical means to commit cheating. Therefore, in addition to training, choosing experienced exam supervisors with a sense of responsibility is extremely important.
At the conference, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, Head of the National Steering Committee for this year's exam, emphasized the importance of the exam with its nationwide scale. Although candidates only took the exam for 2 days, the preparation, printing, organization, grading, review, and announcement of results took place over 2 months; the workload was large, with many participants, requiring high concentration.
