To let the poor live in peace in their dream home

For poor, near-poor, and disadvantaged families, having a house that is safe, sturdy, and has a decent living space is a big dream. In recent years, the policy of supporting the elimination of temporary housing under the sustainable poverty reduction program has helped many poor people fulfill that dream.

A Luoi is the locality with the highest poverty rate and also the place with the highest number of temporary houses that need to be eliminated in Thua Thien Hue province. In the period of 2021 - 2022, A Luoi district has 3,959 poor and near-poor households that need support to build and repair houses to ensure stable housing. From 2022 to present, from the budget of National Target Programs and other funding and support sources, A Luoi has approved housing support for 2,351 poor households. The remaining number of households needing support is 1,608 households, A Luoi strives to complete in 2024 - 2025.

A typical example is the case of Mr. Tran Xuan Do's family or Mrs. Ho Thi Buoi's family in Dut - Le Trieng 2 village (Hong Trung commune, A Luoi district), which are two of many households that are supported to build houses for poor households in 2023 according to Decision 2634/QD-UBND dated October 31, 2022 of the People's Committee of Thua Thien Hue province. It is known that in addition to the prescribed budget of 40 million VND, these poor households are also supported with an additional 20 million VND/new house from the local budget. Up to now, after the construction period, the project has been basically completed and 100% of the support capital has been disbursed, thereby helping people have a stable place to live to focus on developing their livelihoods, towards sustainable poverty reduction.

According to the Department of Labor, Invalids and Social Affairs of Thua Thien Hue province, in the period of 2021 - 2025, the whole province has 11,735 poor households, of which 3,059 poor households lack housing quality (households are living in houses/apartments of an unstable type); there are 4,693 poor households with an average housing area per capita that does not meet the standard (average housing area per capita is less than 8m2). Therefore, to reduce poverty in a sustainable and multidimensional way, addressing the shortage of basic social services, especially housing, requires investment and support. Currently, Thua Thien Hue province has developed and is implementing the Project "Eliminating temporary housing for poor households". In addition to the State budget support of 40 million VND/newly built house and 20 million VND/repaired house, Thua Thien Hue also supports additional funds from other legally mobilized sources.

Specifically, to eliminate temporary houses for poor households, in addition to resources from national target programs, in recent times, Thua Thien Hue province has also mobilized and integrated many resources, such as: from provincial and district budgets; support funds for the poor and other funds or socialized sources. One of the "channels" to mobilize capital to help build houses for poor households has been very successfully implemented by Thua Thien Hue province, which is through the "Saigon Businessmen Tennis Forum". Through the charity tennis tournament, in 2022, the Organizing Committee supported the construction of houses for 11 poor households in Thua Thien Hue, at a level of 60 million VND/house. To date, all supported houses have been completed and put into use, helping people stabilize their lives.

By 2023, a series of localities in Thua Thien Hue province will continue to coordinate to organize sports tournaments to raise funds to build charity houses for poor households and households in difficult circumstances. Typically, the 2023 Phu Loc District Open Tennis Tournament with the theme "Joining hands for the poor" has raised more than 3 billion VND. Or the charity tennis tournament for the poor in Phu Vang district, which has also raised about 1 billion VND; the 10th Phong Dien Charity Tennis Tournament in 2023 has mobilized and raised over 750 million VND. Through this tournament, the Organizing Committee will spend all funds to donate charity houses; take care of policy families in especially difficult circumstances, poor but studious students, and help the poor develop their livelihoods.

In addition, localities in Thua Thien Hue province have also effectively used capital from the project "Enhancing resilience to climate change impacts for vulnerable coastal communities in Vietnam", funded by the Government of Vietnam, the Green Climate Fund and the United Nations Development Program to build safe houses for poor households and households in difficult circumstances in coastal areas, lagoons, and areas affected by natural disasters.

Thanks to this funding, during the flood days of October 2023, the family of Mr. Nguyen Loi and Mrs. Ho Thi Bam (both 59 years old, residing in Dao hamlet, Thu Le 2 village, Quang Phuoc commune, Quang Dien district, Thua Thien Hue province), who are poor households under social protection, were safe in a house that was protected from natural disasters. Mr. Loi and his first daughter Nguyen Thi Thanh (22 years old) were both born blind; meanwhile, Mrs. Bam also has one good eye and one dim eye. “In previous years, before this safe house was built, every time there was rain, storms, or floods, the whole family had to pack their clothes and evacuate to a high place to temporarily live. Since the government supported us and the people helped us build this house, we have been less worried. For example, in the past few days, when the water level rose, the whole family brought food and drinks to the second floor and waited for the water to recede. The family's life has also been more stable,” Mr. Loi shared.

Not only Mr. Loi's family, from 2018 to now, the whole district of Quang Dien has 486 households completing the construction of safe houses. The safe houses of poor households in Quang Dien have shown their effectiveness and importance, helping people cope with the increasingly fierce changes of natural disasters, at the same time changing the face of the new countryside, helping people have conditions to work with peace of mind, and rise up to escape poverty sustainably.
