Storm No. 3 (Yagi) and its circulation caused serious damage to people and property in many provinces in the Northern Mountainous Region and the Red River Delta; in which, the education sector also suffered very heavy damage.
According to reports from localities, up to now, a total of 67 students have been injured or killed, including: 3 teachers, 52 students, children died, 1 teacher, 3 students are missing and 8 students are injured.
Localities are in the process of making detailed statistics on the damage to classrooms and teaching equipment. Initial reports show that many schools were deeply flooded, many computers, subject classroom equipment, and student desks and chairs were severely damaged, making them difficult to repair.
In many provinces/cities, students' textbooks were washed away or damaged, making them unusable. In Yen Bai province alone, nearly 20,000 students lost or damaged textbooks, with the cost of purchasing textbooks estimated at over 9 billion VND.
On September 11, 2024, the Ministry of Education and Training and the Vietnam Education Trade Union held a ceremony to launch the education sector to support people affected by storm No. 3. Initial results received more than 8 billion VND in cash and 3.5 billion VND in kind (school supplies, notebooks).
On September 13, 2024, the Ministry met with the United Nations Children's Fund in Vietnam (UNICEF Vietnam) and international organizations: Save the Children, Plan International, Action for Education (AEA)... The organizations committed to mobilize support for the education sector with a minimum of 4.05 million USD to support food, drinks, textbooks, and school supplies for students.
Following the direction of the Ministry of Education and Training, publishers have actively supported students in flood-affected areas: donated 2,000 sets of books; mobilized 12.5 million copies of books in stock; proposed to print 10 million additional copies; donated 719 million VND to the Vietnam Education Trade Union; mobilized 124 million VND in salary contributions to the Vietnam Fatherland Front Committee . Currently, the Ministry of Education and Training and the Vietnam Education Trade Union continue to call for and mobilize sponsorship to support students.
Updated information from localities shows that in 23/27 provinces and cities, water is gradually receding and educational institutions are mobilizing all educational management staff, teachers, parents, military forces, and local police to clean, disinfect, and sanitize schools to resume teaching on September 16, 2024.
However, hundreds of schools/school locations in 6 provinces are still unable to teach because the water has not completely receded, including Lao Cai (83 schools/school locations), Cao Bang (1 school), Bac Kan (3 schools), Tuyen Quang (1 school), Yen Bai (3 schools), Bac Giang (8 schools)...
The Ministry of Education and Training has visited and encouraged localities and families of teachers and students who died, went missing or were injured, and continued to provide financial support depending on the extent of damage.
The Ministry of Education and Training requested the Vietnam Fatherland Front Committee to prioritize funding for the education sector when allocating donations to promptly repair and restore damaged works, purchase equipment and supplies for students, and contribute to ensuring learning conditions for them to return to school soon; at the same time, strengthen conditions to ensure the quality of education in localities damaged by storms.
Regarding the compensation teaching plan, the Ministry of Education and Training requests the Chairman of the People's Committee of the province or centrally-run city to adjust the school year schedule for preschool education, general education and continuing education in accordance with local realities, ensuring the implementation and completion of preschool education, general education and continuing education programs in case of natural disasters and epidemics; decide to let students take time off from school in case of extreme weather or natural disasters; for special cases arising, report to the Ministry of Education and Training before implementation.
