Implementing Circular 29 of the Ministry of Education and Training on free extra teaching in schools, many departments of education and training said they are proposing to the provincial People's Committee to support funding for extra teaching to review for exams for students, including some departments estimating funding support of tens of billions of VND.
The Department of Education and Training of Ha Tinh has prepared a budget estimate and sent it to the Department of Finance and submitted it to the Provincial People's Committee for consideration of funding support with a total amount of more than 21.5 billion VND to support exam preparation costs for public educational institutions under the department to organize exam preparation for 12th grade students.
Some departments of education and training have proposed supporting tens of billions of dong for teachers to review exams for students.
The proposal of the Department of Education and Training of Ha Tinh is based on the provisions of Circular No. 29 of the Ministry of Education and Training with the content: "Funds for organizing extra teaching and learning in schools use the state budget and other legal funding sources according to the provisions of law".
The exam review period is calculated from February 14 to the end of June this year. According to the calculation of the Ha Tinh Department of Education and Training, the total number of teaching periods for students in the subjects: math, literature, foreign languages and elective subjects of each subject is 593,218 periods. According to the regulation, the amount of money for each exam review period is 9,000 VND/period (Ha Tinh Specialized High School is 12,000 VND/period).
The Ninh Binh Department of Education and Training has also submitted a document to the Provincial People's Committee requesting nearly 25 billion VND to support extra tutoring and exam preparation for students in public schools, especially final year students, on the grounds that organizing extra tutoring in schools without collecting money has caused many difficulties for educational institutions.
Specifically, according to Document No. 16/TTr-SGDĐT dated February 27, 2025 of the Ninh Binh Department of Education and Training, Circular No. 29 stipulates that extra teaching and learning in schools must not be charged and is only for students who register for extra classes by subject such as: students whose study results for the last subject of the adjacent semester are not satisfactory; students selected by the school to foster excellent students; final grade students voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
To maintain, sustain and continue to improve the quality of education and training in the province, especially to maintain the output results in the high school graduation exam and the 10th grade entrance exam, organizing extra classes in schools for the above-mentioned subjects is very necessary.
However, according to the Ninh Binh Department of Education and Training, organizing extra classes in schools without collecting money causes many difficulties for educational institutions because the state budget for regular expenditures only ensures minimum educational activities at school units.
Based on the above facts, the Department of Education and Training of Ninh Binh province proposed that the provincial People's Committee support nearly 25 billion VND. Of which, the budget for extra teaching and high school graduation exam preparation is over 18.8 billion VND and the budget for extra teaching and 10th grade entrance exam preparation is over 6.1 billion VND.
Regarding the proposal of the Department of Education and Training, the People's Committee of Ninh Binh province has issued a document assigning the Department of Finance to preside over and coordinate with relevant units to research, advise and report to the Provincial People's Committee.
Mr. Tran The Cuong, Director of Hanoi Department of Education and Training, said that this department is actively proposing to competent authorities and the City People's Council to issue a resolution to support funding for review and exam preparation in schools. This department is also drafting regulations on extra teaching and learning to submit to the City People's Committee for promulgation with specific contents to put extra teaching and learning into order and promptly correct violations.
Mr. Bui Van Kiem, Director of Department of Education and Training Hai Phong, said it is coordinating with the Department of Finance to research and propose to the City People's Committee to support appropriate funding for educational institutions to organize review and training for students whose final semester's study results are not up to standard, to train excellent students, final year students, contributing to improving the quality of education, especially for students who still have difficulties in studying, students with poor health, students with difficult family circumstances.
The Department of Education and Training of Bac Giang province requested the Ministry of Education and Training to advise the Government on specific instructions on budget allocation to facilitate schools in implementing extra teaching and learning in schools.
Mr. Bach Dang Khoa, Deputy Director of the Department of Education and Training of Bac Giang, said that the unit has directed schools to review professional assignments, take advantage of teachers' hours that have not been allocated enough to assign extra teaching to final year students. Arrange funding for extra teaching and learning in schools from the budget allocated to units in 2025.
