Vietnam has many opportunities to develop a semiconductor industrial ecosystem.

On September 29, the Vietnam Business Summit took place in Hanoi with the theme "Connecting Vietnam with the Southeast Asian semiconductor industry ecosystem" .

This event is chaired by the Ministry of Planning and Investment, the Ministry of Information and Communications; co-organized by the National Innovation Center, the ICT Industry Agency and the Semiconductor Industry Association of Southeast Asia (SEMI SEA).

Recognizing that Vietnam has a lot of potential and opportunities to develop the semiconductor industry ecosystem, Minister of Planning and Investment Nguyen Chi Dung pointed out 5 factors that create the foundation for Vietnam to develop this field.

Specifically, Vietnam has a stable political system, favorable geographical location, especially the Vietnamese Government is very interested in promoting investment cooperation and developing the semiconductor industry in Vietnam.

Vietnam has an abundant workforce in the fields of engineering and technology suitable for the semiconductor industry; there are reputable research and training units in the semiconductor field; and large enterprises have resources and are willing to cooperate in developing the semiconductor industry.

Vietnam is also attracting more and more large corporations in the semiconductor industry from the United States, South Korea, Taiwan, etc. Notably, more than 2 weeks ago, US President Joe Biden visited Vietnam and together with Vietnam upgraded the relationship between the two countries to a Comprehensive Strategic Partnership. The joint statement of the two countries identified one of the strategic cooperation contents as being on innovation, including the development of the semiconductor industry.

Along with that, Vietnam has been building many attractive investment incentive mechanisms for semiconductor enterprises. Semiconductor investment projects in the high-tech sector are applied the highest incentives within the framework of Vietnamese law.

“Vietnam has established the National Innovation Center - NIC and three high-tech parks in Ho Chi Minh City, Hoa Lac (Hanoi) and Da Nang, ready to welcome semiconductor investors with high incentives. NIC and these high-tech parks will be an important bridge to support the development of the Vietnamese semiconductor industry ecosystem,” said Minister Nguyen Chi Dung.

The head of the Ministry of Planning and Investment also affirmed: “Vietnam is committed to actively contributing to the Southeast Asian semiconductor ecosystem. In the future, we hope that Vietnam will become a reliable partner in the global semiconductor manufacturing supply chain.”

SEMI SEA President Linda Tan also said that Vietnam's semiconductor industry is on the rise, with many potentials and advantages. Vietnam has been attracting more and more large corporations in the semiconductor industry from Korea, Taiwan, and the United States.

“Events like the Vietnam Business Summit will help elevate Vietnam’s position in the Southeast Asian semiconductor industry ecosystem and the global semiconductor value chain,” said Ms. Linda Tan.

Making Vietnam a semiconductor human resource center

Emphasizing the importance of the semiconductor industry, Deputy Minister of Information and Communications Nguyen Huy Dung said that the draft Strategy for the development of Vietnam's semiconductor industry to 2030 and vision to 2035 is being developed, and the Ministry of Information and Communications and the Ministry of Planning and Investment will soon send the strategy for public comments.

According to the Deputy Minister, the strategy will set out the vision, affirm the determination, goals, roadmap, tasks, solutions as well as special preferential policies of Vietnam to develop the electronics industry in general and the semiconductor industry in particular.

The key task is to accelerate Vietnam's participation in the regional semiconductor ecosystem, attracting global semiconductor enterprises to be present and conduct production and research and development in Vietnam. In particular, there will be preferential mechanisms and state support for the semiconductor industry.

The representative of the Ministry of Information and Communications also said that, in the face of major changes in the world semiconductor industry, ASEAN countries and Vietnam need to quickly adapt to participate in the global supply chain. There are changes that ASEAN countries need to have a comprehensive action plan to coordinate, need to quickly determine which stages of the value chain they will participate in, clearly identify the strengths of the ASEAN community.

Within the framework of the Indo-Pacific economic cooperation, the potential for semiconductor chip production in ASEAN has been highly appreciated, in which Singapore, Malaysia and Thailand are assessed to have many advantages in terms of technology and infrastructure; Vietnam has many advantages in terms of human resources.

“We hope that Vietnam will have the opportunity to participate more deeply in the global semiconductor supply chain through national strategies, long-term plans, and commitments to building trust in international cooperation to attract investment and participate in the stages. In particular, we also hope that Vietnam will become a semiconductor human resource center that not only serves the needs of Vietnam but also meets the needs of the region and the world. To do this, it is necessary to have the joint actions of the Government, associations, organizations, semiconductor enterprises, and especially technology universities at home and abroad,” said Deputy Minister Nguyen Huy Dung.

At the conference, domestic and foreign experts also shared about the contents related to the development of the semiconductor industry ecosystem in the region and Vietnam such as Vietnam's semiconductor infrastructure, policy mechanisms to attract investment for the semiconductor industry in Vietnam, promoting the semiconductor ecosystem - development strategy, semiconductor market prospects, recommendations for strategies to take advantage of Vietnam's semiconductor opportunities...
