Completing the investigation conclusion of the case that occurred at Phuc Son Group Joint Stock Company, the investigation agency proposed to prosecute 41 defendants for the crimes of: Giving bribes; Receiving bribes; Violating bidding regulations causing serious consequences; Taking advantage of positions and powers while performing official duties; Violating accounting regulations causing serious consequences and Taking advantage of influence over people with positions and powers for personal gain, occurring at Phuc Son Group Joint Stock Company and related units.

According to the investigation agency, the case that occurred at Phuc Son Group and related units is a typical example of the construction contractor colluding, conspiring, and colluding with the project investor to disclose, provide information, and estimate the bid package, thereby giving the enterprise the conditions and opportunity to win the bid at a very high price, close to the estimated bid package price.

To be given such favorable conditions, Nguyen Van Hau also had to decode the signals of the former secretaries. In his relationship with Ms. Hoang Thi Thuy Lan, Hau "Phao" was suggested by the former Secretary of Vinh Phuc province to pay money to be given favorable conditions to implement the Wholesale Market project. At that time, Hau "Phao" understood that to have this project, he had to pay the leaders from 300-500 million VND/ha.

On the morning of March 19, 2021, Ms. Lan called Nguyen Van Hau to her home and said: "I have something to do, prepare 1 million USD for me immediately" and raised the index finger of her right hand. Decoding Ms. Hoang Thi Thuy Lan's signal, that same afternoon, Nguyen Van Hau brought 1 million USD to the former secretary's house.

Arriving at Mrs. Lan's house, Hau "Phao"'s driver parked the car and waited outside the door, while the Chairman of Phuc Son Group brought money into the house and gave it to Mrs. Lan, hoping that the former secretary would direct and influence relevant departments and branches to create favorable conditions for implementing the wholesale market project.

With Mr. Le Duy Thanh (former Chairman of Vinh Phuc Provincial People's Committee), at the end of 2020, Hau came to meet Mr. Thanh at the office of Vinh Phuc Provincial People's Committee, asking the former Chairman to adjust the planning at the wholesale market project in the direction of moving the parking lot deep inside to use this land as a Shophouse for sale, reducing the area of ​​kiosks from thousands of square meters to 300-500 square meters.

At that time, Mr. Thanh agreed and said "let me direct". In return, Mr. Thanh sent a message that he wanted to buy several plots of land on the project road and asked Hau to sell them for him. Decoding Mr. Thanh's wishes, Hau understood that the former Chairman of Vinh Phuc province wanted to receive cash equivalent to the value of "several plots of land".

So Hau asked his sister to prepare 1 million USD. On the morning of March 15, 2021, the Chairman of Phuc Son Group contacted Mr. Thanh to make an appointment, brought 800,000 USD to the office and gave it to Mr. Thanh.

According to the investigation conclusion, in order to win the bid for the Tra Khuc River South Bank Road project, Nguyen Van Hau had to use his connections to meet and get acquainted with Mr. Cao Khoa (former Chairman of Quang Ngai Province), Le Viet Chu (then Vice Chairman of the Provincial People's Committee in charge of the Department of Transport) and Dang Van Minh (former Director of the Department of Transport) in Hanoi.

According to Hau “Phao”’s testimony, at that time, Mr. Khoa told Hau: “You go to Quang Ngai to find out if there are any investment opportunities, then research them, we support you.” Quickly “catching the wave”, around March 2012, Nguyen Van Hau went to the office of Mr. Cao Khoa, Le Viet Chu at the provincial People’s Committee headquarters and discussed the project of the South bank of Tra Khuc river, which was in the process of applying for approval.

Hau “Phao” asked the former leaders of Quang Ngai province to support Phuc Son Group to win the bid. Both Mr. Khoa and Mr. Chu agreed and created conditions for Hau’s Phuc Son Group to win the bid against regulations.

In return, Hau directly gave Mr. Cao Khoa 20,000 USD and met many times, giving a total of 22 billion VND and 200,000 USD to Mr. Dang Van Minh.
