Promoting sustainable poverty reduction communication

Mobilizing people to join hands in sustainable poverty reduction According to Mr. Hoang Manh Cuong - Vice Chairman of Cao Loc District People's Committee, from the beginning of the year, communication and information work on sustainable poverty reduction has been brought to beneficiaries, so that people clearly understand the purpose and meaning of the program, proactively participate in planning, checking and supervising the implementation of the Program through the commune-level radio, through village meetings, and conferences of mass organizations in the village. In addition, the district also focuses on promoting the dissemination of socio-economic development solutions, focusing on the field of social policies to raise awareness for all levels, sectors and all people in performing socio-economic development tasks. Thanks to the synchronous implementation of poverty reduction solutions, the poverty rate of Cao Loc district is now 8.29%; near-poor households are over 10.2%. In training conferences, work deployment, and meetings of the District People's Committee and sectors, the dissemination of the National Target Program on Poverty Reduction has been integrated into the work of leaders, cadres, civil servants of communes, towns, and heads of villages, hamlets, and residential blocks. From 2022 to present, the district has printed communication products, hung nearly 70 billboards, over 30,000 leaflets, and 5,000 handbooks for people and poverty reduction collaborators in 20 communes and towns. In particular, from support capital sources, the district has focused on reviewing and investing in infrastructure; supporting production development for extremely disadvantaged communes and villages; replicating poverty reduction models; preferential credit policies for poor, near-poor, and newly escaped-poverty households; supporting education, housing, healthcare, and vocational training for rural workers, etc., ensuring maximum effectiveness of State support capital. Thanks to the synchronous implementation of policies, by the end of 2022, Cao Loc district will have 1,644 poor households, accounting for 8.29%; more than 2,000 near-poor households, accounting for 10.21%; 100% of people in poor households, near-poor households, and ethnic minorities are granted health insurance cards; 100% of students from poor households are supported in education; over 700 workers from poor households are trained in vocational skills; 100% of poor households in need of legal aid; 4 poverty reduction models have been implemented in 2 communes of Thach Dan and Loc Yen for 60 poor and near-poor households. The living conditions of people in poor households have been significantly improved, essential social needs have been met, contributing to increased income, helping people better access policies and support resources from the State and the community. Cao Loc people take advantage of vacant land to grow vegetables and increase income.
Improving the quality of the living environment for the people In parallel with poverty reduction, Cao Loc also pays special attention to building a clean, green and beautiful rural environment, aiming to improve the quality of life, preserve and restore the traditional landscape of rural Vietnam. From 2022 to present, the Department of Natural Resources and Environment has advised the District People's Committee to issue plans, official dispatches and notices to implement environmental criteria in building new rural areas; advised to issue official dispatches to implement a set of documents guiding the implementation of a number of criteria and indicators under the National Criteria Set on new rural communes, advanced new rural communes, model new rural communes and new rural districts, advanced new rural districts for the period 2021-2025, sent to the People's Committees of communes for implementation. Since the beginning of the year, the district has organized training and guidance on the implementation of environmental criteria in building new rural areas in 2023 in Bao Lam commune with 80 participants; 2 training and propaganda courses on building model new rural residential areas in Thuy Hung and Hong Phong communes with more than 70 participants. Departments, offices and units assigned to be in charge of indicators and criteria, and in charge of the area regularly inspect and urge communes to implement the program to promptly guide and remove difficulties for the grassroots. Along with that, the district also integrates the content of directing specialized agencies to coordinate with the People's Committees of communes and towns, focusing on directing the communes to reach the environmental criteria to launch a general environmental sanitation campaign, collect and treat waste, plant trees, flowers, and green fences in suitable areas. Organize a general environmental sanitation campaign and support the construction of new rural areas in Bao Lam commune. Instructing 20/20 communes to develop a plan to launch a movement to implement environmental criteria, supporting people to build hygienic toilets, bathrooms, water tanks, and livestock and poultry pens... In the communes, self-management groups on the environment have been established, periodically launching a general environmental cleaning campaign at least twice a month. The drastic participation from the district to the grassroots has raised people's awareness, changed their behavior and habits of environmental protection, and the rural environment has been constantly improved, contributing to improving people's health and quality of life. Representatives of the Department of Natural Resources and Environment of Lang Son and Cao Loc district presented the project "Green house, preventing plastic waste" to Gia Cat commune.

From 2022 to present, in Cao Loc district, more than 24,000 people have participated in environmental protection campaigns; clearing and dredging over 62km of streams, canals, ditches, and sewers; collecting and treating more than 1,800m3 of waste.... In particular, the district has deployed more than 1,000 environmental protection projects (green houses), planted and cared for trees, planted flowers, ornamental plants... In addition, the movement to prevent plastic waste has been launched with parades, propaganda activities, distributing leaflets, notebooks, environmentally friendly plastic bags, collecting garbage in areas along rivers, streams and some roads; Presenting the Green House project - preventing plastic waste to Gia Cat and Thuy Hung communes...
