Perhaps building a village cultural house is a very normal thing, a "natural" thing in the process of building a new rural area in many localities. However, for the people of Trung Tien village, Hoang Quy commune (Hoang Hoa), a spacious cultural - sports house is a real dream.
The spacious construction of the village cultural house is a source of excitement and pride for the cadres, party members and people of Trung Tien village, Hoang Quy commune.
Trung Tien village, Hoang Quy commune is one of three villages in Quy Chu village - an ancient land of Thanh land. Originally a rural area with limited land and a large population, the village roads and alleys before 2021 were extremely narrow; the makeshift cultural house mainly served the village's meetings. Difficult and makeshift as it was, when launching the campaign to contribute to the New Rural Development, donate land to build roads, build a village cultural house... mobilizing the participation and consensus of the people was the biggest problem.
“Each sao of rice with a good harvest only yields about 500kg, with two rice crops a year. After deducting expenses and taking labor as profit, each household still earns a few million dong, and people’s lives are still difficult. In particular, a part of the people do not really have faith in the collection and disbursement of contributions to the New Rural Development Program, so it is understandable that they object,” said Mr. Nguyen Xuan Truong, Party Secretary of Trung Tien village.
Understanding the difficulties and challenges, in 2021, when embarking on the model new rural construction, Mr. Nguyen Xuan Truong, Secretary of the Trung Tien village Party cell, discussed with the village Front Work Committee to conduct a survey of people's opinions to each household. Thereby, grasping the thoughts, aspirations and households' objections to have a specific implementation direction. "Through distributing 243 survey forms to each household, only 6 households in the village did not agree. With the consensus of the majority, it is the basis for us to implement the plan to build a village cultural house. The process of implementing the works, financial revenue and expenditure are all assigned to the village Front Work Committee to directly implement. Each organization and union in the village sends a prestigious person to participate in supervision, the Commune People's Committee assigns cadres to monitor and guide... When people believe, no matter how difficult the task is, it can be overcome. Some people even come to my house to register to donate land" - Mr. Truong said.
Recognizing that people's lives are still facing many difficulties, socialization and mobilization of contributions from children far from home are very necessary. Before starting to build the village cultural house, Mr. Truong paid all expenses for the trip to the South, calling on his children to support the New Rural Development. Initially, the amount of money raised was 51.5 million VND, but Mr. Truong did not accept cash, the entire amount was transferred directly to the account of the Village Front Committee and made public for people to grasp. Along with that, all activities of collecting and spending people's contributions were carried out right at the place where the village cultural house was built, under the supervision of relevant parties. For the collection and spending, it was made public every 15 days on the village's loudspeaker system.
With such a transparent and public approach, it has created high consensus and unanimity among the people. Therefore, the contributions in the village were expected to be collected in 2 years, but in just over 1 month, the people have paid in full. Along with that, the village has propagated and mobilized the people to donate 1,000m2 of land to expand the traffic route; some "bottleneck" points on the route have been cleared and expanded. Roads and sewers have been built synchronously, 28 electric poles have been moved; lime, propaganda murals... have been deployed quickly, bringing new vitality to each residential area.
In 2023, along with other villages in the commune, Trung Tien has become a bright spot in mobilizing resources to build a model new-style rural village. With 1.6 billion VND from contributions and support from the people to build a cultural house, renovate the campus, and purchase equipment. Up to now, the cultural house - sports area of Trung Tien village has become a highlight of the commune, with a total area of nearly 3,200m2, of which the cultural house has an area of 200m2, with full amenities (amplifier, speakers, TV, tables and chairs, bookcases, wifi system, surveillance cameras, sports equipment...), well meeting the needs of community activities.
Present at the Trung Tien village cultural house, Ms. Le Thi Thien, President of the Women's Union of Hoan Quy commune, said: "As both a union official and a party member of the Trung Tien village party cell, I understand very well the circumstances and difficulties at that time, and the most difficult thing was the consensus and cooperation of the people. Therefore, when starting to build a model new rural area, all the cadres and party members in the village were very worried and thought that building a spacious cultural and sports complex would be difficult to do...".
“Never before has the belief in a spacious village cultural and sports complex been so strongly ignited in each of us, the cadres and party members. To gain the support of the people, first of all, we must mention the efforts and dedication of comrade Nguyen Xuan Truong, the village Party cell secretary. With his acumen and flexibility in mobilizing the people, building and implementing the plan, the construction of the village cultural complex in particular, and the model new rural construction of Trung Tien village in general, has taken place smoothly and reached the finish line quickly. Until now, for me and most of the people here, the Trung Tien village cultural and sports complex is truly a dream come true” - Ms. Le Thi Thien added.
Now, in the open, clean space, with full amenities, Trung Tien village cultural house has become a favorite meeting place for many people of all walks of life in the village. This is an important foundation for Trung Tien village to continue to promote the building of cultural life, joining hands to build the homeland to be more and more rich, beautiful and civilized.
