Speaking to reporters of the Economic and Urban Newspaper, Deputy Director of the Hanoi Department of Home Affairs Mai Xuan Truong said that by eliminating the intermediate level (district level), the provincial level will increase decentralization and delegation of authority, so all administrative work and procedures will be handled directly at the commune level, which will be very convenient for businesses and people. People are looking forward to and welcoming this policy.
According to the Deputy Director of the Department of Home Affairs, when doing that, the State's responsibility is to, in addition to "setting up" the apparatus, quickly resolve the aspirations of cadres and civil servants, develop and promulgate procedures and regulations, promote the application of ISO in the processing process to clarify work at all levels, while promoting digital transformation and implementing it urgently so that people can immediately feel the effectiveness of the apparatus.
"Now technology and digital transformation have developed strongly, people agree - these are ripe conditions for localities, including Hanoi, to implement this policy" - Deputy Director of the Department of Home Affairs Mai Xuan Truong expressed.
According to Deputy Director of the Department of Home Affairs Mai Xuan Truong, in order to implement the new government apparatus model, the Department of Home Affairs will advise the City on the Administrative Reform Framework, and at the same time request the secretaries and chairmen of communes to enhance their leadership and direction roles to be effective and meet work requirements. At that time, administrative reform will set simpler requirements but must bring more substantial results.
Specifically, if the Administrative Reform Framework was previously applied to 30 districts, communes, it is expected that it will be applied to other subjects in the future according to the orientation of abolishing the district level and continuing to merge communes and wards. In particular, the tasks previously assigned to districts, can now be assigned directly to communes and wards, which are decentralized and authorized to handle many tasks for the people.
The administrative reform perspective will be adjusted so that all levels directly related to people and businesses can make immediate adjustments. With many administrative procedures previously only at a simple level, the commune level will now handle many procedures from the district level down, ensuring speed within a certain period of time. At the same time, there will be inspections and guidance on the implementation of the new administrative reform framework with the aim of serving people better.
According to the Deputy Director of the Department of Home Affairs, all models have been researched and selected to suit Vietnam's roadmap, and are clearly ripe for implementation. The remaining important issue that needs attention is the apparatus and people.
"The direction from the superiors must be consistent, ensuring quick implementation, selecting people to implement, and at the same time, the implementation process must be both strict and very fast, combined with digital transformation, to simplify things for the people. All of these requirements depend on the well-arranged apparatus, from which it is deployed to the staff and those who directly perform the work. In particular, continuing to strengthen the policy mechanism on additional income for civil servants, with worthy salaries and bonuses, to motivate them to work hard for the people and businesses is also very important" - Mr. Mai Xuan Truong emphasized.
Ensure no congestion or stagnation in any stage
Expressing his agreement and support for the policy of merging some provinces, not organizing district level and continuing to merge commune levels, former Deputy Minister of Home Affairs Nguyen Tien Dinh assessed that this policy was stated by the Politburo and the Secretariat in Conclusion No. 126-KL/TW and in Conclusion No. 127-KL/TW, the content and progress of implementation were very specific.
According to this expert, all policies and guidelines of the Party and State, as well as specific tasks related to the people, take place at the grassroots level and are implemented by the grassroots. At present, when information technology and infrastructure conditions are developing, it is time for us to study and organize a two-level local government model. Because if we go through an intermediate level, there will always be a delay. Therefore, in the future, when we do not organize the district level, all policies and guidelines will go "straight" from the provincial level to the grassroots level, which will be implemented faster and at the same time reduce administrative costs. "Not organizing the district level is completely in line with the current trend," said Mr. Nguyen Tien Dinh.
Along with that, Mr. Nguyen Tien Dinh commented that not organizing at the district level would cause the workload to be concentrated at the commune level, so of course there is a requirement for decentralization and delegation of more authority to the grassroots level, because it is the level directly implementing. At the same time, at the commune level, it is also necessary to build a team of civil servants with sufficient quantity and strength, as well as to be given more favorable conditions in terms of facilities and finance.
At the same time, the provincial level is the direct command level, responsibility is also raised, requiring quick and timely command methods to meet the requirements. Along with that, inspection and supervision are strengthened, both to ensure closeness and to create conditions for the grassroots level to perform their tasks well.
For Hanoi alone, according to this expert, this implementation has many advantages but also challenges, because not only does it have a very large number of districts compared to many other provinces and cities, but the workload is also very large, and at the same time there are many relationships between state organizations and the people. Therefore, the implementation of the orientation of not organizing at the district level, continuing to rearrange commune-level administrative units, especially the increase in work as well as the quantity and quality of staff at the grassroots level... all need to be carefully recalculated.
"In fact, the recent abolition of the district-level police force was carried out immediately after the policy was issued, without any obstacles. I believe that in the coming time, the disorganization of the district level will also be carried out smoothly. Localities are also preparing all conditions, promoting decentralization and delegation of power to the grassroots level, strengthening from material facilities to human resources, arranging staff from the district level to the commune level... So that when implementing, organizing the new apparatus will not be stuck, stagnant and ensure smoothness in all stages from directing the implementation of political tasks, socio-economic development, ensuring security and defense to serving the people" - the former Deputy Minister of the Ministry of Home Affairs affirmed.
