Quenching the "thirst" for inter-regional highways
Yesterday morning, March 6, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) and the supervising consultant deployed the work of planting and handing over the site clearance piles (GPMB) for the section through Nhuan Duc commune, Cu Chi district, belonging to the Ho Chi Minh City - Moc Bai (Tay Ninh) expressway construction investment project, phase 1. Accordingly, after measuring and determining the boundary, the investor, in conjunction with the supervising consultant and the commune People's Committee, brought the piles to the locations to plant the piles, each pile being 100 m apart.

The investor representative said that since February, Ho Chi Minh City and Tay Ninh have been focusing on implementing the work of marking and demarcating the boundaries in the two localities, serving the compensation, support and resettlement of the project. On the total length of the 51 km route, a total of 3,029 markers will be placed and will be deployed in 2 phases. Of which, phase 1 has 2,102 markers on the total length of 36.4 km (about 70% of the workload) including straight sections, not technically complicated, not related to the adjustment of zoning plans. As of March 4, 1,029/1,083 markers in Ho Chi Minh City have been placed (reaching 95%) and 899/1,019 markers in Tay Ninh have been placed (reaching 88%). This work is expected to be completed before March 15. Phase 2 has a total of 927 stakes on the 14.16 km long route (about the remaining 30%) including sections with intersections, complex technical factors, related to the adjustment of zoning plans... will be carried out in the period from March 15 to 31.
The units are expected to complete the counting and measuring work before April 30, approve the resettlement compensation project before June 30 and start construction of component project 2 "Investment in construction of residential access roads and overpasses across the expressway" (construction packages using state budget capital) on September 2, 2025. Then, start construction of component project 1 "Investment in construction of Ho Chi Minh City - Moc Bai expressway phase 1" (construction packages using PPP capital) in January 2026, and complete the entire project's opening to traffic by December 31, 2027.
Thus, by September 2, the first items of the expressway connecting Ho Chi Minh City to Tay Ninh will officially begin construction. When put into operation, this expressway will not only eliminate the monopoly of National Highway 22, untie the trade bottleneck in the Northwest direction, but also contribute to the breakthrough development of the entire key economic region in the South, especially in the context of Tay Ninh emerging as the "hottest" destination in the South.

Along with that, the key expressway to the West (HCMC - Trung Luong - My Thuan) has just been approved by the Ministry of Transport (now the Ministry of Construction) to start construction this year. In particular, the HCMC - Trung Luong section from Cho Dem - Ring Road 4, currently only 4 lanes, will start construction to expand to 12 lanes, from Ring Road 4 - Trung Luong to 10 lanes, with a design speed of 120 km/h. The Trung Luong - My Thuan section will be expanded to 6 lanes, with a design speed of 100 km/h.
In the east, the Ho Chi Minh City - Long Thanh - Dau Giay Expressway expansion project is being studied by the Ministry of Construction to shorten the implementation time, and special mechanisms can be applied immediately, especially as applied to some projects to build the North - South Expressway in the east in the period of 2021 - 2025 to start construction at the end of the third quarter, basically completing the project in December 2026. In addition, the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway was also started by Prime Minister Pham Minh Chinh at the beginning of the new year of At Ty. Currently, vehicles from Ho Chi Minh City to Binh Phuoc mainly travel along National Highway 13 with a distance of about 120 km, often congested due to overload. Therefore, when the 57 km Ho Chi Minh City - Chon Thanh Expressway comes into operation, along with the connecting route from Go Dua (Ho Chi Minh City is expected to start construction in the third quarter), the journey from Ho Chi Minh City to Binh Phuoc will be significantly shortened.
While the main roads are urgently preparing to start construction, the Ben Luc - Long Thanh expressway is also being put into operation in sections this year, connecting traffic between the provinces of the West and Southeast without having to go through the center of Ho Chi Minh City.
Thus, in 2025 alone, 5 radial expressways will be simultaneously implemented, solving the "thirst" for expressways connecting Ho Chi Minh City to the provinces of the Eastern and Southwestern regions for nearly 2 decades.
Completing the strategic transport framework
Speaking to Thanh Nien , Mr. Luong Minh Phuc, Director of the Traffic Department, affirmed that 2025 is the year of inter-regional transport projects. Not only the 5 radial expressways, this year the city will accelerate on the journey to close the belt network when it is expected to start construction of Ring Road 2 (section 1, section 2) in the third quarter.
According to Mr. Phuc, the new Ring Road 2 is truly the dream that Ho Chi Minh City has been waiting for 20 years. Previously, the project encountered many difficulties that caused interruptions in some places, but the project has begun to restart in a favorable context. Along with that, the Ring Road 3 project is "running smoothly" as planned. Units continue to speed up progress to basically complete the 14.7 km elevated Ring Road 3 in Thu Duc City, ready for 2026 when the entire route is put into operation on June 30, 2026. At the same time, the Ring Road 4 project is also striving to start construction.
"2025 will be an important milestone when Ho Chi Minh City realizes its strategic transport framework. In addition, the gateway BOT projects, Can Gio Bridge and Thu Thiem 4 Bridge will also be implemented this year. These important traffic axes will create a system of internal and external traffic connections, promoting the socio-economic development of Ho Chi Minh City and neighboring areas," Mr. Luong Minh Phuc emphasized.
Affirming the importance of inter-regional transport projects, Dr. Duong Nhu Hung, Faculty of Industrial Management, Ho Chi Minh City University of Technology, acknowledged: When Ho Chi Minh City closes the ring road network, combined with the appearance of expressways such as Ho Chi Minh City - Moc Bai, Ho Chi Minh City - Thu Dau Mot - Chon Thanh, or increasing the capacity of overloaded expressways Ho Chi Minh City - Trung Luong, Ho Chi Minh City - Long Thanh - Dau Giay... will have a great impact on socio-economic development. The first effect is to reduce logistics costs, help reduce commodity prices, and promote socio-economic development. More convenient travel will help redistribute industrial parks and residential areas, opening up new opportunities for provinces such as Tay Ninh, Binh Phuoc, reducing the load on Ho Chi Minh City, Binh Duong, as well as promoting the development of the Mekong Delta region - the agricultural granary of the whole country. It can be seen that economic benefits not only open up for Ho Chi Minh City but also revive the entire key economic dynamic region in the south.
"Vietnam's economy depends heavily on the southern key economic region. If we only increase the quality of infrastructure in the southern key economic region by 10%, investment attraction will increase by 24%, and people's lives will improve. Therefore, pouring money into completing infrastructure and improving traffic in the southern region will create much larger economic spillover effects than in other regions. In particular, Ho Chi Minh City is an important driving force. Removing traffic congestion will create a strong boost for Ho Chi Minh City's economy, contributing to the overall growth target of the whole country in the coming period," said Dr. Duong Nhu Hung.
The city's leaders have determined that they must focus on prioritizing investment in key, strategic infrastructures so that transportation can fulfill its mission of leading the way, bringing Ho Chi Minh City into a new stage of development, a new era with the country.
