Da Nang warns people to be wary of 'pie in the sky' tricks when buying social housing

Da Nang City has just issued a document requesting to rectify the work of confirming, receiving and approving applications for purchasing social housing at a number of projects in the city.

In this dispatch, the Department of Construction of Da Nang requested the People's Committees of districts to strengthen their responsibility in state management of housing, regularly inspect and strictly handle administrative violations in housing transactions, real estate services business and management and use of social housing.

Wards and communes must strengthen their responsibility in receiving, guiding and confirming applications for renting and buying social housing in the area. Do not let people be slow or unable to complete the confirmation procedures to register to buy social housing.

The Da Nang Department of Construction also requires investors of social housing projects to increase their responsibility in guiding, receiving, and approving applications for renting and buying social housing.

Investors must publicly announce project information, project progress, number of apartments, apartment area, selling price, rental price of each apartment; subjects, conditions for renting, buying; principles, approval criteria... In addition, the sale of social housing must not exceed the selling price appraised by the Department of Construction.

The advance payment of social housing buyers is made according to the agreement in the housing purchase contract, in accordance with the completion rate of housing construction and the approved project implementation progress. However, the first advance payment must not exceed 30% of the contract value, including the deposit (if any).

The total amount of payments must not exceed 70% of the contract value before handing over the house to the buyer, and must not exceed 95% of the contract value before the buyer is granted the pink book.

The Department of Construction of Da Nang recommends that households and individuals who need to rent or buy social housing fully understand the information of social housing projects that are eligible for sale and receive registration documents for renting or buying according to the announcement of this unit.

At the same time, contact the project investor directly for guidance and to receive social housing registration documents. In addition, the Da Nang Department of Construction recommends that households and individuals be wary of fraudulent information and receive social housing registration documents with guaranteed approval.

When deciding to rent or buy social housing, the buyer must fully comply with the regulations on management and use of social housing. In case of detecting violations, administrative violations will be considered and handled according to the provisions of Decree No. 16/2022 of the Government.
