The project to build a low-rise housing area in Dong Ca area (Phuc Hoa commune) has the East bordering the current agricultural land; the West bordering the inter-commune road of Phuc Hoa - Long Xuyen; the South bordering the current residential land and national defense and security land; the North bordering the internal field road.

According to Decision No. 6535/QD-UBND of the Hanoi People's Committee, the starting price for nearly 45,000m2 of land in Dong Ca area to implement a low-rise housing project is more than 26.2 million VND/m2. The price step applied to all rounds is 100,000 VND/m2.
Investors participating in the auction must meet the regulations of the 2024 Land Law, the 2023 Real Estate Business Law, and Decree No. 102/ND-CP of the Government. In particular, they must have equity capital of no less than VND 163.6 billion.
Pursuant to Decree No. 102/ND-CP of the Government, investors participating in the auction of land use rights in Dong Ca Area to build low-rise housing will have to deposit more than VND 80.8 billion, equivalent to 20% of the total value of the land put up for auction.
Phuc Tho District Land Fund Development Center and Lac Viet Joint Stock Auction Company are receiving applications from investors. It is expected that by the end of March 2025, they will organize a site visit for investors. The auction date is currently set for April 21, 2025.
