Former Thanh Hoa Provincial Party Secretary Trinh Van Chien paid 22.5 billion VND to correct violations

On January 2, a source of Thanh Nien reported that former Secretary of Thanh Hoa Provincial Party Committee Trinh Van Chien and Mr. Nguyen Dinh Xung, former Chairman of Thanh Hoa Provincial People's Committee, had paid money to remedy the consequences related to violations at the Hac Thanh Tower project.

Former Secretary of Thanh Hoa Provincial Party Committee Trinh Van Chien has been prosecuted for investigation of the crime of "violating regulations on management and use of state assets, causing loss and waste" under Article 219 of the Penal Code.

Accordingly, Mr. Chien paid about 22.5 billion VND and Mr. Nguyen Dinh Xung paid about 22.5 billion VND (totaling about 45 billion VND) into the temporary account of the police agency to serve the investigation process and remedy the consequences of the violations caused by the defendants while in office.

According to the police agency's documents, on January 29, 2013, Thanh Hoa Provincial People's Committee issued Decision No. 389/QD-UBND assigning Song Ma Company a land area of ​​2,958.7 m2 on Phan Chu Trinh Street (Dien Bien Ward, Thanh Hoa City) to implement the Hac Thanh Tower project; at the same time, assigning the Department of Finance to preside over and advise the Chairman of the Provincial People's Committee to approve the land use fee that Song Ma Company must pay to the state budget.

At that time, Mr. Trinh Van Chien was the Chairman of Thanh Hoa Provincial People's Committee; Mr. Nguyen Dinh Xung was the Vice Chairman of Thanh Hoa Provincial People's Committee. Although Mr. Xung was assigned to be in charge of prices. However, when the Department of Finance submitted a proposal to Thanh Hoa Provincial People's Committee to consider the plan to approve the land use fee of Song Ma Company, Mr. Chien still directly handled it.

In the notes on handling the work, Mr. Trinh Van Chien requested the Department of Finance to explain, then agreed to approve the land use fee to be paid to the state budget of Song Ma Company at the unit price of 21 million VND/1 m2 (according to the price determined since 2009); and assigned Mr. Nguyen Dinh Xung to sign the approval decision.

After receiving instructions from Mr. Trinh Van Chien, on December 23, 2013, Mr. Nguyen Dinh Xung signed Decision No. 4562/QD-UBND approving the land use fee that Song Ma Company must pay to the state. Conducting an investigation into the case, the police determined that the approval of the above decision caused a loss to the state budget of more than 55.8 billion VND.

Regarding the Hac Thanh Tower case, the Investigation Police Agency of Thanh Hoa Province Police has issued a decision to prosecute the case and prosecute the following defendants: Trinh Van Chien; Nguyen Dinh Xung; Cu Dinh Hien, Bui Van Nam (all former Deputy Heads of the Economic - Financial Department, under the Office of the Thanh Hoa Provincial People's Committee); Dinh Cam Van (58 years old), former Director of the Thanh Hoa Department of Finance; Nguyen Ba Hung (57 years old), former Deputy Director of the Thanh Hoa Department of Finance, former Secretary of the District Party Committee, former Chairman of the People's Council of Nhu Xuan District; Van Xuan Hung (63 years old), former Head of the Department of Public Asset Management - Prices of the Thanh Hoa Department of Finance; Nguyen Manh Son, former Chairman of the Board of Members of Song Ma Company; Dinh Xuan Huong, former Secretary of the District Party Committee, former Chairman of the People's Council of Nhu Thanh District (Thanh Hoa), former General Director of Song Ma Company.

The above defendants were prosecuted for investigation of the crime of "violating regulations on management and use of state assets, causing loss and waste" under Article 219 of the Penal Code.
