On the morning of July 31, Deputy Prime Minister Tran Luu Quang chaired the 5th meeting of the Prime Minister's Administrative Procedure Reform Working Group and the Prime Minister's Administrative Procedure Reform Advisory Council.
The meeting was connected online from the Government Headquarters to the People's Committees of provinces and centrally run cities across the country.
According to the Report at the meeting, in the first 6 months of 2024, the provision of online public services has improved significantly with more than 13.9 million online records made from the National Public Service Portal; more than 7.4 million online payment transactions with an amount of more than 4,620 billion VND.
The rate of online records of ministries and branches reached 46.16% of the total number of administrative procedure records, an increase of 19.56% over the same period in 2023; that of localities reached 51.55% of the total number of administrative procedure records, an increase of 19.62% over the same period in 2023 .
The digitization rate of administrative procedure settlement results at ministries and branches is 46.36%, an increase of 22.14% over the same period in 2023; at localities it is 58.12%, an increase of 14.56% over the same period in 2023.
The rate of electronic copies of results with legal value for reuse at ministries and branches reached 46.38%, an increase of 22.14% over the same period in 2023; at localities, it reached 64%, an increase of 24.46% over the same period in 2023.
Hanoi City and Thua Thien Hue Province will accelerate the pilot implementation of issuing Criminal Record Certificates on the VNeID application from April 22, 2024.
According to the report, in the first 6 months of 2024, ministries and agencies have reduced and simplified 168 regulations related to business activities in 16 legal documents.
The Prime Minister has approved a plan to reduce and simplify 125 business regulations in 47 legal documents under the management of the Ministries of Justice, Industry and Trade, Labor, War Invalids and Social Affairs, Finance and the State Bank.
Since 2021, ministries and agencies have reduced and simplified 2,943 business regulations in 250 documents, with an estimated reduction and simplification rate of about 18.6% and about 10% of compliance costs.
Regarding decentralization in handling administrative procedures, the Prime Minister signed Decision 1015/QD-TTg dated August 30, 2022 approving the decentralization plan for 699 administrative procedures, accounting for 13.47% of the total number of administrative procedures reviewed with 232 legal documents that need to be amended and supplemented in the period 2022-2025.
In the first 6 months of 2024, ministries and branches have decentralized 108 administrative procedures in 21 legal documents, including 50 administrative procedures decentralized from higher levels to lower levels and 58 administrative procedures decentralized within agencies.
From 2022 to present, 19/21 ministries and agencies have decentralized 261/699 administrative procedures in 53 legal documents.
In addition to implementing Decision 1015/QD-TTg, ministries and localities have proactively decentralized the handling of 527 administrative procedures according to their authority in the fields of transportation, natural resources and environment, agriculture and rural development, internal affairs, culture, sports and tourism, etc.
The implementation of decentralization measures has brought about efficiency in handling administrative procedures, helping to reduce levels and intermediate steps. Higher-level agencies have reduced administrative work, focusing on policy development and planning; reducing the time for people and businesses to travel, submit documents and receive results when administrative procedures are decentralized from the Central to the province, from the province to the district, from the district to the commune.
Regarding the simplification of internal administrative procedures, in the 2022-2025 period, up to now, ministries and agencies have submitted to the Prime Minister for approval the plan to simplify 40 internal administrative procedures; approved the plan to simplify 151 internal administrative procedures according to their authority; localities have approved the simplification of 861 internal administrative procedures, of which 97 administrative procedures were abolished.
Regarding the simplification of administrative procedures and citizen papers related to population management, ministries have simplified 247 administrative procedures and citizen papers in 25 legal documents, bringing the total number of simplified administrative procedures and citizen papers from 2022 to present to 828, reaching 76%. Seven ministries and agencies have completed 100% of the simplification plan; 10 ministries and agencies have achieved over 50%; 02 ministries have achieved under 50%. There are currently 256 administrative procedures that need to be further simplified in 01 law, 17 decrees, 10 joint circulars and 22 circulars.
At the meeting, Hanoi City proposed to amend the Law on Judicial Records and related decrees; build a unified database on judicial records; and continue to reduce the number of judicial records in some components of the dossier.
Meanwhile, Ho Chi Minh City recommends that ministries and branches pay attention to sharing specialized data; promptly announce administrative procedures decentralized to Ho Chi Minh City; and the Government Office soon issue a list of administrative procedures implemented locally.
Representatives of business associations acknowledged and highly appreciated the Government's efforts in reforming administrative procedures in recent times, helping to significantly reduce time and costs for businesses, especially the implementation of online administrative procedures; hoping that the reform of administrative procedures will continue to be implemented more substantially to promote growth.
Speaking at the meeting, Deputy Prime Minister Tran Luu Quang highly appreciated the positive changes in administrative procedure reform in the first half of the year, notably many administrative procedures continued to be cut and simplified; online public service provision improved significantly; receiving and resolving people's opinions received more attention; and decentralization of administrative procedures continued to be promoted.
In addition, administrative procedure reform is carried out right in the process of developing legal regulations; the implementation of Project 06 and the pilot issuance of Judicial Records in Hanoi and Thua Thien Hue have brought practical results; 4 localities including Hanoi, Ho Chi Minh City, Binh Duong, Quang Ninh are actively preparing for the pilot implementation of the model of one-level public administrative service center in 2024.
The Deputy Prime Minister requested that members of the Working Group and the Advisory Council continue to promote their roles and responsibilities, especially in sharing information and proposing solutions to reform administrative procedures so that the Working Group and the Advisory Council can operate more effectively.
The Deputy Prime Minister requested ministries, branches and localities to promote the role and responsibility of leaders; be more determined and coordinate better in administrative procedure reform; and better communicate the results of administrative procedure reform to people and businesses.
Regarding specialized data connection, the Deputy Prime Minister emphasized the principle that if localities want to connect with specialized databases of central ministries and branches, the prerequisite is to ensure safety and security.
Regarding the recommendations of localities related to the timely announcement of administrative procedures, the time for performing administrative procedures on the National Public Service Portal, and administrative procedures related to food safety, the Deputy Prime Minister assigned the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Home Affairs, the Ministry of Finance, the Ministry of Natural Resources and Environment, and the Ministry of Health to complete responding to localities before August 15, 2024.
The Ministries of Public Security, Industry and Trade, Planning and Investment, Transport, Justice, Finance, Health, Information and Communications, Construction, Culture, Sports and Tourism are responsible for responding to the recommendations of the Japanese Business Association in Vietnam, the European Business Association in Vietnam, the Vietnam Textile and Apparel Association, the British Business Association in Vietnam... before August 30, 2024.
