In the context of comprehensive digital transformation in all sectors and fields as present, citizens' personal digital signatures are very important, helping them to be fully proactive in performing all activities related to administrative procedures (AP) in the digital environment. Currently, Quang Ninh province is promoting propaganda, providing free and guiding people and businesses to understand the benefits and role of applying digital signatures in implementing administrative reforms (AP), promoting digital transformation.
Working in the banking industry and often having administrative procedures that need to be resolved online, Ms. Nguyen Quynh Lien (Hung Thang Ward, Ha Long City) went to the Provincial Public Administration Service Center early to register for a free personal digital signature. Here, businesses providing digital signature certification services such as VNPT, Viettel and BKAV guided and issued digital signatures using smartphone applications for people in need in just a few minutes. Immediately after successfully registering and activating, Ms. Lien was instructed by staff to sign a personal digital signature attached to the digitized procedures and documents, completing the submission of administrative procedures online quickly and conveniently.
Ms. Nguyen Quynh Lien said: "The steps to create and activate a personal digital signature are done very quickly. I only need to present my personal documents and the staff of the providing unit will be able to look up all the information on the system, register and guide how to use the digital signature on online public service portals. When registering and using this digital signature service, it will certainly reduce the time for confirmation through direct methods, shortening the time to perform administrative procedures".
According to Mr. Le Anh Khoa, an employee of the Business Center - VNPT Quang Ninh, a personal digital signature or electronic signature can basically be understood as encrypted data for each individual and multi-layered security. Personal digital signatures are currently provided by units that ensure safety, no personal information is leaked and the legality has been regulated and recognized by the state. Personal digital signatures replace the traditional form of hand-written signatures, used in all civil transactions and administrative procedures in the electronic environment. When using digital signatures, organizations and individuals can easily sign, send, and process related documents and legal work via the Internet without having to go directly to the place. All authentication and security operations of digital signatures on smart devices are absolutely safe.
According to statistics from the Provincial Public Administration Service Center, the number of online administrative procedure records in the first 5 months of the year reached more than 60% of procedures at the provincial level, from 60 to 80% at the district level. The number of enterprises registering digital signatures reached about 10,000 and currently there are more than 6,000 digital signatures operating regularly. However, the rate of people using personal digital signatures in transactions and administrative procedures is not high. At the end of May, the Provincial People's Committee issued a document directing the synchronous implementation of solutions to issue personal digital signatures to citizens, striving to have 10% of adults in the province use personal digital signatures to handle administrative procedure records in the electronic environment by the end of 2023; 100% of heads of agencies, units, and localities in the province will have to use digital signatures and ensure confidentiality; Local departments and branches continue to review to standardize the handling process, reform administrative procedures into simple and easy-to-understand steps; digitize and digitally sign documents right from the stage of receiving and returning digitally signed results to people and businesses...
Since the beginning of June, the Public Administration Centers in the province have coordinated with suppliers to issue more than 1,000 personal digital signatures. After activating the digital signature containing encrypted data for each individual on the mobile application (Mysign app, SmartCA ...), people can use it to replace the traditional hand-signed form, conduct online transactions such as banking transactions, tax declaration, electronic invoice signing, electronic customs declaration, electronic social insurance ... Currently, the province has integrated the remote digital signature feature (digital signature on smart mobile devices) into the Provincial Public Service Portal, helping hundreds of administrative procedures to be processed completely online.
Director of the Provincial Public Administration Service Center Nguyen Hai Van said: The Provincial Public Administration Service Center advised the Provincial People's Committee to issue a propaganda plan on the implementation of the use of digital signatures and electronic results in handling administrative procedures for the people. In the third quarter, the Center will conduct training for officials of departments, branches, and individuals, businesses, business households, heads of villages, hamlets, and neighborhoods, and members of community digital technology groups in localities to promote the progress and effectiveness of issuing and using personal digital signatures.
