Implementing Official Dispatch No. 646/CD-TTg dated July 16, 2023 of the Prime Minister on focusing on responding to storm No. 1 in 2023; Directive of Deputy Prime Minister Tran Luu Quang at the Online meeting on July 17, 2023 on implementing response to storm No. 1. According to the forecast of the Bac Kan Provincial Hydrometeorological Station in bulletin No. XTND-06/08h00/BKAN dated July 17, 2023: At 07:00 on July 17, 2023, the center of the storm was at about 20.1 degrees North latitude; 113.1 degrees East longitude, about 290km East Southeast of Leizhou Peninsula (China). The strongest wind near the storm center is level 12 (118-133km/h), gusting to level 15. According to forecasts, in the next 24 to 48 hours, storm No. 1 will continue to move in the West Northwest direction, with an average speed of about 15-20km/h and gradually weaken into a tropical depression. From the night of July 17, 2023 to July 19, 2023, in Bac Kan province, there will be heavy to very heavy rain with common rainfall from 150-200mm/period, locally over 250mm/period; heavy rain occurring in the coming days will cause the risk of flash floods in small streams, landslides on steep slopes and flooding in low-lying areas and the risk of thunderstorms, whirlwinds with strong gusts of wind in the storm circulation area, both before and during the storm's landfall.
To proactively prevent, avoid and minimize damage caused by storms, heavy rains, flash floods and landslides, the Chairman of the Provincial People's Committee requests departments, branches, sectors, organizations and People's Committees of districts and cities to implement the following contents:
1. Closely monitor the developments of storms, rains, and floods to promptly and regularly notify and guide authorities at all levels and people to proactively prevent them;
2. Deploy shock troops to inspect and review residential areas along rivers, streams, low-lying areas, areas at high risk of flooding, flash floods, landslides; proactively relocate and evacuate people in deeply flooded, isolated areas, areas at risk of flash floods, landslides; prepare forces, means, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations.
3. Notify investors with construction works along rivers, streams, and areas at risk of landslides; owners of water transport vehicles, tunnels, and mineral mines of information about rain and floods so that they can proactively take measures to ensure the safety of people, vehicles, equipment, and constructions, and prevent incidents that cause human casualties.
4. Prepare forces and means to promptly rescue and quickly overcome the consequences of storms and floods.
5. The Provincial Military Command and Provincial Police proactively organize and deploy forces and means to support localities in responding to storms and floods, evacuating people, and conducting search and rescue operations.
6. The Department of Industry and Trade shall proactively inspect, review, and take measures to ensure the safety of hydroelectric reservoirs and downstream areas; arrange a permanent force to be ready to operate, regulate, and handle situations. Inspect the work of ensuring the safety of mines, mineral exploitation, and the power grid system. Have solutions to reinforce electric poles to prevent breakage and collapse when affected by floods.
7. Bac Kan Irrigation Management and Exploitation One Member Limited Liability Company and the People's Committees of districts and cities: Proactively inspect, review, and take measures to ensure the safety of irrigation reservoirs, operate reservoirs in accordance with procedures, ensuring absolute safety; provide early warning to people in downstream areas when there is a risk of incidents; especially for critical irrigation reservoirs, request to arrange a permanent force to be ready to operate, regulate, and handle situations. Delineate and specifically identify areas that may be flooded to have appropriate plans to protect newly planted rice areas and seedling areas. Implement some other contents according to Official Dispatch No. 885/CD-TCTL-ATD dated July 16, 2023 of the Department of Irrigation - Ministry of Agriculture and Rural Development on ensuring the safety of irrigation works, preventing flooding and inundation due to the impact of storm No. 1 in the provinces and cities of the Northern region and Thanh Hoa and Nghe An provinces .
8. Department of Transport: Proactively control, guide, and divert traffic, especially through culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes through the province.
9. Department of Information and Communications, Bac Kan Newspaper, Bac Kan Radio and Television, press agencies in the province, especially the grassroots information system, strengthen propaganda activities, disseminate instructions on skills to respond to heavy rain, floods, flash floods, landslides and localized inundation so that people know, proactively prevent, avoid and minimize damage; increase information on natural disasters, instruct people on response skills, especially in villages and hamlets.
10. Departments and branches, according to their assigned functions and tasks, proactively deploy plans to respond to rain and flood developments; maintain forces and means, and coordinate with localities to be ready to deploy plans to respond to natural disasters according to regulations.
11. Organize a 24/7 duty on rainy and flood days; regularly summarize and report on natural disaster developments and damage to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control for summary and reporting according to regulations.
12. The Chairman of Cho Moi District People's Committee urgently implements the direction in Decision No. 1279/QD-UBND dated July 14, 2023 of the Bac Kan Provincial People's Committee on declaring a natural disaster emergency situation for the landslide area in Group 1, Dong Tam town, Cho Moi district, Bac Kan province.
Requesting directors of departments, heads of sectors, branches, organizations in the province, members of the Provincial Steering Committee for Civil Defense; Natural Disaster Prevention and Control; Fire Prevention and Fighting and Rescue, and Chairmen of People's Committees of districts and cities to seriously implement./.
