On July 16, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 646/CD-TTg directing focused response to storm No. 1 in 2023.

The dispatch stated: Storm No. 1 (international name: TALIM) is active in the Northwest of the North East Sea with strong winds of level 10, gusts of level 13.
According to forecasts, storm No. 1 will continue to strengthen to level 12-13, gusting to level 15. From tomorrow afternoon (July 17, 2023), the storm may cause strong winds in the Gulf of Tonkin, then continue to affect coastal waters and coastal land in the North. The storm's circulation may cause prolonged heavy rain, especially in the Northeast region and the Red River Delta. There is a high risk of landslides, flash floods in mountainous areas, and localized flooding in urban areas and low-lying areas, along rivers and streams.
In recent days, the National Steering Committee for Natural Disaster Prevention and Control and relevant ministries, agencies and localities have proactively directed the implementation of response work to storm No. 1 according to the level of natural disaster risk, contributing to ensuring safety for ships operating at sea.
This is the first storm in 2023, expected to directly affect the sea and mainland of our country with strong intensity right after a prolonged heat wave.
To proactively respond to storms and floods, protect people's lives and limit property damage to the people and the state, the Prime Minister requests the National Steering Committee for Natural Disaster Prevention and Control, Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and cities not to be subjective or negligent, and to resolutely direct the implementation of response work to storms and floods, focusing on the following specific tasks:
Chairmen of People's Committees of provinces and cities, based on the actual situation and the potential impact of storms and floods in the locality, proactively provide timely information and guide people in responding to storms and floods, focusing on directing:
Ensuring safety for activities at sea and on islands: Check and count vessels, proactively guide vehicles and vessels (including fishing vessels, transport vessels, and tourist vessels) still operating at sea not to enter or exit dangerous areas or to safe shelters; take measures to ensure safety for vessels at anchorage areas.
Review and take measures to ensure safety for tourism, aquaculture and fishing activities at sea and in coastal areas; resolutely evacuate people on cages and aquaculture huts to safe places before the storm directly affects them; proactively prohibit fishing boats, transport ships and tourist boats from going to sea.
Ensure safety in coastal and inland areas: Review and proactively evacuate people from unsafe houses and areas at risk of deep flooding in river mouths and coastal areas.
Direct the work of ensuring the safety of the dike system, especially at vulnerable locations or locations under construction on sea dikes and river estuaries; be ready to drain floodwaters to protect agricultural production, urban areas and industrial zones at risk of flooding.
Direct, guide and implement work to ensure safety and limit damage to houses, warehouses, headquarters, public works, industrial parks and factories.
Control traffic, organize traffic flow, guide traffic, limit people from going out during storms and heavy rains to ensure safety.
Ensuring safety in mountainous areas: Proactively evacuate people in deeply flooded, isolated areas at risk of flash floods and landslides; prepare forces, vehicles, equipment and necessities according to the "four on-site" motto to be ready to respond to all situations.
Direct the review, inspection, and safety assurance of mines and mineral exploitation areas, and prevent incidents causing human casualties during heavy rains.
Inspect, review, and proactively take measures to ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to be ready to operate, regulate, and handle situations.
Control, guide, and divert traffic, especially through culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes.
Prepare forces and means to promptly rescue and quickly overcome the consequences of storms and floods.
The Ministry of Natural Resources and Environment closely monitors, increases forecasts, warnings, and timely information on storm developments, floods, flash flood and landslide risks so that relevant agencies and people can proactively deploy response measures.
The Ministry of Agriculture and Rural Development directs and coordinates with localities to deploy work to ensure the safety of dykes, irrigation dams, especially sea dykes, river dykes, vulnerable dams, and works under construction and repair; to protect agricultural production, aquaculture, and exploitation of aquatic and seafood products.
The Ministry of Industry and Trade directs and coordinates with localities to deploy operations to ensure the safety of hydroelectric reservoirs, especially emergency flood discharge; inspects the work of ensuring the safety of mines, mineral exploitation and power grid systems.
The Ministry of Transport directs and coordinates with localities to deploy work to ensure safety of transport vessels, control and guide traffic at culverts, spillways, and deeply flooded areas; arrange forces, materials, and means to promptly handle incidents, ensuring smooth traffic on main traffic routes.
The National Committee for Natural Disaster Response and Search and Rescue, the Ministry of National Defense, and the Ministry of Public Security direct and proactively organize the deployment of forces and means to support localities in responding to storms and floods, evacuating people, and conducting rescue operations.
Vietnam Television, Voice of Vietnam, Vietnam News Agency and other news agencies and newspapers increase the time and report promptly on developments of storms, floods and response work so that people know and proactively prevent and avoid them.
Other ministries and branches, according to their assigned state management functions, shall proactively direct and coordinate with relevant ministries, agencies and localities to deploy storm and flood response work according to regulations.
The National Steering Committee for Natural Disaster Prevention and Control closely monitors the developments of storms, floods, landslides, and flash floods to direct specific measures, respond promptly and effectively, limit damage, and focus on ensuring people's safety.
The Government Office monitors and urges relevant ministries, agencies and localities to implement this Official Dispatch and promptly report to the Prime Minister.
