According to the forecast of the National Center for Hydro-Meteorological Forecasting, when entering the mainland, the circulation of storm No. 1 can cause prolonged heavy rain, especially in the Northeast region and the Red River Delta, with a high risk of landslides, flash floods in mountainous areas, localized flooding in urban areas and riverside areas, streams, etc. In particular, Bac Kan is a province in the storm's affected area.

To proactively protect the safety of people's lives and limit property damage to the people and the State, Deputy Prime Minister Tran Luu Quang requested units and localities to strictly implement Official Dispatch No. 646/CD-TTg dated July 16, 2023 of the Prime Minister on focusing on responding to storm No. 1 in 2023. Units and localities must absolutely not be subjective or negligent, and must resolutely and flexibly direct the implementation of response work to storms and floods with the goal of not causing human casualties and minimizing property damage./.
