According to the Department of Construction's report, in the period of 2021 - 2025, Ho Chi Minh City plans to develop 35,000 social housing units, including 7,000 rental houses and 45,000 worker accommodation units.
However, as of the third quarter of 2023, only 2 social housing projects have been completed and put into use according to the plan for the 2021-2025 period, with a scale of 623 apartments, reaching 2.39% of the set target. There are 7 other social housing projects under construction with a total scale of 4,996 apartments, including 6 social housing projects and 1 worker accommodation project.
Regarding land funds for project investment in the period of 2021 - 2025, on December 9, 2021, the City People's Committee issued Decision 4151 approving the Ho Chi Minh City Housing Development Plan for the period of 2021-2025 and 2021, 2022, along with a list of 68 projects, land plots under implementation, locations of land plots planned for social housing development, housing for workers and areas planned for development of housing projects for workers.
It is known that this list includes 32 projects and land plots transferred from the 2016-2020 period and 36 new land plots for projects implementing investment in the construction of social housing projects.
Social housing development in Ho Chi Minh City has not yet met expectations.
In Report No. 262 dated September 18, 2023, the City People's Committee listed 88 projects and land plots being monitored in the social housing development plan, based on the suitability of the housing development program in each phase approved by the City People's Committee, as a basis for considering and approving the investment policy, and at the same time recognizing the investment according to regulations.
Currently, the Department of Construction is coordinating with the People's Committees of districts, towns and Thu Duc City, along with the proposals of investors, to review land locations suitable for the housing development program, in accordance with the construction planning, land use purposes to advise the city to approve the adjustment of the Housing Development Plan for the period 2021-2025 according to regulations. Therefore, the number of 88 projects and land plots as reported above will change after the City People's Committee approves the adjustment of the housing development plan.
Also in this report, the Department of Construction said that since November 2022, Ho Chi Minh City has organized and chaired 11 meetings with relevant departments and units on social housing, thereby pointing out 5 groups of issues that need to be resolved, including: Removing difficulties and obstacles of social housing projects; Procedures for implementing the investment process for social housing construction; Procedures for confirming the completion of social housing obligations in commercial housing projects with a land use scale of less than 10 hectares; Promoting public investment in social housing projects using state budget capital and finally assigning the responsibility for monitoring and resolving investment procedures for social housing projects to relevant agencies and units.
