More than a year ago, around July 2022, among many documents sent to the Department of Justice, there was a request to issue a decision on enforcement against the family of Mr. NTT and VTD in Group 1, Muong Thanh Ward (located in the Investment Project to build a resettlement area for households on the 15m road from A1 Bridge to C4 Bridge) of the Land Fund Development Center (Department of Natural Resources and Environment). After studying the documents, the Department of Justice found that the documents met all the conditions for issuing a decision. However, in order to ensure harmony, understand the thoughts and aspirations of the people, avoid rigidity and determine enforcement as the final sanction, the collective staff of the Department of Justice carefully studied and advised the City People's Committee to organize a dialogue to listen to the thoughts and aspirations of the household. From there, analyze and explain the reasons and causes why the requests made by the family were not resolved by the State agency.
Recalling the incident, Ms. Nguyen Thi Oanh, Head of the Justice Department of Dien Bien Phu City, shared: The Department coordinated with the People's Committee of Muong Thanh Ward to organize two dialogues, but the family did not come, did not agree, and the family did not accept the invitations sent. To ensure the overall progress of the project, the Department was required to comply with the law by issuing a decision on enforcement. According to the regulations, before organizing enforcement, a dialogue must be organized. The Department continued to advise the City People's Committee and local authorities to organize a third dialogue. In this dialogue, the family expressed all their thoughts and questions. From there, the Department advised the city leaders to analyze and explain to the family: In the decisions approving the plan, there were full policies and regimes in accordance with the law for the people; The consequences for the project's progress if the family refuses to hand over the site... After understanding clearly, the family agreed to hand over the site and did not have to organize enforcement.
To effectively disseminate the law, the Department of Justice always follows Uncle Ho's teaching: "Write for whom to read, tell for whom to listen". For each different subject, different forms of propaganda and dissemination are applied, easy to understand and easy to remember, thereby contributing to ensuring legitimate rights and interests, improving people's understanding of the law, maintaining security and social order. In addition, the Department of Justice has effectively implemented the project "Improving the capacity of grassroots mediators in the period of 2019 - 2022". More than 1,038 grassroots mediators have been trained to improve their skills and legal knowledge. Thanks to that, mediation teams in the area have successfully mediated over 70% of cases, mainly on civil disputes, family marriages, and conflicts related to land.
To promote the study and follow of Uncle Ho in depth, practically, in accordance with the political tasks of the sector, every year the Party cell of the Department of Justice selects the content of the emulation movement close to the professional tasks of the unit and each cadre, party member, and civil servant. At the Party cell meetings, the contents and topics of studying Uncle Ho are integrated and deployed to Party members, such as: "Studying and following the moral example of Ho Chi Minh on promoting the sense of responsibility, fighting against individualism, saying and doing", "Democracy, the masses, setting an example", "Honesty, responsibility, sticking with the people to build a clean and strong Party"... At the same time, promoting the tradition of the sector, striving to practice justice according to the motto of being close to the people, helping the people, learning from the people, focusing on promoting judicial reform.
Learning from Uncle Ho, cadres, party members, and civil servants of the Department of Justice have had positive changes in their awareness and actions; their sense of responsibility in performing their duties, political qualities, ethics, and lifestyle have been improved. In 2022, 100% of party members in the Party cell completed their tasks well, including 1 comrade who completed his tasks excellently; the Party cell was classified as having completed its tasks excellently.
