Accordingly, the Deputy Prime Minister requested localities to clarify the causes and responsibilities for the delay in issuing decisions within their authority; the extent of impact on socio-economic development in the area, the mobilization of land resources, the operation of the real estate market; the implementation of housing mechanisms and policies, etc.

Localities need to clearly propose difficulties and problems that need to be removed and resolved by the Prime Minister and ministers, and ministries, branches and agencies must have the responsibility to join hands in guiding localities to remove and resolve them.

" The ultimate goal is to speed up the promulgation of documents implementing the Land Law, Housing Law, and Real Estate Business Law, meeting the urgent and necessary requirements of life to remove difficulties and introduce better policies ," the Deputy Prime Minister emphasized.

Reporting more clearly on this situation, Deputy Minister of Natural Resources and Environment Le Minh Ngan also said that currently 50/63 provinces and cities have issued some documents detailing the implementation of the Land Law. However, no locality has issued all the legal documents under its authority. Some localities have not issued any documents for implementation.

Of the 50/63 provinces and cities that have issued documents, only Hai Duong province has issued all the contents assigned to be detailed in the Law. The remaining localities mainly issue contents related to compensation, resettlement support, regulations on land allocation limits, recognition of land use rights, conditions for land division and consolidation, etc.

There are 13 provinces and cities that have not issued documents, including Cao Bang, Ninh Binh, Quang Nam, Quang Ngai, Gia Lai, Dak Nong, Tien Giang, Can Tho, Bac Lieu, Ca Mau, Phu Yen, Binh Phuoc and An Giang.

Deputy Minister of Construction Nguyen Van Sinh also pointed out the current situation that only 13 localities have issued documents detailing the Housing Law, including: Lao Cai, Lai Chau, Bac Ninh, Phu Tho, Yen Bai, Bac Giang, Thai Nguyen, Ha Nam, Hai Duong, Da Nang, Binh Dinh, Tay Ninh, Ca Mau; 50 localities have not issued. Of which: 10 localities have completed the construction and are submitting to the Provincial People's Committee for consideration and promulgation; 40 localities are in the process of construction or are submitting to the Department of Justice for appraisal.

In addition to the delay in issuing documents, Deputy Minister Le Minh Ngan also pointed out some difficulties in implementation such as difficulties related to adjusting land price tables. These difficulties do not come from policies and legal regulations but from poor implementation by some localities.

The Deputy Minister said that if localities do not consider carefully, thoroughly, and fully assess the impact, there will be cases where the adjusted land price list has a very large difference compared to the current land price list.

Especially in localities that during the 2021 - 2024 period did not or did not regularly adjust the land price list according to the provisions of the 2013 Land Law, now when adjusting again, the adjustment is made with a large difference, causing people and businesses to react because the amount of money they have to fulfill financial obligations on land will increase compared to when applying the old land price list (the number of these localities is not much).

The Deputy Minister also pointed out some shortcomings that have occurred recently such as: Some subjects participating in land auctions do not really have a need for residential land or housing, but mainly speculate and manipulate prices by pushing prices up, inflating prices and reselling immediately to make a profit or creating a virtual price level for surrounding areas.

Even after the auction, some subjects did not pay land use fees on time according to the auction regulations, there were signs of deposit abandonment, causing bad public opinion in some localities.

In particular, there are cases where the Land Price List has not been adjusted in time, much lower than the actual land price level, leading to a large difference between the auction winning price and the starting price, attracting many bidders to make a profit.
