Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested the Department of Education and Training of Ho Chi Minh City to review and prepare to hold a short but meaningful opening ceremony for the new school year, in conjunction with solving some existing problems in the education sector such as teacher shortage, fee collection and use of revenue at schools.

On the morning of September 4, the Ho Chi Minh City People's Committee held a regular meeting on socio-economic affairs in August. Comrade Phan Van Mai, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, chaired.

In his speech, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested the Ho Chi Minh City Department of Education and Training to review and prepare to hold a truly brief but meaningful opening ceremony, associated with solving some existing problems in the education sector such as the lack of teachers.

According to comrade Phan Van Mai, Ho Chi Minh City has abundant foreign language human resources but still lacks foreign language teachers, partly due to the low attraction policy. Therefore, he requested the Department of Education and Training to preside over reviewing, proposing mechanisms and policies to attract and cooperate with educational institutions to train this human resource.

Regarding the issue of collecting fees at the beginning of the school year at schools, the Chairman of the Ho Chi Minh City People's Committee said that the collection levels have been clearly regulated. Therefore, the collection and expenditure must be transparent, and some additional items can be mobilized, but they must be practical and agreed upon by parents. If parents do not agree, no collection will be made.

The Chairman of the Ho Chi Minh City People's Committee encouraged the press to report on the situation of overcharging and improper mobilization at schools. At the same time, he requested the Director of the Department of Education and Training to closely direct and prevent overcharging. In addition, the education sector needs to closely coordinate with the health sector to handle issues related to the measles epidemic; pay attention to handling issues related to the American International School and review similar cases, so as not to affect the learning process of students.

Previously, reporting at the meeting on the preparation for the new school year, Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu said that the department had advised the Ho Chi Minh City People's Committee to organize 21 delegations of city leaders and departments and branches to attend the opening ceremony of the new school year at schools in the area. Among them are 2 non-public schools (in Thu Duc City and Tan Phu District). These are 2 typical non-public schools in Ho Chi Minh City.

In the 2024-2025 school year, Ho Chi Minh City will have an additional 24,000 students, but Ho Chi Minh City will ensure that 100% of students have a place to study. In preparation for the new school year, Ho Chi Minh City will complete 23 projects with 476 classrooms in 2024. Of which, 18 school projects with 413 classrooms were inaugurated in early September; by the end of the year, it is expected to complete 5 more projects with 63 classrooms. Ho Chi Minh City also invested more than 544 billion VND to repair toilets and classroom equipment.

Regarding the measles epidemic in Ho Chi Minh City, the Department of Education and Training coordinated with the Department of Health to review and vaccinate students against measles during the holidays. Regarding this content, Director of the Ho Chi Minh City Department of Health Tang Chi Thuong said that just 2 days after the city announced the epidemic, 300,000 doses of vaccine had arrived in Ho Chi Minh City, vaccinating more than 17,000 children. The department is currently implementing a campaign of "going to every alley, knocking on every door, checking every child" to ensure that children are fully vaccinated. Children who have received 2 doses of measles vaccine do not need to be vaccinated again.

Director of the Department of Planning and Investment Le Thi Huynh Mai assessed that the socio-economic situation in August and the first 8 months of the year had positive results. In particular, the index of industrial production (IIP) increased by 6.4% over the same period; total retail sales of goods and consumer service revenue was estimated at VND 765,233 billion, up 10.3% over the same period. Transportation activities in the area continued to grow positively, total transportation revenue increased by 37.5%, of which transportation support activities increased by 53.5%; total tourism revenue was estimated at VND 123,381 billion, up 14.7% over the same period.

In addition to the positive points, the Director of the Department of Planning and Investment acknowledged that there are still some limitations, such as the disbursement of public investment capital by August 23 was only VND 13,924.4 billion, reaching 17.6% of the capital plan for 2024. In addition, the private investment environment has not yet recovered, the number of newly established enterprises increased by 6.5%, but the registered capital decreased by 10.2% compared to the same period; the number of dissolved enterprises increased by 2.2%, the number of temporarily suspended enterprises increased by 8% compared to the same period; 11,098 enterprises resumed operations, an increase of 17% compared to the same period, each month at the end of the year, Ho Chi Minh City had to disburse about VND 20,000 billion.

In the first 8 months, economic sectors attracted and created jobs for 221,337 people (73.78% of the annual plan), of which 99,617/140,000 new jobs were created (71.16% of the annual plan). Foreign labor management has also been focused on. As of August, the total number of trained workers reached 4,315,286 (87.96%). As of July 31, more than 2.5 million out of more than 4.9 million workers participated in social insurance, accounting for 51.94% of the working-age workforce.
