BHG - On the afternoon of March 11, Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, had a working session with the Provincial Construction Investment Project Management Board (DTXD) on the progress of implementing key projects in the province. Attending the meeting were leaders of the Department of Finance, Department of Construction, Department of Agriculture and Environment, and representatives of construction contractors.

According to the report of the Provincial Construction Investment Project Management Board, the board is currently assigned to implement 4 key projects including: Tuyen Quang - Ha Giang Expressway Project Phase 1 (2 lanes), section through Ha Giang province; Ha Giang Provincial Sports and Cultural Complex Project (Phase I); Water Dam Project to create landscape in the center of Ha Giang city; Suoi Suu Water Supply System Project to the central water reserve reservoir of Phong Quang commune. The total investment is 4,195 billion VND. The accumulated volume of implementation from the start of construction to March 10 reached 2,552 billion VND, an increase of 50 billion VND compared to the previous reporting period. The accumulated capital allocated from the start of construction to the reporting time is 3,219 billion VND, of which the planned capital allocation in 2025 is 943.1 billion VND, of which 287.5 billion VND has been disbursed, reaching 30.5% of the plan.

Regarding the progress of each project, for the Tuyen Quang - Ha Giang Expressway Project, the site has been handed over for 27,430/27,480 km with a scale of 4 lanes, reaching 99.8%. Construction work on site (3 construction and installation packages), the total number of personnel is 576 people and 337 machines and equipment. The output value up to the reporting time is 1,225/2,316 billion VND, reaching 52.9% of the contract value, up 1.5% compared to the reporting period on February 20.

Director of Provincial Construction Project Management Board reports on project implementation progress

The Provincial Sports and Cultural Complex Project has completed site clearance; the value of construction volume up to the reporting time is 211.3 billion VND, reaching 82.6% of the contract value, an increase of 0.6% compared to the previous reporting period.

The project of Dam to create landscape in the center of Ha Giang city has completed site clearance; the value of construction volume to date is 173.7 billion VND, reaching 66% of the contract value, an increase of 2.6% compared to the previous reporting period.

The Suoi Suu Water Supply System Project to the central water reserve reservoir of Phong Quang commune is currently stuck with the land area of ​​a household in Lung Chau village, Phong Quang commune, who has not agreed to the compensation price and received compensation to hand over the land area of ​​the management and operation road. The construction progress of phase I is basically completed, completing the procedures for connecting electricity and installing pumps. Phase 2 will start construction from November 2023; the construction volume to date has reached 79.5% of the contract value, an increase of 1.0% compared to the previous reporting period.

The leaders of the Department of Construction clarified some contents of interest to contractors of construction projects.

To ensure the progress of the projects, the Provincial Project Management Board of Construction Investment proposed that the Provincial People's Committee supplement capital for the projects; consider and resolve the request for policy extension of the project implementation time in the Submission No. 27 dated February 25 of the board; propose that the Provincial People's Committee grant the policy so that the board is allowed to study and propose adjustments to the investment policy to expand 4 lanes of the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section through Ha Giang province with a speed of 80 km/h to a design speed of 100 km/h.

At the meeting, the representative of the project contractor requested the investor to promptly approve adjustments to some technical designs arising during the construction process and discuss solutions to handle the waste disposal site for the expressway project; allocate capital for the projects to ensure the completion of the construction progress; and completely resolve the site clearance problems of the two projects. The representative of the investor and the departments and branches clarified some recommendations of the contractor and solutions to remove difficulties for the bid packages.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc highly appreciated the spirit and attitude in performing the tasks of the Provincial Construction Investment Project Management Board, departments, branches and contractors. However, the implementation results of some bidding packages were not as expected. The Chairman of the Provincial People's Committee hoped that units and enterprises would continue to implement projects and bidding packages better.
Comrade Phan Huy Ngoc requested the Provincial Project Management Board and departments, branches and enterprises to identify the Tuyen Quang - Ha Giang Expressway Project as a key project of the province and the country. The Management Board needs to carefully study documents and regulations, complete investment procedures for the Tuyen Quang - Ha Giang Expressway Project from 2 lanes to 4 lanes, complete phase 1, the section through Ha Giang province to soon start the project; coordinate to completely resolve problems with compensation and site clearance for the project; urgently complete procedures for adjusting technical designs arising during the construction process. Contractors of key projects of the province maintain and supplement machinery, equipment and workers, along with high determination to ensure the progress of the projects. Vi Xuyen district urgently resolves problems with the site clearance of the management and operation route of the Suoi Suu Water Supply Project to ensure the construction progress.

Chairman of the Provincial People's Committee Phan Huy Ngoc affirmed that the capital for the projects has been balanced and arranged by the province, there is no worry about capital shortage; the construction packages have volume, ensuring conditions, investors and departments and branches accept and arrange advanced capital for contractors in accordance with regulations.
