DTO - On the afternoon of March 21, Working Group 322 of the Standing Committee of the Dong Thap Provincial Party Committee led by Comrade Le Quoc Phong - Member of the Party Central Committee, Secretary of the Provincial Party Committee had a working session with the Standing Committee of the Sa Dec City Party Committee on the work of reorganizing the apparatus and the socio-economic development situation in 2025. Also attending were Comrade Tran Tri Quang - Member of the Standing Committee of the Provincial Party Committee, Acting Chairman of the Provincial People's Committee; Comrade Tran Van Cuong - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Board; and leaders of provincial departments, branches and sectors.

According to the report, the Sa Dec City Party Committee has resolutely directed the review, arrangement, and consolidation of the organizational structure within agencies and units to make them lean, efficient, and suitable to local characteristics. The direction of the city's organizational structure arrangement has been seriously implemented according to the direction of the Provincial Steering Committee, receiving high consensus among cadres and party members.

Regarding the socio-economic development results in the first quarter of 2025, Sa Dec City achieved many positive results: industrial production activities developed quite well; consumer trade and services increased sharply; tourism revenue reached 127 billion VND with more than 317,000 visitors; created jobs for 185 workers, sent 20 workers to work abroad; health insurance coverage rate reached 91.78%. In particular, revenue from ornamental flowers is estimated at 411 billion VND in the first 3 months of the year, the flower growing area continued to expand, affirming the position of the city's spearhead economic sector.

Comrade Tran Tri Quang - Member of the Provincial Party Standing Committee, Acting Chairman of the Provincial People's Committee contributed opinions at the working session with the Standing Committee of the Sa Dec City Party Committee.

However, Sa Dec still faces difficulties in disbursing public investment, the progress of implementing private projects is still slow; the state budget collection is still lower than planned; the protection of cultural relics and improvement of urban landscape have not received due attention. The dissolution of the district-level police and the allocation of staff to the commune and ward police force are sometimes inappropriate, so they cannot ensure the requirements of security and order protection at the grassroots level in key and complicated areas.

The Sa Dec City Party Committee identified the upcoming key tasks as boosting budget collection, disbursing public investment, developing cultural tourism villages, preserving relics and improving the quality of urban landscapes, serving the goal of comprehensive development. At the same time, it recommended that the province support, guide and issue leadership mechanisms for the fields of security and order and internal political protection; assign the city to develop a project to preserve relics; approve the Sa Dec Cultural Tourism Village project; survey investment in Tran Thi Nhuong bridge and upgrade Sa Dec General Hospital to meet class I standards.

Comrade Le Quoc Phong - Member of the Party Central Committee, Secretary of the Provincial Party Committee delivered a concluding speech at the meeting.

In his concluding remarks, Provincial Party Secretary Le Quoc Phong acknowledged Sa Dec's efforts in restructuring the apparatus and developing the socio-economy. He requested the Sa Dec City Party Committee to continue evaluating the effectiveness after the restructuring, streamlining the payroll, focusing on the quality of cadres, especially in terms of ideology, political qualities, and practical capacity. At the same time, he emphasized that Sa Dec needs to resolutely disburse public investment, focus on investing in education, health care, promoting digital transformation, and attracting investment.

Provincial Party Secretary Le Quoc Phong suggested that the city promote the advantages of the ornamental flower industry, develop deeply processed products from flowers and rice, research new tourism products, plan to preserve ancient houses associated with tourism, aiming for comprehensive development. The Provincial Party Secretary supported the policy of upgrading Sa Dec General Hospital and requested the city to prepare well for the 2nd Ornamental Flower Festival, affirming the brand of Sa Dec - the city of flowers.
