According to the report of the Department of Finance (the standing agency of the Steering Committee), the total capital for the medium-term public investment plan for the period 2021-2025 assigned by the Provincial People's Council is 13,260,859 million VND, implementing 156 projects. By 2024, capital has been allocated for 146 projects, the remaining 10 projects are scheduled to start construction in 2025. To date, 129 projects have been completed, 27 projects are being implemented, it is expected that by the end of 2025, 23 projects will be completed, the remaining 4 projects will be transferred to the period 2026-2030 according to the approved project progress. Project management is ensured in accordance with current state procedures and regulations. No completed project has been put into use or stopped construction, all projects have been effective.
Regarding projects using capital from economic sectors, as of March 2025, the province has 484 projects granted investment policies/investment registration certificates by the Provincial People's Committee with a total registered capital of VND 247,407 billion, of which 350 projects have been completed and put into operation; 45 projects are under construction and 89 projects are completing investment procedures. In general, most of the projects in the province have basically met the goals and progress as prescribed. However, there are 41 projects with slow and prolonged implementation progress. The Department of Finance has advised the Provincial People's Committee to direct the removal of difficulties and obstacles to speed up the progress of the projects; has resolutely advised on handling the cancellation, revocation, and termination of operations for 87 projects; In the coming time, we will continue to review the progress of projects and strengthen inspection and examination work to handle projects that are behind schedule in the second quarter of 2025 according to the provisions of the Investment Law and relevant laws.

For unused or ineffectively used headquarters and offices, there are 7 real estate facilities in the province that have been auctioned many times but have no customers participating. There are 7 real estate facilities that have approved the arrangement plan and auction plan but have not approved the starting price. There are 18 real estate facilities that have submitted the arrangement plan after the merger. In addition, the Department of Construction is consulting on organizing the auction of the Ca Na-Phuoc Nam Factory and the Son Hai Water Supply System.
After listening to the report of the Department of Finance, the comments of Comrade Le Huyen, Vice Chairman of the Provincial People's Committee and members of the Steering Committee on the situation and results of waste prevention and control in asset management and use; budget finance; projects with difficulties, obstacles, and long-term backlogs according to the Prime Minister's telegrams and the proposed 2025 action plan of the Steering Committee, the Chairman of the Provincial People's Committee requested the Department of Finance to update and systematize the system of central and provincial directive documents on waste prevention and control to have a list to provide to the Steering Committee and update periodically, avoiding omissions; develop a common reporting form for departments and branches so that the reporting regime of the units ensures consistency, completeness in content, scientific form, and on time; continue to review and fully compile the list of projects behind schedule in the province for timely monitoring, urging, and finding solutions; Advise on developing the 2025 action plan of the Steering Committee to ensure it is concise, scientific, with clear assignment of people, tasks, and timeline.
Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Waste Prevention and Control delivered a concluding speech at the meeting.
The Chairman of the Provincial People's Committee also requested departments, branches and localities to proactively review projects that are behind schedule and prolonged to find solutions and remove difficulties and obstacles in a timely manner; have specific and unified criteria and levels in implementing inspection and examination work; continue to research, propose and recommend to the central government specific and appropriate contents to better implement waste prevention and combat work in the province in the coming time.
