After 6.5 days of serious, democratic, innovative, scientific and highly responsible work, the 9th Extraordinary Session of the 15th National Assembly was a great success, completing all the contents of the proposed program.
With a very high approval rate, the National Assembly voted to pass 4 laws, 5 resolutions and conduct personnel work to implement the arrangement and streamlining of the National Assembly and Government apparatus for the 15th National Assembly term; at the same time, passed 6 other resolutions to promote the country's socio-economic development and specific mechanisms and policies for a number of important projects.

The results of the session are an important milestone in the process of law-making, directly serving the revolution of arranging and streamlining the apparatus of the political system, promptly removing difficulties and obstacles in institutions and policies, creating breakthroughs to perfect infrastructure, promoting resources, creating new development space for localities and the whole country, promoting growth of at least 8% in 2025 and double-digit growth in the coming decades, bringing the country into a new era, an era of striving to develop richly, civilizedly, prosperously, and prosperously, with people increasingly well-off and happy.

Held in a very special context, taking place right after the Lunar New Year holiday of At Ty 2025 and the 95th anniversary of the Party's founding with the important task of urgently and promptly institutionalizing the resolutions and conclusions of the 13th Party Central Committee Conference (January 23-24, 2025), the 9th Extraordinary Session of the 15th National Assembly has a huge workload with 17 contents on legislative work, socio-economics, state budget, personnel work and other important issues.

On the basis of closely following the Party's policies and resolutions, democratically discussing and institutionalizing them into laws; along with the spirit of listening, carefully studying to explain, absorb and edit by the drafting agency and the examining agency; at this Session, the National Assembly considered and passed 4 laws, including: Law on Organization of the Government (amended), Law on Organization of Local Government (amended), Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly, Law on Promulgation of Legal Documents (amended); and 18 resolutions (including 2 legal resolutions), including 5 resolutions to implement the arrangement of the apparatus of the National Assembly and the Government for the term of the 15th National Assembly; 6 resolutions to promote the socio-economic development of the country and specific mechanisms and policies for a number of key national projects and works and 7 resolutions on personnel.
The National Assembly voted to pass the Law on Promulgation of Legal Documents (amended) with a rate of 96.03%.
Notably, the National Assembly's consideration and approval of the Law on Promulgation of Legal Documents (amended) is of great significance, serving as a foundation and creating a legal corridor for the development and implementation of a system of legal documents with new thinking, approaches, and methodologies, suitable for the new context. In a very short and urgent time, the draft Law was comprehensively studied and revised, with major changes, addressing practical issues, in accordance with the spirit of Conclusion No. 119-KL/TW dated January 20, 2025 of the Politburo on the orientation of innovation and improvement of the law-making process.
Accordingly, minimize unnecessary processes and procedures; clearly define the authority of the National Assembly, the Government and agencies in the political system, promote dynamism and creativity associated with roles and responsibilities, strengthen control of power, prevent and combat corruption, waste and negativity; assign only one agency to preside over and take primary responsibility for a task; the Government and agencies submitting draft laws are ultimately responsible for the draft laws submitted by their agencies; ensure close, effective, synchronous and timely coordination in policy and law making between the National Assembly and the Government, between ministries, branches and between the Central and local levels; ensure synchronization, unity and conformity with changes in the organizational structure, functions, tasks and powers of agencies after implementing the organizational arrangement .
The promulgation of this Law aims to create a legal framework to promptly remove institutional obstacles and shortcomings that have been identified as "bottlenecks of bottlenecks", so that institutions become "breakthroughs of breakthroughs", and unlock resources for the country to develop rapidly and sustainably in the new era of the nation.
Along with that, the Law on Government Organization (amended), the Law on Organization of Local Government (amended), and the Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly will contribute to important changes in the way relevant agencies and institutions operate in the direction of improving efficiency, effectiveness, and efficiency.
Based on the results achieved in 2024, the forecast for 2025 and the Government's proposal, the National Assembly discussed and approved a Resolution on supplementing the 2025 Socio-Economic Development Plan with a growth target of 8% or more. In the Resolution, the National Assembly proposed 5 main groups of tasks and solutions for the Government and relevant agencies to implement.
Firstly , promote the improvement of institutions and laws and improve the effectiveness of law enforcement organization.
Second, focus resources on completing synchronous and modern strategic infrastructure; unblock and effectively use public investment resources.
Third, focus on reforming administrative procedures, improving the investment and business environment, creating all conditions to quickly resolve investment procedures, difficulties and obstacles in investment and business activities, and encouraging investment from all economic sectors.

In addition, closely following the policies and orientations of the Party Central Committee, the Politburo and the National Assembly have reviewed and approved a number of resolutions to promptly institutionalize tasks and solutions to remove bottlenecks and obstacles, contributing to liberating all resources, taking advantage of all opportunities, promoting sustainable socio-economic development, helping our country escape the middle-income trap and complete two 100-year goals (by 2030, the 100th anniversary of the Party's founding, and by 2045, the 100th anniversary of the country's founding).
In particular, the National Assembly reviewed and approved the Resolution on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation in order to urgently institutionalize a number of urgent tasks and solutions in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation, in order to liberate and unblock all resources for development.

Also to contribute to the implementation of the double-digit economic growth target in the coming years and the goal of zero net emissions by 2050, ensuring national energy security, the National Assembly has passed a Resolution on special mechanisms and policies for investment in the construction of Ninh Thuan nuclear power project houses, to urgently institutionalize a number of tasks and solutions to implement the construction of Ninh Thuan nuclear power plant project houses, meeting the energy needs for the country's breakthrough development in the new period.
To contribute to solving institutional “bottlenecks”, the National Assembly has passed a Resolution to pilot a number of specific mechanisms and policies to develop the urban railway network in Hanoi and Ho Chi Minh City, contributing to the goal of investing in completing the urban railway network in the two cities; thereby, meeting the needs of public transport, contributing to restructuring urban transport methods in a sustainable, harmonious, reasonable and strategic manner.
In particular, the Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network in Hanoi and Ho Chi Minh City was unanimously approved by 100% of the National Assembly delegates present.

The Laws and Resolutions were passed with a very high approval rate, reaching over 99% of the National Assembly deputies present to vote, which is also one of the very special results of the National Assembly at the 9th Extraordinary Session.

The National Assembly elected two additional Vice Chairmen of the National Assembly for the 15th National Assembly; approved the Prime Minister's proposal to appoint two Deputy Prime Ministers for the 2021-2026 term. At the same time, it elected one member of the National Assembly Standing Committee and six Chairmen of National Assembly Committees; approved the Prime Minister's proposal to appoint four Ministers for the 2021-2026 term; and dismissed a number of Ministers and members of the National Assembly Standing Committee to take on other duties.
General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man and other Party and State leaders presented flowers to the elected and dismissed comrades.
The above outstanding results were achieved first of all due to the close and timely leadership and direction of the Party Central Committee, directly the Politburo and the Secretariat, headed by General Secretary To Lam. With a proactive spirit, the preparation of the contents to be presented at this Session was carried out early, closely following the leadership and direction of the Party Central Committee, the Politburo, the Secretariat, and the Central Steering Committee on summarizing Resolution No. 18-NQ/TW; especially the spirit of urgency, determination, and high responsibility before the Party and the People.
The National Assembly Party Committee proactively reported and asked for the Politburo's opinions early on the expected content, program, and organization method of the Session. Immediately after its establishment, the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee held a meeting to discuss in detail and reach a high consensus on the issues to be reported to the National Assembly at this Session. At the same time, the Standing Committee of the National Assembly was directed to closely coordinate with the Government, direct agencies to carefully review and give opinions on the preparation work for the Session at 3 sessions; issue a specific plan to implement the amendment and supplementation of laws and resolutions to serve the work of reorganizing the apparatus. Immediately after the 13th Party Central Committee Conference (January 23-24, 2025), the Standing Committee of the National Assembly was directed to hold 2 sessions in February 2025 to review each content submitted to the National Assembly.
Second is the close, timely and effective coordination of the Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, the agencies of the National Assembly and relevant agencies and organizations; the consensus and support of the business community, the people and voters nationwide. The central ministries, departments and branches, Hanoi city and localities have also proactively coordinated to provide thoughtful service, ensuring absolute safety for the Session.

Third, the National Assembly deputies have upheld their sense of responsibility, discussed enthusiastically, and resolved difficult issues with wide scope of influence; under special conditions, under time pressure but with the requirement of ensuring synchronization, strictness, and immediate implementation in practice, the National Assembly deputies have all shown great support and determination, including many frank and valuable opinions in both theory and practice.
As a result, there were a total of 677 comments expressed in the Group; 111 delegates registered to speak in the Hall, including 109 comments and 2 discussions in the Hall. In particular, many delegates noted: the draft laws submitted to the National Assembly this session have many new issues, are correct and accurate, concise, easy to understand, in accordance with the spirit of innovation in law-making thinking from the 8th Session, 15th National Assembly; affirming timely, inevitable, objective, correct, far-sighted, and convincing policies of the Party and State; have caught the right pulse, without hesitation or hesitation to promptly overcome the limitations, obstacles, and bottlenecks that slow down the country's development, demonstrating the democracy, objectivity, and high sense of responsibility of the National Assembly and National Assembly delegates.
Along with that, the contents of the Session were promptly, vividly and accurately informed to voters and people nationwide, receiving great attention from public opinion. Preliminary statistics show that there were more than 3,000 news and articles promoting the 9th Extraordinary Session of the 15th National Assembly.
From the specific results of the National Assembly at the 9th Extraordinary Session and recent sessions, some lessons can be drawn in the organization, conduct of Sessions and activities of the National Assembly. These are: (i) to regularly follow the leadership and direction of the Party; (ii) to highly promote the effectiveness of the coordination work of the Government, the Prime Minister, the agencies of the National Assembly and relevant agencies and organizations; the consensus and support of the business community, the People and voters nationwide in the process of preparing for the Session of the National Assembly; (iii) to mobilize and strongly promote the role, responsibility and intelligence of each individual National Assembly deputy, contributing to the work of legislation, supervision and decision on important issues of the country; (iv) listen receptively, study carefully, discuss democratically, thereby explaining, accepting, and perfecting draft laws and draft resolutions to reach high consensus before submitting them to the National Assembly for consideration and approval.
However, there are still many specific issues of very different practices that need to be further studied and implemented in accordance with the Constitution, in accordance with practice, ensuring consistency, feasibility, effectiveness, and achieving the set goals. Some concerns and worries of National Assembly deputies are well-founded, and need to be paid close attention to in the process of directing, guiding, organizing implementation and monitoring after the laws and resolutions come into effect, ensuring strict implementation of the Party's guidelines and policies and the State's laws and policies.
Therefore, in the coming time, it is recommended that agencies, units and localities urgently organize and implement with a spirit of proactiveness, creativity, determination, and drasticness, saying goes hand in hand with doing. It is recommended that the Government make the greatest effort to develop plans and documents detailing the contents assigned in the laws and resolutions of the National Assembly; agencies urgently review to amend and supplement specific contents in legal documents related to the arrangement of the apparatus that need to be handled immediately, are of a special nature, and cannot be handled according to general principles for promulgation under authority. At the same time, it is recommended that relevant agencies and National Assembly deputies continue to study and proactively prepare the best contents to be submitted to the National Assembly at the upcoming 9th Session of the 15th National Assembly.
