From the results of the construction of the 500 kV Line 3, EVN has determined how to invest in the construction of other key projects and works in the coming time to be "Better - Faster - More Effective and Safer".

Chairman of the Board of Directors of Vietnam Electricity Group (EVN), Mr. Dang Hoang An said that if the 500 kV Line 1 was invested and built with the spirit of daring to do and taking responsibility, the 500 kV Line 2 with the spirit of promoting internal strength and national self-reliance, the 500 kV Line 3 Project was implemented with the spirit of promoting the combined strength of the entire political system from the Government, ministries, branches, local authorities at all levels, and people who joined hands and unanimously overcame all difficulties and innovated their ways of working to bring the Project to the finish line on schedule.

EVN has also drawn 6 valuable lessons from the process of investing in the construction of the 500 kV line circuit 3 and determined for itself the direction and method to carry out the investment in the construction of other key projects and works in the coming time to be Better - Faster - More Effective and Safer, especially the projects assigned in the Power Plan VIII.

Accordingly, it is necessary to identify leadership and direction as playing a key, comprehensive and consistent role in determining the success of each project. It is necessary to thoroughly instill in all units, leaders at all levels and each cadre and employee the spirit of "clear thinking, high determination, great efforts, decisive action, focus, and finishing each task; clearly assigning people, tasks, responsibilities, time, products, and results, making it easy to check, urge, and evaluate" to fulfill the mission of "electricity being one step ahead", ensuring safe and stable electricity supply for socio-economic development and people's daily life.

The 500 kV Line 3 project was assigned by EVN to EVN NPT as the investor, with a total length of 519 km, 1,177 pole locations, 513 anchorages, passing through 211 communes/wards of 43 districts in 9 provinces with a total investment of more than 22,300 billion VND.

To avoid problems and shortcomings in the project implementation process, the National Power Transmission Corporation (EVNNPT) and 5 Power Corporations must closely follow the Departments of Planning and Investment and Industry and Trade of the provinces to participate in contributing opinions in the process of making the Provincial Planning and Planning Implementation Plan.

EVN also gained experience in deeply participating in giving opinions on the planning of the development of the national power system, ensuring a complete list of projects along with systems of maps, power grid diagrams and land allocation for projects.

In addition, there is close coordination to ensure the synchronous progress of power grid projects between EVNNPT and the Power Corporations. Strengthening post-inspection and evaluation of the implementation of investment progress agreements on construction of synchronous power grid projects between EVNNPT and the Power Corporations.

For investment preparation, the Corporations/Project Management Boards participate in and control the quality of consulting products and especially improve the quality of reporting to competent authorities.

With 4 component projects, there have been 226 bidding packages in the 500 kV Line 3 Project, including 93 construction and installation bidding packages; 75 steel pole supply bidding packages; 36 conductor and optical cable supply bidding packages; 17 insulation supply bidding packages; 5 primary, secondary, and electrical resistance equipment and materials supply packages.

In addition, leaders of units proactively and regularly report to ministries, branches, and State Steering Committees of important national programs, works, and projects, and key energy sector projects on difficulties and problems to promptly find solutions.

At the same time, promote the application of technology in investment preparation.

Lessons learned in contractor selection are to grasp the market, plan for reasonable contractor selection, use standardized sample bidding documents, learn from many projects, and implement 100% online bidding for packages.

Focus on human resources with expertise and experience in organizing bid evaluation and contract negotiation in accordance with legal regulations on bidding.

Strengthen inspection, examination, supervision and monitoring of contractor selection activities at units, focus on training and fostering policies and laws on bidding, improve capacity, expertise and standardize the quality of staff working in bidding.

To do a good job of site clearance to meet the project's progress, the Investor/Project Management Board must proactively report to local authorities at all levels about the scale and importance of the projects, information about land and forest use areas, project progress and difficulties and problems during the implementation process to grasp information to direct and manage site clearance compensation work.

The project spans 9 provinces with large areas of compensation and site clearance, with a total land acquisition area of ​​about 183 hectares, affecting 5,248 households and 96 organizations, and 167 households having to relocate.

Along with that is controlling the quality of measurement, map extraction, preparing land recovery application files and especially improving the quality of explanation work with local departments and branches.

Closely coordinate with local authorities at all levels in propaganda and mobilization work to help people understand the importance of the project, the policies of the Party and the State to gain high consensus, create conditions for early handover of land, and temporary lease/borrowing of land for construction.

Coordinate with local authorities to do a good job of resettlement, not letting people suffer disadvantages but must follow the principle that the new place of residence must be equal to or better than the old place of residence.

Local authorities/Land Fund Development Centers, with the role of presiding over the implementation and decision-making of work related to compensation and resettlement, proactively, positively, and resolutely create favorable conditions to help Enterprises, ensure project progress and harmonize people's interests, and comply with state policies.

In the construction work, the Chairman of the Board of Directors also mentioned the tasks that the leaders of the Investor/Project Management Board need to pay attention to.

That is, the division of labor must be clear to the person and the job; the assignment must be focused; each task must be completed thoroughly; the effort must be high, the determination must be great; do not say no, do not say it is difficult, do not say yes but do not do it.

Stay close to the construction site to keep track of work and progress. Timely direct, manage, and resolve difficulties and problems.

Strengthening the control of project quality and HSES progress through tools, applying technology, inspection and supervision apparatus and EVN's regulations and processes such as IMIS construction investment management software; construction diary; supervision consultancy; regulation 143 on construction investment; quality management processes; acceptance process; Closely coordinate and regularly report to local government leaders at all levels to be facilitated and assisted in promptly resolving difficulties and problems.

Also to create an enthusiastic working atmosphere, promptly encourage and reward workers, information and communication work to portray good people and good deeds on the construction site, create consensus among people and spread the positive effects of the works and projects was also mentioned by the Chairman of the Board of Directors of EVN.
