Accordingly, the Ministry of Information and Communications has issued Plan No. 286 to specify the implementation of the Government's Action Program, in which tasks are clearly assigned to each agency and unit to ensure effective implementation of assigned goals and tasks.
At the meeting, Deputy Minister Pham Duc Long emphasized that the implementation of Resolution 57 must be carried out with a breakthrough and drastic spirit.
“If there is a circular, the circular must be amended. If there is a decree, the decree must be amended. We cannot let the situation get stuck without taking action, hindering overall development,” the Deputy Minister emphasized.
It is especially necessary to strengthen the responsibility of leaders. Instead of just giving instructions, leaders of units must now directly participate in the implementation and be responsible for the progress of the tasks. The results achieved will be the criteria for evaluating the capacity of the leader.
The Deputy Minister requested that agencies and units under the Ministry review their tasks, determine the completion time, report specific progress on implementation and propose additional resources if necessary. The planning must be detailed for each week and each month and assign specific responsibilities to each individual to ensure effective implementation.
Agencies and units in the Ministry of Information and Communications pledge to fulfill assigned tasks well.
The review and planning must be carried out urgently, with the spirit of “one week late means the country is one week late, one month late means the country is one month late, affecting the overall development”. Units will send reports to the National Digital Transformation Agency – the focal unit to synthesize the implementation progress.
The Deputy Minister assigned the National Digital Transformation Department to coordinate with the Ministry's Office to build a system to monitor, update and evaluate the progress of the units' plan implementation on a weekly and monthly basis; at the same time, he required all units in the Ministry to perform their tasks seriously and responsibly, while encouraging them to speed up progress and complete work earlier than planned.
