Direction of the Secretary of Bac Kan Provincial Party Committee at the 4th Congress of Ethnic Minorities of the province

On October 19, speaking at the 4th Congress of Ethnic Minorities in Bac Kan Province in 2024, Mr. Hoang Duy Chinh, Secretary of the Bac Kan Provincial Party Committee, acknowledged and commended the achievements gained over the past 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities in Bac Kan Province in 2019. In addition to the achieved results, the Secretary of the Bac Kan Provincial Party Committee pointed out a number of limitations in the province's ethnic work.

In order to effectively carry out ethnic work in the coming time, the Secretary of the Bac Kan Provincial Party Committee proposed that, with the direction of the Deputy Minister and Vice Chairman of the Ethnic Committee, the Congress seriously absorb, supplement the Resolution Letter and concretize it in the implementation process. At the same time, he requested that Party committees, authorities, the Fatherland Front and socio-political organizations from the province to the grassroots level focus on implementing a number of key tasks, specifically:

Firstly, continue to propagate, thoroughly grasp and widely disseminate the Party and State's policies and guidelines on ethnic affairs at all levels, sectors and all walks of life. Implement ethnic solidarity, create consensus and trust in the leadership of the Party and State. Resolutely fight to defeat all plots and tricks of hostile forces that take advantage of ethnic and religious issues to deceive, entice, incite and divide the great national unity bloc.

Second, mobilize all resources to prioritize investment in socio-economic development in ethnic minority areas. In particular, a very important task is to accelerate the progress and effectiveness of the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030. Continue to pay attention to investing in infrastructure, especially transport infrastructure; solve the shortage of residential land, production land, and domestic water; effectively implement the program to eliminate temporary and dilapidated houses launched by the Prime Minister. Strive to eliminate dilapidated houses in the entire province by the end of 2025.

Focus on mobilizing and supporting ethnic minorities to promote their potential and strengths, apply technical advances and new technologies in production, create products and goods, increase income to develop the economy, and escape poverty sustainably. Improve the quality of vocational training, create jobs, and effectively implement social security policies for ethnic minorities.

Along with that, it is necessary to do a good job of propaganda, mobilization, and support for people to abandon backward customs and practices, while preserving and promoting the fine cultural identity of each ethnic group, preserving their unique writing, language, and costumes. Continue to consolidate and invest in developing the system of boarding schools and semi-boarding schools for ethnic minorities, creating favorable conditions for children of ethnic minorities to study stably. Improve the quality of medical facilities, and effectively carry out the work of taking care of people's health.

Third, continue to consolidate, improve and build an increasingly clean and strong political system at the grassroots level. Prepare well for the personnel work of the Party Congresses at all levels for the 2025-2030 term, with a reasonable structure, increasing the proportion of ethnic minority cadres in Party committees, People's Councils at all levels and in the contingent of civil servants and public employees. Focus on planning, training, fostering, arranging and using ethnic minority cadres.

Pay attention to improving the quality of grassroots cadres in the direction of being close to the people, understanding their customs and practices, understanding their language and writing, listening to what they say, speaking so that they listen, being proactive, sincere, persistent and cautious, tactful, confident and effective, in order to meet the requirements of the tasks set out in the working areas with many ethnic minorities.

Fourth, promote patriotic emulation movements associated with implementing the Politburo's Conclusion on continuing to promote studying and following Ho Chi Minh's ideology, morality and lifestyle, and regulations on revolutionary ethical standards. Focus on replicating advanced models and examples in work and study. Promote the role of village elders, village chiefs, prestigious people and influential people in propagating and mobilizing ethnic minorities to properly implement the Party's guidelines and the State's laws and policies.

For ethnic minorities in our province, no matter how difficult or hard it is, we must prioritize time and money, creating all conditions for our children to go to school, play, and study properly. We determine that education is the only way to escape poverty, to build our villages to develop to catch up with the lowlands.

The Secretary of the Bac Kan Provincial Party Committee respectfully requested the people of all ethnic groups in Bac Kan province to continue promoting the spirit of solidarity, joint efforts, and unanimity with the spirit of self-reliance, self-reliance, and national pride, continue to overcome all difficulties and challenges, strive to compete in labor production, study to escape poverty, strive to become rich legitimately, realize the aspiration for change, and pay attention to building Bac Kan province to become more and more developed.
