Standards and regulations in state management
One of the key issues discussed at the meeting was the development of technical standards and regulations in state management. Minister Nguyen Manh Hung emphasized that policies are only effective when they are clearly measured and evaluated. Technical thinking needs to be incorporated into national governance. State management is not only about setting regulations, but also about having specific standards to measure the level of implementation and effectiveness of policies. This is a technocratic approach that helps improve the quality of management and enhance national competitiveness.

Vietnam needs to orient standards according to international standards, leading national development in the direction of human progress. Standards are not only a tool to control the quality of products and goods but also a foundation to improve national competitiveness.
Minister Nguyen Manh Hung raised the question: " How many indicators are needed to evaluate a field? Which indicator is the most important? " These are core issues in building a system of standards and technical regulations to meet the country's development needs.
The Minister also emphasized the importance of measuring factors that have a direct impact on social life and the country's competitiveness. Measurement standards are not limited to technical equipment, but must also be extended to assessing the quality of life, labor productivity and the contribution of science and technology to the economy.

At the meeting, leaders of the Resettlement Committee reported on the operation situation, clarified some contents related to the functions and tasks of performing the state management role as well as the unit's contributions to socio-economic development.
One of the biggest challenges in the field of resettlement is how to accurately assess the contribution of this sector to the economy. Minister Nguyen Manh Hung emphasized that every policy issued must ensure clear, measurable and transparent output targets. Without output targets, management will be ineffective and unable to promote development.
In addition, the Minister also noted that the development of standards should be linked to the goal of improving national competitiveness. The Minister suggested learning from international experience, especially countries that have been successful in using standards to promote exports and improve product quality.
To realize the proposed orientations, Minister Nguyen Manh Hung requested the Commission to you The TĐC builds a specific action plan in the second quarter of 2025, focusing on three important milestones.
In April 2025, the Minister requested to convert the new thinking into specific goals, issue an action program as a "guiding star". Along with that, announce a set of criteria to measure the effectiveness of TĐC activities, and shorten the process of building and issuing TCVN to less than 12 months, instead of the previous two years.
In May 2025, the Minister requested the submission of a national strategy on TĐC ( or a ministerial-level strategy if not yet approved by the Prime Minister ) . At the same time, the dossier of the Law on Technical Regulations and Standards (TCQCKT) and the Law on Product and Goods Quality (CLSPHH) according to the new orientation will be completed. In addition, TCVN on policies will also be issued to ensure that all policies have criteria for evaluating and measuring output.
By June 2025, the ICT sector will promote the application of information technology to reduce 30% of the workload, while encouraging technology startups, especially in the field of artificial intelligence (AI), to participate in support. One of three key areas - digital transformation, science and technology or policy - will be selected to develop standards.

At the meeting, Deputy Minister Le Xuan Dinh also proposed that the TDC submit a comprehensive digital transformation plan to serve state management and operations. In particular, Deputy Minister Hoang Minh proposed to develop guidelines on innovation standards in enterprises, based on the international standard ISO 56000, to promote innovation in the business community.

Concluding the working session, Minister Nguyen Manh Hung emphasized six key contents: i) Standards must be built on the foundation of innovation and development according to the Party's orientation; ii) Product and service quality must be associated with management quality and data-based decision making; iii) Measurement standards are not only administrative regulations but need to become tools to enhance the reputation and competitiveness of enterprises; iv) Standards must be guiding, have a specific roadmap and implementation support tools; v) Standards do not stop at quality control but must also contribute to improving the effectiveness of national governance; vi) Standards management needs to ensure harmony between common interests and the interests of each individual and organization, creating a driving force for sustainable development.
With specific orientations and actions, TĐC will become an important driving force to promote socio-economic development, improve people's quality of life and increase national competitiveness. By approaching technical thinking in national governance, Vietnam can build a TCVN system. and solid national technical standards , creating a foundation for sustainable development and enhancing competitiveness in the new era.
