Mr. Do Duc Chien, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Ham Yen District : After nearly 4 years of implementing the Resolution of the Congress, the Party Committee and the people of all ethnic groups in Ham Yen District have promoted the tradition of solidarity, overcome difficulties and achieved many comprehensive results in all fields. Through assessment, in 2024, the results of socio-economic development of Ham Yen District have many positive changes with 14/15 targets reaching and exceeding the set plan targets.
The district's economy continues to develop; the construction of new rural areas has achieved many results, the value of industrial production, output of some industrial products, trade, service activities, and retail sales of goods increased compared to the same period. Agricultural and forestry production is on schedule; natural disaster and epidemic prevention and control work is proactive and timely responded to; natural resources and environment work is well managed.
Specifically, the average income per capita is estimated at 52 million VND/person/year (100% of the plan); the value of agricultural, forestry and fishery production is 2,975 billion VND, up 0.5% of the plan; the value of industrial and handicraft production is 1,712.2 billion VND, 100% of the plan; the rate of poverty reduction according to multidimensional standards is reduced by 2.64% (exceeding 0.4% of the plan); the urbanization rate is 12.6%, 100% of the plan....
This year, Ham Yen created jobs for 3,516 workers, an increase of 10.4% over the plan (plan 3,185 workers). The rate of trained workers reached 68.5% (plan 68.5%), of which vocational training reached 47.1% (plan 47.1%), with certificates 23.9% (plan 23.9%). Currently, 100% of communes and towns maintain meeting the national criteria on commune health (plan 100%).
Tourism development continues to receive attention, promoting tourism development in the district, continuing to improve the quality of 06 tourism models in the district; in the first 11 months of 2024, there were 116,000 visitors, estimated revenue of 143 billion VND (reaching 99.1% of the plan, up 3.6% compared to the same period in 2023); it is estimated that in the whole year of 2024, it will attract 117,000 visitors, estimated revenue of 145 billion VND, reaching 100% of the plan.
For National Target Programs (NTPs): The District People's Committee proactively assigned detailed capital plans for 2024 of the 03 NTPs to agencies and units. By November 30, 2024, the disbursement results of public investment capital of the 3 Programs were 610,098/1,261,243 million VND, reaching 48.4% of the plan; the disbursement progress of career capital of the 03 Programs was 39,177.0/90,912.0 million VND, reaching 43% of the plan.
Reporter : Besides the achieved results, in the direction, management and implementation of socio-economic development tasks, what difficulties and problems does Ham Yen face, sir?
Mr. Do Duc Chien, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Ham Yen District : Last year, the state budget revenue target in Ham Yen did not reach the set plan. The reason was due to the implementation of a number of tax reduction policies according to regulations; the impact of the world economy, the domestic economy continued to develop complicatedly, the prices of goods, especially input materials, and the product consumption market fluctuated strongly and for a long time, leading to a decrease in the amount of tax paid to the budget by non-state enterprises compared to the same period in 2023.
In particular, heavy rainfall for 4 consecutive months, especially due to the impact of storm No. 3, caused floods, landslides, and widespread inundation. The district was unable to implement projects and some works to implement the criteria of a new rural district, affecting the construction progress. Also due to extreme weather, Ham Yen orange trees grew poorly, leading to a decrease in the orange production area, not meeting the set plan.
In addition, the productivity, quality, efficiency and competitiveness of some products of the district are still limited; the infrastructure system is not yet synchronous; the quality of human resources, especially high-quality human resources and the ability to apply scientific and technological advances are still low; digital transformation has not met the requirements; the life of a part of the people, especially in remote areas, ethnic minority areas is still difficult.
Reporter: What are the targets that Ham Yen district sets for 2025? What solutions can the locality effectively implement these targets and tasks , sir?
Comrade Do Duc Chien, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Ham Yen District : 2025 is the last year to implement the Resolution of the 17th Provincial Party Congress, the Resolution of the 21st Ham Yen District Party Congress and the 5-year socio-economic development plan (2021-2025 period), and at the same time, it is the year of many important events of the country.
Accordingly, the district will focus on effectively implementing a number of key targets and tasks such as: Striving to bring the average income per capita to 56 million VND/person/year; Reducing the rate of poor households according to the multidimensional poverty standard by 1.44%. Maintaining and improving the quality of targets and criteria for communes meeting the NTM standards of 17/17 communes; 03 communes meeting the advanced NTM standards, 01 commune meeting the model NTM standards; meeting the standards of new rural districts (9/9 criteria).
State budget revenue in the area reached 212 billion VND; Attracted 119,000 tourists. The rate of trained workers reached 72%, of which 50% were vocationally trained, 25.3% had certificates. Completed the plan to eliminate temporary and dilapidated houses for households with people who contributed to the revolution, poor households, near-poor households and households with housing difficulties with 314 houses.
Accordingly, Ham Yen continues to focus on leading and directing the completion of the above-mentioned tasks and targets of the socio-economic development plan, with solutions to continue to effectively exploit potentials and advantages; promote economic development, improve productivity, quality, efficiency and competitiveness of economic sectors; effectively apply science and technology, and digital transformation.
Mobilize and effectively use resources; focus on improving the quality of human resources; develop infrastructure, especially transport and urban infrastructure. Develop the economy in sync with the development of cultural and social fields, protect the environment, ensure social security, and improve the material and spiritual life of the people.
It can be said that the achievements and the goals and tasks set for 2025 have clearly demonstrated the high determination of the entire political system and the people of Ham Yen district in the cause of socio-economic construction and development and the efforts to create a breakthrough in implementing the key tasks set out by the Resolution of the District Party Congress for the period of 2021-2025. On this development momentum, Ham Yen is determined to become the first new rural district of Tuyen Quang province by 2025.
