More than 500 officials and teachers in Quang Tri are "owed" 7.3 billion VND in allowances

Over the past 9 years, more than 500 commune officials and teachers in Cam Lo district, Quang Tri province have been "owed" regional allowances of more than 7 billion VND.

On March 28, Chairman of Cam Lo District People's Committee Tran Anh Tuan said that up to now, the locality has not received a response from the Provincial People's Committee and the Department of Finance regarding the additional budget of nearly 7.3 billion VND to pay for the regional allowance regime that is still "owed" to cadres and teachers.

Previously, on December 20, 2024, Cam Lo District People's Committee submitted a document to Quang Tri Provincial People's Committee requesting additional funding of nearly 7.3 billion VND to implement the missing regional allowance regime for civil servants working in communes in regions I and II in the district from 2014 to 2023.

Head of the Finance and Planning Department of Cam Lo district, Le Anh Chuong, said that since the application of the regional allowance regulation in 2005 until the end of 2013, beneficiaries in 5 communes of Cam Chinh, Cam Nghia, Cam Thanh, Cam Tuyen and Cam Thuy have all been seriously paid by the locality.

In September 2013, based on the decisions of the Ethnic Committee and the Prime Minister on recognizing extremely disadvantaged villages and communes in regions I, II, III in ethnic minority and mountainous areas for the periods 2012-2015 and 2016-2020, the regional allowance coefficient was adjusted for each commune in Cam Lo district.

Therefore, the locality has applied a reduction in the regional allowance coefficient from 0.2 to 0.1 for Cam Chinh and Cam Nghia communes; cut the allowance regime for Cam Thuy commune and kept the coefficient of 0.2 for Cam Tuyen commune and 0.1 for Cam Thanh commune.

By 2021, according to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister on recognizing extremely disadvantaged villages, communes in Region III, Region II, Region I in ethnic minority and mountainous areas, period 2021-2025, Cam Lo district no longer has a commune with a regional allowance coefficient. Therefore, Cam Lo district applies and reduces this allowance for all subjects in the above 5 communes from July 2021.

However, the Department of Home Affairs of Quang Tri said that the regional allowance regime in localities of Quang Tri province is implemented according to the provisions of Joint Circular No. 11 of the Ministry of Home Affairs, Ministry of Labor, War Invalids and Social Affairs, Ministry of Finance and the Ethnic Committee, so it is not affected by Decision No. 861 of the Prime Minister.

On this basis, Cam Lo District People's Committee reviewed and synthesized the funding needs, and proposed the Provincial People's Committee to supplement the budget to pay for the regime for more than 500 commune officials and teachers from 2014 to 2023, nearly 7.3 billion VND. The payment for 2024 alone has been made.

Legitimate aspirations need attention

However, Director of Quang Tri Department of Finance Truong Chi Trung said that the budget for regional allowances for subjects is built annually based on the budget construction reports of localities. From there, the unit will advise the Provincial People's Committee to arrange in the budget at the beginning of the year.

Regarding the remaining funding for regional allowances in communes in Cam Lo district, it is because the locality did not fully summarize it in the budget construction report for the years 2014 - 2023. Therefore, to fully pay the regime for the subjects, Cam Lo district needs to proactively use the local budget to implement.

According to Mr. Trung, the Department of Finance has not yet received instructions from the Provincial People's Committee on considering additional funding related to the payment of regional allowances as requested by the Cam Lo District People's Committee.

Chairman of Cam Lo District People's Committee Tran Anh Tuan said that this is a legitimate wish, because it is a budget under the social security regime and policy according to regulations. However, the local budget is limited, Cam Lo District People's Committee does not have the conditions to balance it, and hopes that the Provincial People's Committee will pay attention and direct the district to have the budget to pay, avoiding disadvantages for cadres and teachers.

It is known that not only more than 500 cadres and teachers in Cam Lo are "owed" allowances. Currently, there are many cases in mass organizations assigned by the Party and the State such as: Journalists Association, Literature and Arts Association, Cooperative Union, Red Cross Association, Union of Science and Technology Associations, Association of the Blind in Quang Tri province have not been paid public allowances according to Decree 126/2024 of the Government.

Regarding this content, on March 19, 2025, the Department of Finance of Quang Tri submitted a document to the Provincial People's Committee to allocate nearly 1.2 billion VND from the provincial budget reserve in 2025 to pay.
