For more than 20 years, the Ben Luc resettlement area has not yet completed its infrastructure, making life difficult for people in the area.
The Ben Luc resettlement area project located in Ward 7, District 8 and part of An Phu Tay Commune (Binh Chanh District, Ho Chi Minh City) was approved and implemented since 2003, serving on-site resettlement and cases of land recovered in the Binh Dien Commercial Center construction project.
However, after 22 years of project implementation, the Ben Luc resettlement area is still not completed, causing many difficulties for people in the area.
According to Dan Viet reporters, this resettlement area is currently in a serious state of disrepair. Garbage and scrap collection points are located right in the residential area, emitting a foul odor.
Most of the roads in the Ben Luc resettlement area have not been paved, they are full of rocks, potholes, and stagnant water everywhere. People have to struggle to move to ensure safety.
Ben Luc resettlement area project is more than 24 hectares wide.
Ms. Thanh Hong (residing in District 8) shared: "For more than 20 years, people here have had to endure squalor, pollution and the stench. Many people cannot stand it and have to move to other places to live. We just hope that the project will be implemented again, the roads will be upgraded, and the electricity will be stable so that people can live in peace."
The Ben Luc resettlement area project has 4 investors: District 1 Production, Business, Service and Import-Export Joint Stock Company (Fimexco), now Phu My Loi Trading Joint Stock Company; Bao Hung Paper Production Limited Company; Ung Thanh Production and Trading Limited Company and Nguyen Minh Production and Trading Enterprise.
After being assigned the land, the investors have not actively completed the infrastructure, causing the project to fall into disrepair. The biggest problem of the project at present is determining the boundaries. Previously, when assigning the land to the investors, the boundaries of the roads were not clearly defined, which road would be implemented by which unit, leading to prolonged problems.
According to the representative of District 8 People's Committee, the district has held many meetings to listen to the units' reports on difficulties and problems. Currently, the district's specialized departments are reviewing and synthesizing legal documents related to the project. From there, they will serve as a basis for reporting, proposing, and recommending to the Ho Chi Minh City People's Committee to direct the removal of obstacles for the project, soon stabilizing the lives of the people.
