The largest bridge in Ho Chi Minh City's Ring Road 3 lacks construction space

Nhon Trach Bridge is located on Ring Road 3, connecting Ho Chi Minh City with Dong Nai, and is at risk of being difficult to complete in September 2025 as planned due to the locality's slow handover of land.

The bridge over the Dong Nai River, more than two kilometers long and 19.5 meters wide, is the main item of the Component 1A project, part of Ho Chi Minh City Ring Road 3. The remaining package is to build approach roads at both ends of the bridge, including intersections with a total length of 5.6 kilometers. Construction began last September and is expected to be completed in three years.

According to the My Thuan Project Management Board (investor), after 9 months of construction, the Nhon Trach bridge package has reached more than 32% progress, exceeding the progress of the contract signed by the contractor. However, the project is being affected by the delay in site clearance in Nhon Trach district (Dong Nai). Currently, the entire project area in Ho Chi Minh City has been handed over, while in Dong Nai, only more than 1.3 km of site out of a total of 6.3 km has been handed over (reaching more than 21%).

"Compared to the plan, site clearance for the project in Dong Nai is about 6 months behind schedule," said Mr. Tran Van Thi, Director of the My Thuan Project Management Board. Currently, the contractor is mobilizing all forces, dividing into many construction teams day and night, the project management board hopes that the locality will soon complete the site clearance so that the project can speed up its progress.

The lack of land also makes contractors worry about the impact on the project's completion time. In a new letter sent to the investor, the representative of the general contractor of Nhon Trach Bridge, Kumho Engineering & Construction Co., Ltd (Korea), said that this contract package has a very large construction volume, requiring high quality and technology. With the need to complete in a short time, the previous project schedule was given by the parties with the condition that the land in both Dong Nai and Ho Chi Minh City needs to be recovered soon and handed over from September 2022.

However, the area on the Dong Nai side has not yet been completed and handed over, causing the Korean contractor to worry that the project will not be completed on time. This unit said that it will not be responsible if the construction progress is prolonged due to slow site clearance.

Not only the general contractor Kumho, the subcontractor of the project, Cicenco 525 Company, also does not have a construction site. In the past, the unit had to rent land from people and businesses to build the construction site, gather machinery and equipment... In addition to incurring additional costs, the construction is also difficult because the land lease contracts do not allow the construction of the main structure of Nhon Trach Bridge until compensation is completed. This unit is requesting the general contractor and the investor to resolve this issue soon.

According to the People's Committee of Nhon Trach district, the total land area recovered for Project 1A in the area is more than 49 hectares with 468 households affected, of which the locality has paid compensation to 49 households with about 7.5 hectares. The main problem causing difficulty in clearing the remaining area is related to determining the land price. The locality is coordinating with consultants to establish land valuation certificates to speed up approval procedures, ensuring benefits for the people.

A representative of the Nhon Trach District Land Fund Development Center said that among the households involved in the project, there are about 218 cases that need resettlement and the locality has now completed preparations. In addition, compensation and support documents for all households have been completed. Therefore, the determination of specific land prices and approved compensation plans will speed up the land recovery and allocation for the project, expected in September this year.

Regarding the above issue, Vice Chairman of Dong Nai Provincial People's Committee Vo Tan Duc has directed relevant departments to support Nhon Trach in determining land prices soon. At the same time, the district needs to complete the price appraisal certificate and submit it to the Department of Natural Resources and Environment and the Department of Finance, and report the results to the provincial government before June 30.

In addition, to limit the impact on construction progress, Dong Nai province leaders requested relevant units to review areas that need priority land clearance, focusing on mobilizing people to hand over the land first. "After having a compensation plan, these areas need to be prioritized for clearance to hand over to investors and contractors," said Mr. Duc.

Component project 1A has a total length of 8.7 km, connecting Provincial Road 25B (Dong Nai) to Ho Chi Minh City - Long Thanh - Dau Giay Expressway (Ho Chi Minh City). In phase one, the route will be built 20-26 m wide, with a design speed of 80 km/h. The investment cost is over VND 6,900 billion, using ODA loans from Korea and counterpart funds from Vietnam.

In addition to Project 1A, the remaining unfinished part of Ring Road 3 is more than 76 km long, with a total investment of nearly 75,400 billion VND, implemented by 4 localities: Ho Chi Minh City, Binh Duong, Dong Nai and Long An. The route started construction in June this year and is expected to be completed in three years. In addition to connecting inter-regional traffic, it also promotes economic and social development in the Southern Key Region.
