Historic Central Conference and things to do immediately

The 11th Conference of the 13th Party Central Committee closed on April 12, 2025 after 3 days of urgent work with absolute unity.

This can be considered a "conference of urgent tasks," a "historic conference discussing historical decisions" in the new revolutionary period of Vietnam.

It is called a "historic conference" because the Central Executive Committee discussed important, core issues of the country, with strategic significance for hundreds of years.

The Party Central Committee has unanimously agreed on the contents stated in the Submissions, Reports, and Projects on continuing to reorganize the apparatus of the political system, reorganize administrative units, and organize local governments at two levels: provincial level (provinces, centrally-run cities), and communal level (communes, wards, special zones under provinces, and cities under provinces).

This is an unprecedented strategic decision with the highest goal of rapid, stable and sustainable development of the country, better care for people's lives, building a streamlined government apparatus, shifting from passive management to proactive service to the people, a modern governance model that creates development, and has the capacity to effectively organize and implement the Party's policies into practical life.

According to General Secretary To Lam, the goal of the above strategic decision is to build a Government in the direction of "being close to the people, serving the people better", and at the same time opening up a new situation in national development with a long-term vision, at least for the next 100 years.

Obviously, with the elimination of the intermediate level, the commune-level government will be strengthened in terms of human resources, facilities and authority to solve more practical tasks related to people's lives, serve the people more effectively as well as be able to propose and implement faster the tasks for the benefit of the people. A typical example is that the commune level will be able to issue legal documents to regulate within its locality.

The Reports, Proposals and Projects on organizational restructuring considered at the Conference were developed in the spirit of science, innovation, creativity, close to reality with a long-term vision, ensuring the formation and expansion of new economic, social and cultural development spaces suitable for national development.

The “historic” aspect is also because the Central Executive Committee has agreed on the number of provincial-level units (34 provinces and cities including 28 provinces and 6 centrally-run cities) along with the names and administrative-political centers determined according to the principles stated in the Submissions and Projects; on the termination of the operation of district-level administrative units after the National Assembly resolved to amend and supplement a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended); on the merger of commune-level administrative units so that the whole country can reduce the number of commune-level administrative units by about 60-70%.

Called the "conference of urgent tasks" by the Central Executive Committee, right after the 11th Conference, Party committees, Party organizations, agencies, units, localities and leaders must immediately deploy 7 tasks. Including focusing on directing and drastically implementing the tasks of implementing the arrangement and streamlining of the apparatus according to the Projects and plans approved by the Central Committee; ensuring that agencies, units and organizations before, during and after the arrangement operate continuously, smoothly, effectively, efficiently, effectively, without interruption of work, without leaving tasks, areas and fields vacant, without affecting the normal operations of agencies, units, organizations and people.

Regarding the organization of congresses at all levels in merged and consolidated localities - organize congresses at commune and provincial levels immediately after the arrangement of administrative units.

The spirit of urgency, seizing every hour and minute, is also reflected in the fact that right after the 11th Conference, the Central Steering Committee for the Summary of Resolution 18 will meet to specify the work that needs to be done, develop plans and roadmaps for implementing tasks in the coming time, and assign members of the Politburo and Secretariat to direct, guide, inspect, and urge.

At the same time, next week, the Politburo and the Secretariat will organize a national cadre conference to disseminate and unify the awareness and approach throughout the political system regarding the policies just approved by the 11th Central Conference.

Right from his opening speech at the Conference, General Secretary To Lam requested: The most important thing for comrades in each locality, ministry, and sector is to find "what needs to be done immediately" from their own internal resources to achieve the GDP growth target of 8% or more in 2025, continuous double-digit growth in the following years under the conditions that we are carrying out a revolution in organizational apparatus and rearranging administrative units at all levels, as well as in the situation of "global trade war."

Given the historic and urgent nature of the 11th Central Conference, Party members and people across the country followed the entire Conference and expressed their support and high unity.

Immediately after the closing of the Conference, Vietnam News Agency reporters in many provinces and cities promptly interviewed and recorded the emotions and expectations of cadres and party members with strong belief in the country's development in the era of national growth.

And certainly, every cadre and party member also clearly understands what needs to be done right now, contributing small bricks to build the country's foundation to stand shoulder to shoulder with the world powers as Uncle Ho always wished./.
