Prime Minister: Perfecting institutions, liberating the entire productive capacity of the country

On April 13, the Government held a thematic meeting on law-making for April 2025. Concluding the meeting, Prime Minister Pham Minh Chinh requested urgent institutionalization of the Party's policies, removing all institutional difficulties and obstacles to serve development.

The Government clarifies the contents that need to be revised and improved; the contents of cutting and simplifying procedures; decentralization and delegation of power; issues with different opinions and other issues that need to be reported to the Government Standing Committee, the Government, and the Prime Minister for consideration and direction on 4 draft laws and 2 draft resolutions of the National Assembly.

In particular, in the draft of the Penal Code (amended), delegates discussed in depth the provisions on death penalty, execution of death sentences; fines for violations of the law; issues related to high-tech crimes, commercial fraud; whether or not to criminally handle violations when implementing new business models and experimental applications of science and technology...

In the draft Law on Organization of Criminal Investigation Agencies (amended), Government members are interested in discussing the organization of the criminal investigation agency apparatus, especially regulations related to forces with criminal investigation authority and the relationship between investigation agencies...

With the draft Resolution of the National Assembly on the construction of a regional and international financial center in Vietnam, the Government enthusiastically discussed specific and outstanding policies to build and develop a leading international financial center, operating according to international standards in Vietnam; the model of organization, management, and dispute resolution at the international financial center in Vietnam; the mechanism to attract high-quality human resources, businessmen, foreign investors, etc.

In the draft Law amending and supplementing a number of articles of the Law on Handling Administrative Violations, delegates are interested in discussing the authority to handle administrative violations in the direction of decentralization and delegation of power; procedures for handling administrative violations appropriate to the situation...

The Government as well as the problems related to the issue of naturalization and re-naturalization of Vietnamese nationality in the draft Law amending and supplementing a number of articles of the Law on Nationality... to make the naturalization of Vietnamese nationality more convenient and open.

Regarding the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development, Government members focused on discussing and giving opinions on contents to promote the development of social housing for low-income people and industrial park workers, especially the participation of trade unions, the ratio of commercial housing area in social housing projects...

Discussing and giving specific opinions on each content, concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the efforts and active preparation of the Ministries of Public Security, Justice, Finance, and Construction, as well as the dedicated, responsible, practical, and quality comments of the Government members and delegates attending the meeting; requested the ministries to take the lead in receiving and promptly completing the dossiers of the draft Laws and Resolutions in accordance with regulations to submit to the National Assembly at the 9th Session in May 2025.

The Prime Minister assigned Deputy Prime Ministers in charge of the field to direct the presiding agencies to complete draft laws and resolutions; continue to review the institutionalization of the Party's policies, remove all difficulties and institutional obstacles, and serve development; avoid the situation of banning if you cannot manage; not knowing how to implement, not managing; liberating the entire productive capacity of the country; mobilizing all social resources for development; maximally decentralizing with inspection and supervision mechanisms, along with resource allocation; cutting all unnecessary and cumbersome administrative procedures; strengthening the authority to impose administrative sanctions, with specific and clear sanctions and regulations for effective implementation; ensuring clear responsibilities, clear authority, clear time, clear progress so that when the law comes into effect, it can be well and effectively organized and implemented.
