Opening the conference, Provincial Party Secretary Do Trong Hung emphasized: In the first quarter of 2024, in the context of intertwined opportunities, advantages, difficulties and challenges, with the spirit of "Discipline - Responsibility - Action - Creativity - Development", the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, all levels and sectors from the province to the grassroots have focused on leading, directing, implementing drastically, synchronously, creatively and effectively the tasks and solutions set out, achieving many very important and quite comprehensive results in all fields.

Highlights include: High and fairly even economic growth in all regions; the province's first quarter growth rate (GRDP) reached 13.15%, ranking 3rd in the country and leading the group of provinces and cities with the largest economic scale in the country. All production sectors have developed, in which agricultural production has grown highly and quite comprehensively; industrial production has grown strongly; tourism activities have been vibrant, total tourism revenue has increased, transportation services have increased sharply; export value has increased by 40.1%, state budget revenue has increased by 31.5% over the same period. Disbursement of public investment capital and site clearance have had positive changes.

Emphasizing the importance of the 30th Conference, the Provincial Party Secretary requested delegates to carefully study the report prepared by the Provincial Party Standing Committee and based on the practical situation of the province, as well as the sectors, fields, and working areas, to participate in discussing, analyzing, and objectively and comprehensively assessing the situation in the first quarter of 2024. Compare with the goals and tasks set out at the beginning of the year, clearly point out the outstanding results and achievements that have been achieved, especially the positive factors and newly emerging factors. During the discussion, it is necessary to focus on analyzing and clarifying the causes of limitations and weaknesses, especially subjective causes and experiences in leadership, direction, and administration.

Provincial Party Secretary Do Trong Hung emphasized: 2024 is a year of special significance, a year of acceleration and breakthrough to reach the finish line, decisive for the successful implementation of the goals of the 2020 - 2025 term. The results achieved in the first quarter are very exciting, but these are only initial results, the tasks set for the Party Committee, government and people of all ethnic groups in our province in the second quarter and the remaining 9 months of 2024 are still very large.

Based on the analysis and forecast of possible scenarios in the second quarter and the remaining 9 months of 2024, the Provincial Party Secretary requested delegates to specifically participate in 10 groups of tasks and key solutions for the second quarter stated in the report, ensuring that they are close to reality and highly feasible.

In particular, it is necessary to focus on analyzing and clarifying solutions to remove difficulties and obstacles in investment activities and site clearance, especially for key projects of the province; solutions to accelerate the disbursement of public investment capital in the area; accelerate the implementation of transitional projects and complete documents and procedures to start new projects as planned; solutions to remove difficulties and create favorable conditions for enterprises to maximize capacity, increase output, and enhance production value...

GRDP ranks 3rd in the country and is the highest in the first quarter since 2020.

In the first quarter, in the context of many opportunities, advantages and difficulties, challenges intertwined, the Provincial Party Committee, People's Council, Provincial People's Committee and all levels and sectors focused on leading, directing, and implementing drastically, synchronously and effectively the tasks and solutions set out in all fields, with the spirit of "Discipline - Responsibility - Action - Creativity - Development". Along with that, the active participation of the entire political system, the efforts of the business community and all classes of people, the province's socio-economy continued to develop, national defense and security were ensured, and the work of building the Party and the political system achieved positive results.

The growth rate of gross regional domestic product (GRDP) in the first quarter of 2024 is estimated at 13.15%, ranking third in the country and the highest in the first quarter since 2020. Of which, agriculture, forestry and fishery increased by 3.56%; industry - construction increased by 22.23%; services increased by 5.42%; product tax increased by 3.43%.

Agricultural, forestry and fishery production achieved positive results. The whole province completed the winter crop harvest with an estimated output of 63.7 thousand tons, equal to 94.9% of the plan; the spring crop planted 182.6 thousand hectares, equal to 95.6% of the plan. Forestry developed in a sustainable direction; 2,430 hectares of concentrated forests were newly planted, equal to 24.3% of the plan, up 6.8% over the same period.

In the first quarter, 3 more communes met the new rural standards, 7 communes met the advanced NTM standards, and 7 communes met the model NTM standards; to date, the whole province has 13 district-level units and 363 communes met the NTM standards, 97 communes met the advanced NTM standards, and 23 communes met the model NTM standards. There are 15 more products ranked as 3-star OCOP products at the provincial level, bringing the total number of provincial OCOP products to 479 products.

Industrial production grew strongly, the industrial production index in the first quarter is estimated to increase by 20% over the same period. Small-scale industry and traditional industries developed steadily. Planning, construction investment, and construction quality were enhanced. The Provincial People's Committee approved 2 construction zoning plans in Nghi Son Economic Zone (Industrial Zones No. 11 and 16).

Also in the quarter, service sectors developed quite well with retail sales of goods and some service sectors estimated at VND 45,857 billion, up 10.3% over the same period. Export value is estimated at 1,376.5 million USD, up 40.1%, the highest increase in the 4 years of implementing the 2021-2025 plan; import value is estimated at 2,257.5 million USD, up 14.1% over the same period. Tourism activities were vibrant; the whole province is estimated to welcome 2.5 million visitors, up 10% over the same period, tourism revenue is estimated at VND 2,408.5 billion, up 16.5% over the same period.

State budget revenue increased compared to the estimate and the same period, estimated at VND13,356 billion, equal to 37.6% of the estimate and up 31.5% over the same period. Mobilized development investment capital is estimated at VND31,681 billion, equal to 23.5% of the plan, up 7.1% over the same period. By March 29, 30 direct investment projects (including 6 FDI projects) had been attracted, 2.14 times higher than the same period, with a total registered investment capital of about VND3,539 billion and 62 million USD.

The 2024 public investment capital plan managed by the province was assigned in detail from the beginning of the year and focused on leadership and direction for drastic implementation. By March 22, the whole province had disbursed VND 2,058.3 billion, equal to 16.1% of the plan, 4.5% higher than the same period.

The cultural and social fields continue to make progress. The province leads the country in the rate of prize-winning contestants and ranks 4th in the number of first-prize winners in the 2023-2024 national high school competition. Social security is taken care of, and people's lives are improved.

National defense, security, and social order and safety are ensured; the military transfer target for 2024 has been completed. The work of building and rectifying the Party and the political system has achieved positive results; the system of institutions, regulations, rules, mechanisms, policies, and plans continues to be supplemented, amended, newly issued, and increasingly improved...

The report also pointed out the shortcomings and limitations related to the development of economic sectors, investment and business development issues... and proposed key tasks to be implemented in the second quarter to continue to resolutely, synchronously, creatively and effectively implement the goals set for 2024.

During the discussion, delegates also highlighted the achievements, shortcomings and limitations related to many issues such as the preparation and approval of the 2024 district-level land use plan; site clearance for investment projects; state budget collection activities...

The delegates also forecasted the situation affecting the province's development and proposed solutions that need to be prioritized to remove difficulties and obstacles in various fields. At the same time, they expressed their high determination, great efforts, and drastic actions to successfully implement the tasks of 2024, creating momentum for Thanh Hoa province to continue to develop rapidly and sustainably.

It is forecasted that in the second quarter of 2024 and the coming time, the economic situation will continue to recover; mechanisms and policies to promote socio-economic development are increasingly improved; the investment and business environment will continue to improve, creating favorable conditions to promote investment attraction. Nghi Son Oil Refinery, Nghi Son 1 Thermal Power Plant, Nghi Son 2 Thermal Power Plant and garment and footwear factories are forecasted to develop stably. In addition, there are a number of large projects expected to be completed and put into operation, many new projects will start construction, which are important driving forces to promote the socio-economic development of the province. To achieve the target of a growth rate of gross regional domestic product (GRDP) of 11% or more, the province needs to continue directing the acceleration of disbursement of public investment capital, while accelerating transitional projects in the area. Synchronously implement solutions to promote economic growth In addition to positive results in many areas, Thanh Hoa province has encountered difficulties and challenges, such as: Some products have low growth, down compared to the same period; difficulties in collecting land use fees; worrying credit growth; progress of some large, key projects has not met requirements. Le Minh Nghia, Director of Department of Planning and Investment To successfully carry out the tasks set out in the second quarter of 2024, the province needs to continue to direct the promotion of development in economic sectors. In the first quarter, the industrial sector developed relatively well but the service sector achieved low results, so it is necessary to focus on developing tourism activities to stimulate growth. Currently, the proportion of counterpart capital committed by the district budget for projects is very low, only reaching 20-25%. Therefore, districts, towns and cities need to increase the allocation of counterpart capital for projects to speed up the implementation progress. Along with that, it is necessary to continue to drastically and effectively implement solutions to promote the disbursement of public investment capital, quickly complete documents and procedures to start new projects as planned. For direct investment projects, this is an important driving force for development, so localities need to focus on site clearance for projects that have not yet been allocated land. For projects that have completed site clearance, functional agencies need to speed up the licensing process for investors, and at the same time clearly identify which stage is for the State and which stage is for the investor to speed up the implementation progress. It is forecasted that in the coming time, new difficulties and challenges will arise, which will affect the economy, including state budget collection activities. For example, enterprises are facing difficulties in accessing loans for production and business, thereby affecting production and consumption activities in the province. In order to successfully complete the budget collection task in 2024, the province needs to continue to focus on leading and directing the synchronous and drastic implementation of solutions to accelerate investment progress of projects; collect land use fees, export activities; deploy electronic invoices in production and business of enterprises to strictly control tax sources. Along with that, the province and localities need to continue to accompany enterprises to remove difficulties, create favorable conditions for production and business development, in order to increase revenue and promote economic growth. The total planting area is expected to exceed the plan, increasing compared to the same period. In the first quarter, the whole province focused on harvesting winter crops and sowing spring crops; most winter crops had a good harvest, purchase prices were stable, and many crops increased in price. Regarding the agricultural picture, in the first quarter, the focus was on harvesting winter crops and sowing spring crops; most winter crops had a good harvest, purchase prices were stable, and many crops increased in price. The weather was favorable for winter crop production, so the total planting area is expected to exceed the set plan, increasing compared to the same period; some key crops such as rice increased by 2 thousand hectares compared to the set plan, sugarcane increased by 1.5 thousand hectares, cassava increased by 27 thousand hectares, corn increased by 100 hectares... Along with favorable conditions in planting and raising livestock, diseases were well controlled, pork prices recovered; forestry ensured forest security, forest fire prevention, and forest exploitation area (at the exploitation cycle) increased to meet the needs of factories. New rural construction achieved positive results. To successfully carry out the tasks of the second quarter, the Department of Agriculture and Rural Development continues to coordinate with sectors and localities to focus on timely care and prevention of pests and diseases in the spring crop area, especially rice; quickly free up land to plant sugarcane and cassava; care for the area of ​​​​roots to ensure area and productivity. Continue to synchronously and drastically implement the above disease prevention and control area for livestock, focusing on vaccination to achieve a rate of over 80%. Focus on directing the implementation of the work of preventing illegal IUU exploitation; resolutely not letting "3-no ships" go offshore. Ensure forest security and safety, effectively implement forest fire prevention and fighting; speed up the progress of afforestation; remove difficulties for forestry projects. Prepare the "4 on-site" motto in natural disaster prevention and control; develop response plans in extreme areas and vulnerable points during the rainy season.
