The Ministry of Home Affairs is seeking public opinions on a draft Decree regulating policies to attract and employ talented people in state administrative agencies and public service units.

Attracting and making good use of talented people in the cause of building and defending the Fatherland is a particularly important task that has been affirmed and demonstrated throughout the Party's documents and resolutions, especially from the early years of renovation until now, in which discovering, nurturing, properly using and appropriately rewarding talents is an important and urgent task of Party building and the political system.

Institutionalizing the Party's policy on attracting and promoting talents, the 2008 Law on Cadres and Civil Servants and the 2010 Law on Public Employees (amended and supplemented in 2019) both mention talents in the form of "talented people" in public service and professional activities: "The State has policies to discover, attract, promote and reward talented people; the Government prescribes a framework for policies to promote and reward talented people in public service" (Article 6 of the Law on Cadres and Civil Servants) and "Implement ... preferential policies of the State for talented civil servants" (Clause 4, Article 6 of the Law on Public Employees), "The State has policies ... to discover, attract, foster, promote and reward talented people to improve the quality of service to the people" (Clause 4, Article 10 of the Law on Public Employees).

Pursuant to the provisions of the law, the Government has issued Decrees to specify a number of policies on talent and the Prime Minister has issued Decision No. 899/QD-TTg dated July 31, 2023 approving the National Strategy on attracting and promoting talent to 2030, with a vision to 2050.

Inheriting the achievements of the Doi Moi process since the 6th National Party Congress (1986), up to now, Vietnam has continuously seized opportunities, overcome difficulties and challenges, especially the severe impact of the global economic crisis and recession caused by the COVID-19 pandemic to successfully implement its goals and tasks, achieving many important and quite comprehensive achievements, contributing to consolidating and strengthening people's trust in the Party and State.

In addition to the achieved results, the industrialization and modernization process in our country is still slow and has not created fundamental changes; productivity, quality, efficiency and competitiveness of the economy are not high; education and training, science and technology have not become key driving forces to promote socio-economic development.

Meanwhile, the requirements and demands of the 4th industrial revolution, the development of the knowledge economy, and the emergence of artificial intelligence (AI) require further enhancement of the country's competitiveness. In that context, one of the requirements and tasks is to continuously promote the human factor, first of all, the talented workforce, to enhance competitiveness and create breakthroughs in the process of nation building, especially in the period when Vietnam needs to have a strong transformation to become a developing country with modern industry and high average income by 2030 and become a developed country with high income by 2045.

Based on the above political, legal and practical grounds, it is necessary and urgent for the Government to issue a Decree regulating policies to attract and employ talented people in state administrative agencies and public service units.

Search and discover talented people

The Draft Decree clearly states that talented people should be searched for and discovered in the following industries, fields and groups:

a) Students with good academic performance, graduating with honors or distinction, with outstanding qualities and talents from educational and training institutions.

b) People with degrees and titles of professor, associate professor, master, doctor, whose research works are recognized and applied effectively in practical life.

c) People with outstanding qualifications, abilities and practical experience working in other fields, regions and locations both domestically and internationally.

d) Cadres, civil servants, public employees, and workers working in state administrative agencies and public service units with outstanding capacity, always completing their tasks and public service well or excellently.

The cases specified in points a, b and c above, after being recruited as civil servants and public employees, and the cases specified in point d above, after being recommended and introduced, will be put under monitoring and training to create a source of talented people.

Party committees, cadres, civil servants, and public employees in leadership and management positions, and socio-political organizations are responsible for discovering, recommending, and introducing people with qualities, qualifications, and abilities that meet the requirements and criteria for talented people to recruit and create a source of talented cadres, civil servants, and public employees. Organizations and individuals who recommend and introduce must be responsible for their recommendations and introductions.

Talented people are divided into the following groups:

1- Group of cadres, civil servants, public employees, and workers, including: Cadres, civil servants, public employees holding leadership and management positions; civil servants, public employees, and workers not holding leadership and management positions.

2. The target groups are specified in points a, b and c above.
