5 key tasks and solutions to ensure traffic order and safety in the new situation

The Government issued Resolution No. 149/NQ-CP promulgating the Government's Action Program to implement Directive No. 23-CT/TW dated May 25, 2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation.

Persistently build a culture of law compliance and civilized behavior when participating in traffic. The objective of the Program is to thoroughly grasp and seriously implement the goals, requirements and key solutions of Directive No. 23-CT/TW dated May 25, 2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation (Directive No. 23-CT/TW).

At the same time, create strong and positive changes in ensuring traffic order and safety, persistently build a culture of law compliance and civilized behavior when participating in traffic; sustainably reduce traffic accidents and fundamentally limit traffic congestion, towards a safe, convenient and environmentally friendly transport system.

To achieve the above goals, the Program has proposed 5 key tasks and solutions.

Firstly, strengthen leadership, direction, inspection and supervision of strict implementation of the Party's guidelines and policies, the State's policies and laws on ensuring traffic order and safety. Create strong and positive changes in ensuring traffic order and safety, persistently build a culture of law compliance and civilized behavior when participating in traffic; continue to reduce traffic accidents, fundamentally limit traffic congestion and be clearly identified in the annual and long-term work programs of ministries, branches and localities.

Tighten order and discipline, strictly handle all traffic law violations by traffic participants and those in charge of state traffic management.

Promptly prosecute traffic accidents with signs of crime, investigate and strictly handle them; at the same time, clearly identify the causes of traffic accidents to have effective preventive solutions.

All acts of interference or influence in the handling of traffic law violations by authorities are strictly prohibited.

Change thinking, awareness, methods, new ways of doing things, be more drastic in leadership, management, operation, organization and implementation of all levels and sectors in ensuring traffic order and safety...

Second, perfect the legal system, promote decentralization, delegation of authority, and clearly define responsibilities in state management of traffic. Focus on reviewing and synchronously perfecting the legal system on traffic in the direction of clearly defining state management responsibilities for ensuring traffic order and safety in conjunction with ensuring security, order, and social safety, building traffic infrastructure and socio-economic development; develop and submit to the National Assembly for promulgation the Law on Road Traffic Order and Safety and the Road Law.

Promote decentralization and delegation of power, clearly define the scope of state management between ministries, branches and local authorities, between collective responsibility and individual responsibility; strictly implement state management, overcome overlapping and lax management.

Develop mechanisms and policies to mobilize and use resources to build and develop infrastructure and ensure traffic order and safety.

Third, strengthen propaganda, dissemination and legal education to raise awareness and responsibility of cadres, party members and people in ensuring traffic order and safety. Diversify content and forms, improve the effectiveness of propaganda work suitable for each target group.

Innovate the content and curriculum of traffic law teaching in schools. The propaganda content must be in-depth and have a strong impact on the psychology and awareness of traffic participants. Determined to form habits and culture of law compliance among traffic participants; strengthen coordination between families, schools and agencies and organizations to educate young people about law compliance and cultural behavior in traffic participation.

Promote the movement of all people to protect national security, emphasizing the requirement to participate in ensuring traffic order and safety; actively and proactively criticize and combat violations of traffic laws, build and replicate advanced models and examples, and reward collectives and individuals with outstanding achievements.

Fourth, focus resources on building and developing transport infrastructure; enhance the application of science, technology, and international cooperation in the transport sector. Continue to complete the planning of synchronous connection of the transport system in the overall socio-economic development planning; integrate the content of ensuring traffic order and safety in national planning, regional planning, provincial planning, urban planning, rural planning and specialized planning related to transport to ensure feasibility, safety, suitability with reality and strict implementation of approved planning.

Speed up the progress of investment projects in construction and development of important transport infrastructure, key traffic routes, belt roads, radial traffic axes, expressway systems, and high-speed trains.

Fifth, improve the capacity of management, operation, and coordination of forces in ensuring traffic order and safety. Innovate and improve the quality of vehicle registration, inspection, training, testing, and licensing of vehicle drivers, ensuring that vehicles participating in traffic must meet technical safety standards, and that drivers must fully understand the law and have sufficient skills to participate in traffic.

Strictly manage the issuance of vehicle license plates; research and perfect state management regulations on vehicle license plates.

Strengthening the management of transport activities, prioritizing investment in developing public passenger transport, switching to green means of transport associated with a roadmap to gradually limit personal vehicles participating in traffic in large cities.

Organize traffic reasonably and scientifically, in accordance with infrastructure conditions, strictly implement regulations on traffic safety corridor management; regularly review, detect and promptly overcome limitations and inadequacies in traffic organization and "black spots" on traffic routes...
