Propose 4 urgent policies

In order for the orientations and strategies in the Party's resolutions and directives and the National Assembly's resolutions to be institutionalized into law, ensuring the rights and interests of people related to health insurance, it is necessary to urgently research and submit to the National Assembly amendments to the Law on Health Insurance.
In addition, the proposal to amend the law also aims to overcome the limitations, difficulties and inadequacies of the current Law on Health Insurance and meet objective practical requirements in the new situation.
According to the submission, the Government proposed four policies: First, adjusting the subjects participating in health insurance in line with relevant legal regulations.
Second, adjust the scope of health insurance benefits to suit the contribution level, balance the health insurance fund and health care requirements in each period.
Third, adjust relevant health insurance regulations according to the level of technical expertise in medical examination and treatment and promote the role of grassroots health care in primary health care and health insurance examination and treatment.
Fourth, allocate and use health insurance funds effectively.
"The Government proposes that the National Assembly Standing Committee consider allowing the addition of the draft law to the program, submit it to the National Assembly for consideration and approval at a session (the 8th session of the 15th National Assembly)," said Mr. Le Thanh Long.
Presenting the review report, Chairman of the Law Committee Hoang Thanh Tung said that this committee and the National Assembly agencies agreed on the necessity of amending and supplementing a number of articles of the Law on Health Insurance.
In addition, the Government is requested to report more clearly on the reasons for not yet comprehensively amending this law, the roadmap for comprehensive amendment to fully institutionalize the Party's policies and guidelines on health insurance and comprehensively overcome the limitations, difficulties and inadequacies that have been pointed out in the organization and implementation of health insurance.
The National Assembly Standing Committee is ready to work overtime, including Saturdays.
Agreeing with the view that "there is no more room for retreat" with this draft law because it is really urgent and should have been comprehensively revised a long time ago, Chairwoman of the Social Affairs Committee Nguyen Thuy Anh said that ensuring quality and following the correct procedures to submit it to the National Assembly Standing Committee for comments in September is a challenge for the drafting agency because there is still a lot of work to do.

National Assembly Chairman Tran Thanh Man emphasized that, although it is urgent, it is necessary to ensure quality and meet the conditions, avoiding "doing it roughly but not passing the assessment, wasting the effort". Furthermore, according to the assessment, the current Law on Health Insurance has up to 120 shortcomings and problems, so the selection of amendments to some urgent contents needs to be carefully evaluated.
"The law is urgent, but can the Ministry of Health and the Government implement it? The National Assembly Standing Committee is ready to meet to consider it," said Mr. Tran Thanh Man, asking agencies to be truly determined, resolute, and make efforts to implement it in time.

If the Government makes an effort to submit it, the National Assembly Standing Committee is ready to work overtime, even on Saturdays.

According to Vice Chairman of the National Assembly Tran Quang Phuong, to facilitate the Government, first of all, they will "pull the cannon in", and when the time comes to submit to the National Assembly Standing Committee, if it is not achieved, they will have to "pull the cannon out". Besides following the process, agencies need to "work in parallel" to ensure timely completion.
After discussion, the National Assembly Standing Committee voted with 100% of members present to agree to add the draft Law amending and supplementing a number of articles of the Law on Health Insurance to the 2024 Law and Ordinance Development Program, to be submitted to the National Assembly for approval at a session.
At the same time, the Social Committee is assigned to preside over the review, and the agencies participating from the beginning after this meeting to promptly submit to the National Assembly Standing Committee at the September 2024 meeting.
