Binh Trieu Station (Hiep Binh Phuoc Ward, Thu Duc City, Ho Chi Minh City) is located next to Kha Van Can Street and National Highway 13. The Chief Architect of Ho Chi Minh City approved the detailed planning at a scale of 1/2000 for the Binh Trieu traffic and residential area, with a scale of more than 41 hectares since 2002.
In 2013, the Prime Minister approved the adjustment of the HCMC Transport Development Plan to 2020 and vision after 2020, Binh Trieu station became the northern technical passenger station. HCMC also issued a decision approving the adjustment of the 1/2000 scale plan for the Binh Trieu traffic hub area.
After 22 years of planning and being left there, Binh Trieu station is overgrown with grass, the rails are degraded and dilapidated. Inside the station, there are a number of old trains lying motionless and gloomy.
The vacant land in the station is used by the people to divide into vegetable plots. According to records, all kinds of vegetables such as Malabar spinach, sweet potatoes, water spinach, amaranth... are grown throughout the station.
On both sides, there are two small roads where people move back and forth. The houses around Binh Trieu station are mostly temporary, patched together, and filled with furniture. According to the Thu Duc City People's Committee, the Binh Trieu station project has been "suspended" for many years, affecting the interests of more than 3,200 households, with more than 15,000 people.
Many houses in the planning area are degraded but cannot be rebuilt and can only be temporarily repaired, affecting people's lives.
While collecting trash along the railway tracks, Ms. Son (75 years old, a resident living next to Binh Trieu station) said that she used to be an accountant at Saigon station. Several decades ago, the Binh Trieu station project was planned with the expectations of many people, but until now it has not been implemented.
"At first we were still looking forward to it, but then it gradually faded and we forgot about it. No one thought about building this station anymore. Now we're used to it, we don't hope or expect anything anymore," said Ms. Son.
Some residents in the area said that many sections have become garbage dumps. Due to the deserted area, there are sometimes suspected drug addicts gathering, causing residents to worry about their safety.
According to the Department of Planning and Architecture of Ho Chi Minh City, Decision 568 of the Prime Minister on adjusting the Planning for the development of Ho Chi Minh City's transport to 2020 and vision after 2020, Binh Trieu station is the northern technical passenger station with an area of about 41 hectares.
According to the Decision approving the Railway Network Planning for the period 2021 - 2030, with a vision to 2050, Binh Trieu Station is the national railway passenger hub station of the Ho Chi Minh City hub area.
However, up to now, Binh Trieu station has not yet been planned for investment implementation.
According to the Department of Planning and Architecture of Ho Chi Minh City, due to its important role in planning the national railway network and connecting the city's public transport, planning the reserve of Binh Trieu station is necessary to stabilize land use planning and manage land funds well for transport development.
Regarding this station, the Ho Chi Minh City People's Committee is currently organizing the preparation of a project to adjust the general planning of Ho Chi Minh City until 2040, with a vision to 2060.
In order to effectively exploit the Binh Trieu station area, the city added the function of Binh Trieu station as a passenger station for urban railway lines serving newly planned metro lines 3, 6, 8 and organized the TOD model planning for the area around Binh Trieu station.
After the Prime Minister approved the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060, the City People's Committee will continue to organize the preparation of a specialized project on traffic, including studying the plan to organize investment in key urban traffic infrastructure projects.
